SUBJECT: TRAFFIC SAFETY ITEMS:
1. INSTALLATION OF FOUR WAY STOP SIGNS AT THE INTERSECTION OF
TENTH AND ANGELENO
2. INTERSCETION IMPROVEMENTS AT TODD AND FOOTHILL, AND
3. INSTALLATION OF A TRAFFIC SIGNAL AT THE INTERSECTION OF
GLADSTONE AND PASADENA
Recommendation
It is recommended that the City Council approve:
1. Installation of four way stop signs at the intersection of Tenth and Angelino;
2. Lane assignment improvements at the intersection of Todd and Foothill;
3. Amend the CIP budget to transfer savings from the Street Rehabilitation project to install a
traffic signal at the intersection of Gladstone and Pasadena; and,
4. Authorize Public Works to design and install the improvements.
Background
1. Angeleno at Tenth and Eleventh Streets
In response to requests for four way stop signs at the intersections of Tenth and Angeleno and
1 1 th and Angeleno, staff conducted traffic studies. In accordance with the nationally accepted
procedures adopted by the State of California,we applied warrant requirements for the four-way
stops at the subject intersections. Both intersections are controlled by two-way stops, on north
and south legs.
Four way stop signs are posted when there is a right of way conflict, or there are accidents, and
the accident types are susceptible to correction by installing the stop signs. This type of right of
way conflict is characterized by broad side collisions.
The two main warrants applicable to multi-way stop signs are:

1. An accident problem, where five or more accidents within the past 12 months have
occurred and stop signs may prevent such collisions in the future.
2. Traffic volumes, where the numbers of vehicles on all four approaches are nearly equal.
Findings
The accident profiles for the studied intersections are clean and the number of accidents is very
low.
The traffic volumes obtained are, however, different for Tenth and Angeleno. Staff observations
showed that the number of vehicles on Angeleno have increased in the recent past.The number of
vehicles on Angeleno is very close to the number of motorists on Tenth in some hours of the day.
In order to eliminate potential accidents at the intersection of Tenth and Angeleno, multi-way stop
signs are warranted. Stop signs are not warranted at 1 1 th and Angeleno.
Sight Distance
Sight distance is also an issue at both intersections. To enhance safety, red paint will be applied to
street corners on both intersections to improve the motorist ability to see either pedestrians
crossing or vehicles approaching.
2. Intersection of Todd and Foothill
Staff examined interim measures to improve the operation of the intersection of Todd and Foothill
with paint and signage at this point in time. Significant improvements due to development
activities will be considered at future dates.
Recognizing that during the AM hours, the southbound traffic is heavily impacted by the limited
green time available, it is recommended that:
• The southbound lane assignments to be changed. Currently, there is a left turn pocket, a
through lane, and a right turn lane. To increase the functionality of the through lane, the
southbound through lane may become optional to allow for both right and through
movements.
In doing so, we will:
1. Disallow the U-turn movement on the eastbound leg (left turns will be permissible) to
eliminate potential head-on collisions.
2. Cat-track the right turn movement within the intersection (south to west). And,
3. Make the necessary pavement legend and sign modifications to alert the motorists.
3. New Traffic Signal at the Intersection of Gladstone and Pasadena
Staff completed a traffic signal warrant study for the intersection of Gladstone and Pasadena
previously and recommended the installation of the traffic signal. Funding was an issue for the

new signal and grant applications were filed with the State of California under the "Safe Routes to
Schools Program." The grants were not successful.
The recently completed, "Roadway Rehabilitation, various locations" CIP project has a savings of
$107,232.76, which may be transferred to this intersection. As part of the Notice of Completion
approval for the Rehabilitation project, we have recommended that the City Council approve a CIP
amendment and transfer the savings for the new traffic signal.
Fiscal Impact
There is a minimal fiscal impact for items 1 and 2, about $600 in sign and paint costs. The new
traffic signal at the intersection of Gladstone and Pasadena is estimated to cost $90,000 to be
installed.
