SUBJECT: APPROVAL OF A REQUEST FOR PROPOSALS FOR CONSULTING SERVICES TO
DEVELOP A PARK MASTER PLAN
RECOMMENDATION
It is recommended that City Council approve a Request for Proposals (RFP) for consulting
services to develop a Park Master Plan.
BACKGROUND
As part of this year's Capital Improvement Projects (CIP) budget, Council approved funding
for the development of a citywide Park Master Plan. This request for proposals is intended as
the first step in selecting a partner in the field of park master planning to assist staff in
implementing improvements in Azusa's parks. Staff is anticipating that, for at least the next
few years, there will be a variety of funding sources available to the City to complete capital
improvements such as Propositions A, 12 and 13 revenues that are targeted specifically for
park and wilderness areas.
In addition to the revenue sources noted above, staff is continuing to work with the
developers of Parkside and Mountain Cove on their private commitments to park
improvements at Zacatecas, Canyon, Northside and Pioneer Parks.
Due to these significant number of opportunities available to complete capital projects with
very limited professional staff, we are recommending that we partner with a professional
consulting firm with experience in park master planning that will assist us in providing a logical
framework for prioritizing, sequencing and funding the over $22 million dollars in needed park
