RECOMMENDATION
Approve the City of Azusa Memorial Park and City Park improvements youth
employment plan as required by the Los Angeles County Regional Park and open
space district. The enclosed"a risk"youth employment plan is a required obligation
on behalf of the City to receive our 1996 per capital grand funds.
SUMMARY
The Recreation and Parks Department and Parks and Recreation Commission have
identified and approved the replacement of the Memorial Park athletic field
fencing and the play equipment and play equipment areas with the funds
available through the 1996 L.A. Bond Act. $55,000 to replace the fencing and
$83,269 to replace the play equipment and play areas at Memorial and City parks.
The City of Azusa's at risk youth employment unmet goal is$4,426.90. $2,226.90 will
be utilized for removal and disposal of old fencing material at Memorial Park.
$2,200 will be utilized in demolition and dismantling of the old play equipment and
play area concrete curbing at Memorial and City parks. The work will be
contracted to youth job training organizations who specialize in at risk youth,ie. L.A.
Works or California Conservation Corp.
BACKGROUND
The City of Azusa has received 1992 Los Angeles County Proposition A Park Bond
Act funds, a special project grant and a per capita allocation, both were used to
construct the aquatic center at Slauson Park. Because this project was completed
prior to the 1996 Los Angeles County Proposition "A" Park Bond Act which required
a 10% at risk youth employment plan it is exempt from a mandatory at risk youth
employment requirements.
Our 1996 Proposition"A" Bond Act per capita allocation is $138,269. This allocation
has a 10%youth employment requirement which amounts to a youth employment

goal of $13,827. Because we used the California Conservation Corp. to install
landscaping and irrigation on the Slauson Pool project in the amount of$9,400 we
received a credit of $9,400 against our 1996 "YEG" of $13,827 requirement thus
giving us a revised youth employment goal of $4,426.
FISCAL IMPACT
In fulfilling the "at risk youth" employment requirement of the 1996 Los Angeles
County Proposition A Safe Park Bond Act the City is eligible to receive $138,269 to
improve recreational facilities at Memorial and City parks.

YOUTH EMPLOYMENT PLAN
BACKGROUND
The Safe Neighborhood Parks Proposition of 1996 provided $138,269 to the City for
improvements to Memorial Park and City Park. On January 18, 2000, the Azusa
City Council authorized expending $55,000 to replace fencing around the
Memorial Park athletic field and $83,269 to replace playground area and play
equipment at Memorial Park and City Park. Conceptual plans are prepared and
work is being defined for our at risk youth of the community to perform.
TASKS THAT MAY BE PERFORMED BY AT RISK YOUTH
1. Removal and disposal of chain link fencing at the Memorial Park athletic fields.
2. Dismantling and removal of existing play equipment at Memorial and City parks.
3. Assisting in the demolition and disposal of existing concrete walkways, mow
strips and play area material.
ESTIMATED COST OF YOUTH EMPLOYMENT
1 . Removal of Memorial Park fencing $2,226.90
2. Removal of play equipment and walkways and curbing at
Memorial and City parks $2,200.00
METHOD OF YOUTH EMPLOYMENT
The City of Azusa will contract with local youth job training organizations, i.e. L.A.
Works, California Conservation Corp.,to complete the identified"at risk"youth task.
The selected youth job training organization employees will meet the definition of
"at risk" as defined by the Azusa Unified School District's definition.
YOUTH EMPLOYMENT GOAL
Under the provisions of the Los Angeles County Parks and Open Space District
Policy on employment of at risk youth, the youth employment goal (YEG) of the
City of Azusa is $4,426.90. The 1992 grant funds to build Slauson Park Community
Pool are exempt as that project was completed prior to 1996. The 10% YEG
requirement of our 1996 allocation was $13,827. We received a 9,400 credit
towards our 1996"YEG"from our 1992 Slauson Pool project (California Conservation
Corp installed landscaping and irrigation on the project). That gives us a remaining
YEG of $4,426.90 to be met on the Memorial Park and City Park projects.
