Mayor Memmesheimer called the meeting to order and led Call to Order in the salute to the flag. Invocation was given by Rev. Father A. J. Duggan, St. Invocation Frances of Rome Church. Present•at Roll Call: Councilmen: Paul, Johnson, Teasley, Roll Call Memmesheimer Absent: Councilman: Ortuno Also Present: City Attorney Williams, City En- gineer Kirkgaard, Supt. of Light and Water Smith, Fire Chief Madison, Recreation Director Dangleis, and City Clerk -Administrative Officer Miller. Mayor Memmesheimer asked whether there were any Approval of ,corrections to the minutes of the meeting of May 4th. Minutes of With.no corrections, the minutes were approved as May 4th written. Civil Service List I for the position of Recreation C.S.List - Activities Supervisor was presented to Council with Rec. Activities the following names: Supv. filed 1. Mrs. Doris Corwin 2. Miss Lynne McIntyre Moved by Councilman Johnson, seconded by Councilman Teasley, and ordered carried that the list be filed. One name was certified on Civil Service List IV for Civil Engr. Civil Engineering Assistant: Asst. Civil Service list ,1. Er. Fred Sennewald filed Moved by Councilman Teasley, seconded by Councilman Paul; and ordered carried that the list be filed. Civil Service List IV for Firemen (Supplemental) was Firemen Civil presented to Council. Those named were: Service list filed 1.. Mr. Arthur Wilkerson 2. A Resolution approving an agreement with the Nylox Corp- oration for electric service at 1100 Kirkwall Road was presented to Council. Movedby Councilman Teasley, seconded by Councilman Paul, ,and ordered carried that further reading be waived. Moved by Councilman Teasley, seconded by Councilman Paul, that the Resolution be adopted. This Resolution was then passed and adopted by the following vote of Council: '-AYES e Councilmen: Paul, Johnson, Teasley, Memmesheimer NOES:,, Councilmen: None ABSENT: Councilmen: Ortuno and numbered Resolution No. 3895. It was requested by the Superintendent of Light and Water that an open examination be held for the position of'Maintenance Man I, as at the present time the Depart- ment is operating with two less than the complement allows. Moved.by•Councilman Teasley, seconded by Councilman Me'mmesheimer, and unanimously carried that the examination be' authorized. The.Superintendent of Light and Water requested authoriz- ation to hold intra -departmental examinations for the positions'of Consumers' Serviceman and for Meter Reader. It was pointed out, however, that it would not be possible to employ another Consumers' Serviceman and retain Mr. Tannehill on the payroll. Moved by Councilman Paul, seconded by Councilman Teasley, and unanimously carried that the Light and Water Superin- tendent be authorized to make temporary appointments to ,the -vacancies of Consumers' Serviceman and Meter Reader, for a period not to exceed ninety days. Supt,.Virgil Smith submitted a letter regarding Wm. T. Clark, lineman, who was injured on the job in December, and -has since exhausted all of his sick leave. Supt. Smith suggested that persons injured in the course of their work not be penalized their sick leave, and asked whether it would be possible for Mr. Clark to continue to receive his pay if he, in turn, signed his State Com- pensation checks over to the City. Mr. Smith was asked to contact Mr. Clark's physician to determine whether it could be arranged that Mr. Clark be released for light duties in order for him to remain on the City payroll. -Notice,was received from the Planning Commission that at their meeting of May 6 they had granted the following Conditional Use Permits and/or Variances: '1. 'Conditional Use Permit to V. W Hales for ;Professional Building in R -lc zone at 902 Mauna Loa Avenue., Mr. Hales was, however, denied a parking variance for less spaces than required by Ordinance. 2.- -Mrs. D. Dawson for an addition to the day 'nursery at 412 N. San Gabriel, and a yard variance for•play area. 3.t Sam Couch an extension of non -conforming use for a Trailer Park at 8121. Loren Avenue. The Planning Commission also stated that they were re - ,commending a zone change from R-1 to R-3 for Arthur Johnson's property, located at the southeast corner of Sixth Street and Sunset Avenue. 295 Page 2 Res. 3895 - Elec. A letter -was presented from the City Employees Assn. Emp. Assn. ltr. Moved by Councilman Teasley, seconded by Councilman Public hearing Johnson and unanimously carried that a public hearing 6-15 re zone in regard to this proposed zone change be set for the change at 6th hour of 8:00 P.M. in the Council Chambers on Monday, & Sunset ,June 15th, and that the City Clerk make the necessary (Johnson) publication. Mayor Memmesheimer asked whether any persons in the Kirkgaard ltr. audience -had items not on the Agenda which they wished to wage comm. to bring•before Council. Mr. -George V. Nordby of the V.F.W. appeared to request Geo. Nordby, Council permission for the use of the bandshell on June V.F.W., granted 14 for a concert by the Fort MacArthur Army Band. This use of bandshel will be'in conjunction with their Flag Day parade. ltr. to wage Moved by'Councilman Johnson, seconded by Councilman committee Teasley, and ordered carried that the request be granted. It.was also requested by the Veterans of Foreign Wars Proclamation .and the American Legion that the Mayor proclaim May 22 re Poppy Days and 23 .as' Poppy Days in Azusa. -Moved by Councilman Johnson, seconded by Councilman Teasley, and ordered carried that the Mayor be author- ized'to sign the proclamations. The Association stated, on wages however, that they would like to see each and every employee included for at least a 5% increase. Movedtby,Councilman Johnson, seconded by Councilman Teasley, and unanimously carried that the letter be referred to the Salary Committee for consideration Kirkgaard ltr. along with a letter from the City Engineer requesting to wage comm. that,he'be considered for a salary increase. The Committee was also asked to give further clarification .as to salary steps. A letter was presented from Mr. Jess Wood, Business I.B.E,W. union Representative of Local No. 18, International Brother- ltr. to wage hood of Electrical Workers. Mr. Wood first wrote to committee the'Council on March 2nd, and this letter was turned over to the Personnel Board, who were studying salaries at that time. Moved,by Councilman Johnson, seconded by Councilman Paul, and unanimously carried that Mr. Wood's request that the electrical workers receive a salary increase be referred to the Committee studying wages. Due to the fact that Mr. Paul was ineligible to vote because he resides in this area, suggested that the matter be held over until four voting members were present.' , Moved by Councilman Teasley, seconded by Councilman Paul, and ordered carried that the matter be tabled for a full Councii. It was -requested by the Recreation Director that Mrs. ,Doris Corwin, No. 1 on the eligibility list, be appointed Recreation Activities Supervisor, effective June 1, 1959. Moved -by Councilman Teasley, seconded by Councilman Pau];,' and unanimously carried that the request be granted. The Park:and Recreation Commission requested that Officer -P'. C. Bradshaw be assigned to Slauson Park for the..summer.season. Moved'by Councilman Teasley, seconded by Councilman •'Johnson, and unanimously carried that the request be granted. , Authorization was requested to purchase the following items for the new bathhouse: Kitchen unit (combination refrigerator, sink and burners); racks for clothes bags; one desk; floor safe; waste cans; benches for dressing rooms;'and restroom paper holders. It was stated that the amount of these purchases would not exceed $1,500, which would also include a floor safe to be installed in the Administration Office of the Recreation Building. Moved by'Councilman Johnson, seconded by Councilman Teasley, and ordered carried that authority for the pur- chases be granted, and that purchases be made by the Supt, of Public Works, the Recreation Director, and the Administrative Officer. The Park*and Recreation Commission recommended that Saturday, June 20th, be set for dedication ceremonies at the new bath house. It was further recommended to Council that all admission fees be waived on this date, making free swimming a part of the ceremonies. Moved by Councilman Paul, seconded by Councilman Teasley, and ordered carried that swimming fees at Slauton Park be waived for the day of dedication. The Ordinance relating to Southerly Annexation District 'No. 34;.Revised was presented to Council. Higgins of the Kit Construction Company: Councilman Teasley offered for its first reading the 1st reading following Ordinance entitled: Ord, amending Trailer Park AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA Ordinance AMENDING ORDINANCE NO. 386 RELATING TO THE REGULATION OF -TRAILER PARKS. This Ordinance was read in full. Mr,.-R:,Carson, 309 Westridge, Covina, appeared before Council requesting that Council hold a special meeting for•the•seoond reading of the Ordinance in order to ex- pedite this matter as rapidly as possible. Council agreed to Mr. Carson's request. •A letter from Mr. Harry Williams was read to Council, City Attorney whereby Mr. Williams requested that his retainer fee retainer In - as City Attorney be increased from $500 to $550 per crease request month, effective July 1, 1959. Mr. Williams stated that tabled -the request was made necessary due to the general in- crease of his expenses, such as secretarial services, stationery, office space, etc. Moved by Councilman Johnson that the City hire a full time City Attorney. This motion died for lack of a second. After further discussion, it was determined that this matter be held over for further study. .,In accordance with Council request, Mr. G. The City Attorney also presented the extension and Mayor authorize modification of agreement between the City and Western to sign Western Disposal Company, Bobken Hartunian. Disposal ext. Councilman Johnson offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AN SA, COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, REQUESTING THE COUNTY BOARD OF SUPERVISORS TO IMPROVE GRAND AVENUE, A MAJOR HIGHWAY IN THE COUNTY MASTER PLAN OF HIGHWAYS, WITH SPECIAL LOS ANGELES COUNTY ROAD DEPARTMENT FUNDS, This Resolution was read in full. Moved by Councilman Johnson, seconded by Councilman Teasley; that the Resolution be adopted. This Resolu- tion was then passed and adopted by the following vote of Council: .,AYES: Councilmen: Paul, Johnson, Teasley, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: Ortuno and numbered Resolution No. 3899• A communication was received from the City of Duarte asking that Azusa urge the Board of Supervisors to "hold the line on proposed taxation increases for the coming year. Moved by Councilman Teasley, seconded by Councilman Paul,,and ordered carried that the City Attorney be authorized to prepare such a Resolution. Council was notified that Edward F. Taylor, Attorney from Redlands, has been retained as special water counsel'by the Joint Powers Committee, and also by the'City f6r advice in their dealings with the Azusa Agricultural Water Company. 'The'Treasurer's,Financial Statement for the month ending April 30th was submitted to Council. The statement shows Bank Balances, $487,156.71; Treasury Bills, $400,000.00; Bank balances representi earnings on Bills, $34,785:60; or a total of921,942.31. Moved by Councilman Paul, seconded by Councilman Teasley, and ordered carried that the statement be filed. 305 Page 7 Res. 3899 - Improvement of Grand Avenue City Atty. to draft Resolutic to Bd.of Supv. to "hold line" on taxes E.F.Taylor retained as water counsel Treasurer's Financial Statement The Quarterly report of the Visiting Nurses Assn. for Visiting the period ending March 31st was presented to Council. Nurses rpt. Moved by,Councilman Teasley, seconded by Councilman filed Paul, and ordered carried that the report be filed. A letter was presented by the Azusa Junior Chamber of J.C.C. to Commerce -requesting permission to sponsor the Fair sponsor show 'Time Show at Alexander's Market on May 20-23. The May 20-23 Junior Chamber stated that the profits from this show will be used to promote civic improvement projects. Moved by Councilman Johnson, seconded by Councilman Teasley, and unanimously carried that permission be granted subject to the -same conditions as previous years, i.e. the approval of the Building Inspector, Fire and Police Chiefs, and payment of the regular business license fee. Notification was given that the May meeting of the Los L.C.C. meeting Angeles Division of the League of California Cities will be held on May 21st in Hawthorne. 306 CITY HALL AZUSA, CALIFORNIA MONDAY, MAY 18, 1959 It was requested that the Mayor be authorized to proclaim June as Hope Month, and Sunday, June 7th, as Hope Sunday. -moved by Councilman Johnson, seconded by Councilman .'Teasley, and ordered carried that the Mayor be author- ized to sign the Proclamation. A letter of appreciation was received from Mrs. Wm. Tannehill for the consideration extended her husband. Moved by Councilman Johnson, seconded by Councilman Teasley,.and ordered carried that the letter be filed. A letter was received from the State Compensation Insurance Fund along with a check in the amount of $10,026.84, representing an 58.5% dividend of the premium paid by the City. This check represents the pariod-from July 1, 1957 to July 1, 1958 Moved by Councilman Johnson, seconded by Councilman Teasley,'and ordered carried that the letter be filed. The tabled request for solicitation by the International Association of Machinists, which appeared on the Agenda, was notactdd upon due to the fact that the strike was settled. Notification was given that the City of Irwindale is filing their intention of Annexation ##1. Moved by Councilman Teasley, seconded by Councilman Pau,., and ordered carried that the notice be filed. A letter was received from Swenson, Clark and File outlining their proposed services as auditors for the City and which, when signed by the Mayor, will constitute acceptance on the part of the City. Moved by -Councilman Teasley, seconded by Councilman Paul, and unanimously carried that -the Mayor be authorized to -sign. .�A letter from the Azusa Taxpayers and Civic Association was presented to Council. The letter suggested that the City have a rating survey made by the Fire Under- writers to determine whether our classification would -.be changed, thereby reducing the insurance rates of the taxpayers. Fire Chief Marlowe Madison urged Council to build a new,headquarters station first, before requesting a new -rating. Chief Madison stated that a new rating would take two years, and also it is probable that the rates would not be decreased due to the crowded condition.of the present fire headquarters. -Moved by,Councilman Teasley, that the letter be filed. This motion died for lack of a second. Moved by Councilman Paul, seconded by Councilman Johnson, nand unanimously carried that the matter be referred to the -Fire Chief and Administrative Officer to contact the local -insurance firms regarding the possibility of an .informal rate survey being made. A -fetter from Saul Winokur, representing several business- men on East Foothill Blvd., which was received at the last Council meeting, was referred to the City Engineer and Chief of Police for recommendation. A report from the Engineer and Police Chief indicated that the only approval recommended was the elimination of the taxi zone in front of the Town House.
