Present.at Roll Call: Councilmen: Paul, Ortuno, Johnson, Memmesheimer Absent:---., Councilmen: Teasley -`The Resolution initiating proceedings for annexation District. -No. 32 as prepared by the City Attorney set the date of'July 6, 1959, as the date for property protest hearing. Councilman Ortuno offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DECLARING THAT PROCEEDINGS HAVE BEEN INITIATED BY THE COUNCIL OF THE CITY OF AZUSA TO ANNEX TO SAID CITY CERTAIN UNINHABITED TERRITORY DESCRIBED HEREIN AND DESIGNATED "SOUTHERLY ANNEXATION DISTRICT NO. 32, REVISED" Moved by Councilman Ortuno, seconded by Councilman Paul, and ordered carried that further reading be waived: Moved by Councilman Ortuno, seconded by Councilman Paul that the Resolution be adopted. Cecil J. Galloway presented a letter from the Junior JayCees granted ;Chamber of Commerce requesting that they be granted show.extension permission to retain the Fair Time Shows, which they are sponsoring, for an additional four days. The extension would run from Wednesday, May 27th, through .Saturday, May 30th, Moved by Councilman Paul, seconded by Councilman Teaslgi, and `unanimously carried that the request be granted. . Councilman Ortuno stated that he had a matter which City Engr. to he would like to bring before Council: improve East Third Street Moved by'Councilman Ortuno, seconded by Councilman Teasley, that the City Engineer be instructed to remove the old•curb returns on Third Street, east of Pasadena Avenue, within 30 days, that he be instructed to grade the south _half of Third Street, east of Pasadena Avenue within 30,days, and that he be instructed to pave the south half of Third Street, east of Pasadena Avenue, within 90 days. This motion carried unanimously. ' 6:36_P,M. - Councilman Johnson was excused from the meeting. The City Clerk stated that he had been contacted by Mrs. A.B.Meier Mrs. A. B. Meier, 1135 N. Orange Avenue, requesting fence request ,the City to erect a block wall fence on her property adjacent to the parking lot of Northside Park, as ,they had done for Doctor Hankins. The City Clerk was instructed to ask Mrs. Meier to put her request in writing and submit it to the Council. •Moved by Councilman Teasley, seconded by Councilman City Engr. to Ortun6 and unanimously carried that the City Engineer submit monthly be directed to submit monthly progress reports to the progress rpts. Council of the various projects being worked on by the Department. Counbilman Teasley further stated that he felt it would be a good idea for all Department Heads to submit regular progress reports. -Councilman Teasley then said he felt that the City sYiould have a map showing all of the water lines in the" City.' Mayor Memmesheimer called the meeting to order and led .in the salute to'the flag. '..Invocation was given by Councilman Warren Teasley. Present.at Roll Call: Councilmen: Paul, Ortuno, Johnson, Teasley, Memmesheimer Also present: City Attorney Williams, Supt. of Light and Water Smith, Supt. of Public Works Brusnahan, and City Clerk -Administrative Officer Miller. Mayor Memmesheimer asked whether there were any corrections to.the minutes of the meeting of May 18, 1959. Councilman Johnson stated that on Page 7, the index re- lating to the retention of water counsel, should be changed to read "E. F. Taylor retained as water counsel". With no further corrections, the minutes were approved as corrected. With no corrections the minutes of the meeting of May 25 were approved as written. It was requested by Fire Chief Madison that Captain Torrance -and Captain Littlefield be authorized to attend an Arson and Fire Seminar to be held at the University of California, L. A., June 15 to June 19. Total expenses for the two men, including registration and other necessary items, were estimated not to exceed $100.00. Moved by Councilman Teasley, seconded by Councilman Paul, and unanimously carried that the request be granted. The agreement between the City and the Los Angeles County Flood Control District was presented for approval. The terms of this agreement stipulate that the City will be compensated for the cost of the preparation of plans for two storm drain bond issue projects. Moved by Councilman Ortuno, seconded by Councilman Teasley, and unanimously carried that the Mayor and City Clerk be authorized to sign the agreement. The City -Engineer reported that Tract Map No. 20502 has been changed to conform with the City's Zoning Ordinance, and that thetnecessary bonds, deposits and fees have been filed. CITY HALL AZUSA, CALIFORNIA MONDAY, JUNE 1, 1959 Gilfillan Bros. requested permission to use the City property "at Fifth Street and Virginia Avenue for one day for the purpose of testing electronic equipment. The test has to be conducted over an earth surface, and all empty areas around Gilfillan Bros. are paved. As•a�point of information, notice was given to Council that,the Planning Commission, at their meeting of May 20th, had granted Variances to: Ruth Aguirre, for the construction of an addi- tion to her residence, without providing the required r• garage, at 513 N. Pasadena Avenue. J.E.Corcoran and A.M.Atwood, for reduction of required setback for an industrial building at 236 Motor Avenue, the allowed setback to be 40 feet. The'Planning Commission also granted a Conditional Use Permit.for the enlargement of a non -conforming use at 310 N. Alameda Avenue, and a Variance for reduction of off-street parking to 27 cars; the enlargement to be permitted upon the acquisition of off-street parking. A letter was received from the Park and Recreation 'Commission regarding the operation of the Quarter ;Midget cars in the City. It was the recommendation ;of the Commission that the hours of operation be the 2nd and 4th Sundays of each month, between the hours of 2:30 P.M. and 7:00 P.M. Councilman Johnson stated that at a Park and Recreation -Commission meeting there had been discussion on allow- ing -the racing on Saturday instead of Sunday, and she felt that many would protest Sunday racing, and requested that raeing'be permitted on Saturday only, instead of Sundays. The question was raised as to what use this property could be put, since it mast be used for a public purpose. A letter was received from Rev. R. C. A Resolution adopted by the Board of Supervisors on May City approval 12, asks the consent of the City for County improvement to County of Citrus Avenue between Gladstone Street, and approxi- repair of mately 400 feet southerly. Moved by Councilman Johnson, seconded by Councilman Teasley, and ordered carried that the Board of Supervisors 324.` CITY HALL AZUSA, CALIFORNIA MONDAY, JUNE 1, 1959 be advised that the City consents to the County improve- ment of Citrus Avenue. The California Dairy Industry Advisory Board requested that the Mayor proclaim "June Is Dairy Month". Moved by Councilman Johnson, seconded by Councilman Paul, and ordered carried that the Mayor be authorized to sign the Proclamation. ,Notice,'was,given of the Board of Directors Meeting of .the League'of California Cities to be held on June 4th. The City Council received an invitation to attend the dedication of the Citrus County Courts Building in West_Covina on Friday, June 5th. A letter from the Ministerial Association was presented to Council in which the Association commends the City for the -,church sign erected at the east and west approaches to,the City, but asked that a sign also be erected at the southerly entrance. Superintendent of Public Works Brusnahan stated that the first step necessary to erect this sign would be the ob- taining of an easement in order to install the sign on private property. Moved by Councilman Johnson, seconded by Councilman Paul, and ordered carried that the matter be referred back to the Ministerial Association with the request that they obtain the easement for the erection of the sign. The Administrative Officer reported that he had received •a request from the State Department of Insurance request- ing use of the Council Chambers for a disciplinary pro- ceeding to be held on July 6th, and that unless directed otherwise, he would write a letter granting permission for the -use of the Auditorium. The City Clerk also stated that notice of intention of Annexation had been received from the City of Glendora, but that the area involved was outside of the realm of this City's interest. Moved by Councilman Paul, seconded by Councilman Teasley and ordered carried that the notice be filed. A letter was received from Leo Nasser, Chairman of the Golden Days Committee, stating the events which have been planned for Golden Days, and requesting the cooper- ation of the City in these events. Moved by Councilman Ortuno, seconded by Councilman Teasley, and ordered carried that the Golden Days Committee be advised they would receive the cooperation of the various Departments in the City, as in previous years. It was also requested that the Mayor proclaim the week of October 11 to October 17 as Golden Days Week. Moved by Councilman Ortuno, seconded by Councilman Paul, and ordered carried that the Mayor be authorized to proclaim October 11-17 as Azusa Golden Days Week. The City Clerk asked for a declaration from the Council as;to`whether a spot should be left open on the Agenda ;,for audience participation. It was the concensus of the Council that only those items on the Agenda be heard before the end of the meeting, and also that any persons wishing to place an item on the Agenda have a letter in the office of the City Clerk by 5:00 P.M. on the Thursday preceding the Council meeting to insure that it be placed on the Agenda. At this time Mayor Memmesheimer asked whether there were any persons in the audience having something to bring before Council which was not on the Agenda. 325 Page 6 Proclamation - June is Dairy Month L.C.C. Grandin, appeared to state that she and her husband had a complaint against one of the City employees who had used profane language to them. Mrs. Simning was advised that this was a Personnel matter, and was asked to submit her complaint in writing to the Personnel Board. Mr. Joe Hernandez, 334 E. Foothill -Blvd., appeared before Council representing Mr. J. Sandoval, 601 N. Angeleno, owner of property at the proposed fire station site. Mr. Hernandez stated that the City had offered Mr. Sandoval P7,500. ,000 for his property, but that the owner was asking Mr: Dave Miranda again appeared before Council in regard .to part-time employment with the City. The Administrative Officer was asked to contact State Compensation Insurance in regard -to this request, and also to check with the Park and Recreation Department as to any possible openings for Mr.. Miranda. Mr.A3ob Talley, 619 N. Azusa Avenue, appeared before Council to show a sketch of a proposed neon sign to be erected'at the City -owned parking lot in the 600 block of -Azusa Avenue. Mr. Talley also stated that the mer- chants had raised$821.60 towards the purchase of the sign, which costs $1025.00, and suggested that possibly the,City would be interested in contributing the balance of the cost of the sign as promotion for the City. Moved by Councilman Ortuno, seconded by Councilman Paul, and unanimously carried that the City contract for the erection of a neon sign in front of thearking lot at 618-620 North Azusa Avenue at a cost of $1025.00, the sum of $821.60 to be contributed by the merchants in the area, and the City's share not to exceed $205.00. 327 Page 7 Mrs. J.Simning addresses Council Mr. J. Councilman Ortuno offered the fdilowing Resolution Res. 3909 - entitled: Bills and Requisitions A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Councilman Johnson stated that, although the check was .made ou:t'properly, the Resolution referred to John Lambie ,as County Recorder, and asked that it be changed to read County -Engineer. She further stated that she did not feel Mrs. Joan McKinney should receive overtime pay for work done for the Planning Commission, inasmuch as it is a separate job. Moved by Councilman Johnson, seconded by Councilman Teasley, and -ordered carried that the Resolution be amended to de- lete Mrs. McKinney's check, and that she be asked to re- submit her claim at straight pay, 328 CITY HALL AZUSA, CALIFORNIA MONDAY, JUNE 1, 1959 Moved by Councilman Ortuno, seconded by Councilman Paul khat the amended Resolution be adopted.
