CITY HALL AZUSA, CALIFORNIA TUESDAY, JULY 14, 1959 7:30 P.M.
The City Council of the City of Azusa met in adjourned
session at the above time and place.
Mayor Memmesheimer called the meeting to order. Call to Order
Present at Roll Call: Councilmen: Paul, Ortuno,

Absent: Councilmen: Johnson, Teasley
Also Present: Supt. of Light & Water Smith,
City Clerk -Administrative Officer

trical Workers appeared before Council, representing the
IBEW Union,
line crews of the Light and Water Department, requesting
addresses
reconsideration of salary schedules adopted. Mr. Wood

was advised that Council would discuss the question of
additional compensation for stand-by time at the regular
Council meeting of July 20th, when a full board is ex-
pected to be -in attendance, but that questions relative
to reclassifications, job evaluation, wages, etc. should
V6 'referred to the Personnel Board for study.
Moved.by Councilman Ortuno, seconded by Councilman Paul,
and unanimously carried that the Light Department line
workers be directed to take further negotiations, other
than the question of stand-by time, to the Personnel Board
for study and recommendation to Council.
The report -from the committee selected to study the Light rate

A verified claim in the amount of $1,902.00 was sub- Potter claim
mitted by Eddie Potter, Sr. for the loss of cattle denied and
owned by Mr. Potter. It is claimed that the City referred to
sprayed weeds which were eaten by the cattle, result- Ins. Co.
ing in their death.
Moved by, Councilman Paul, seconded by Councilman Ortuno,
and.ordered carried that the claim be denied and re-
ferred to the Insurance Company.
A certified claim in the amount of $60.61 was filed by Reittenbeck
Mr. William Reittenbeck for damages done to his property claim denied
by it City-discing crew. & referred to

and ordered carried that the claim be denied and re-
ferred to the Insurance Company.
A letter was -presented from Mr. Arthur Cornwell submit- A. Cornwell

Moved by Councilman Ortuno, seconded by Councilman Paul, Agency,
-and ordered carried that the resignation be accepted and
the Attorney authorized to draw the necessary Resolution
accepting the resignation.
Mayor Memmesheimer stated that he did not wish to make
an appointment to the vacancy on the Redevelopment Agency
until further progress on the Master Plan has been made
by Simon Eisner, Planning Consultant.
It was'requested by the property owners in the area that Request for
Council consider improvement of alleys in Tract No. 8507 improvement
and the grading and paving of First Street from Motor Tr. 8507
Avenue to the west City limits. tabled to 7-20
Moved by Councilman Ortuno, seconded by Councilman Paul,
and ordered carried that the subject of requested im-
provements be tabled for a full Board.

The Park and Recreation Commission stated they wished
to request the Police Department to enforce the litter
law in the City. The City Clerk advised Council that
the Police -Department had been notified of the request.
Notice was received of intention to circulate petition
for City,of Charter Oak, and also of Annexation District
No. 32 to,the City of Glendora. The City Clerk stated
that neither of these areas were within the sphere of
influence of the City of Azusa.
Moved by Councilman Paul, seconded by Councilman Ortuno,
and ordered carried that the notices be filed.
A:letter was received from the League of California
Cities asking that the City appoint a Director and Al-
ternate to the Board of Directors of the Los Angeles
Division of the League.
Moved by Councilman Ortuno, seconded by Mayor Memmesheimer
and ordered carried that Mayor Memmesheimer remain as
Director to the League and that Councilman Paul serve as
Alternate Director.
A letter of,"commendation was received from the General
Telephone Company praising the Fire Department for their
assistance.in the recent fire in Glendora.
Move& by Councilman Ortuno, seconded by Councilman Paul,
and ordered carried that the letter be referred to the
Fire:Department for their scrapbook.

A letter was received from Edward A. Cooney expressing E.A.Cooney
his appreciation for appointment to the Planning Comm. ltr. filed
Moved by Councilman Ortuno, seconded by Councilman Paul,
and ordered carried that the letter be filed.
It was requested by the Administrator that the Personnel Personnel Bd
Board be instructed to establish the qualifications and to establish
duties for the positions of Administrative Assistant qualifications
and -Administrative Secretary. for Adm. Asst.
Moved by Councilman Paul, seconded by Councilman Ortuno, and Adm. Secy.
and ordered carried that the request be granted.
A Resolution was prepared regarding the water election Rea. 3927 -
of July 21st. Endorsing
Councilman Paul offered the following Resolution Formation
entitled: of S.G.V.
Water Dist.
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ENDORSING THE FORMATION OF THE SAN GABRIEL VALLEY
MUNICIPAL WATER DISTRICT AND URGING THE VOTERS OF THE
CITY OF AZUSA TO APPROVE THE SAME.
This Resolution was read in full.
Moved by Councilman Paul, seconded by Councilman Ortuno,
that the Resolution be adopted. The Resolution was then
passed and adopted by the following vote of Council:
AYES: Councilmen: Paul, Ortuno, Memmesheimer
NOES: Councilmen: None
ABSENT: Councilmen: Johnson, Teasley
and numbered Resolution No. 3927.

AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
AMENDING ORDINANCE NO. 535 SO AS TO REZONE CERTAIN
PREMISES.
Moved by Councilman Ortuno, seconded by Councilman Paul,
and unanimously carried that further reading be waived.
Moved by Councilman Paul, seconded by Councilman Ortuno,
that the',Ordinance bg adopted. The Ordinance was then
passed and adopted by the following vote of Council:

and numbered Ordinance No. 611.
Resolution Nos: 110 and 112 of the Planning Commission Planning
were presented to Council. Resolution No. 110 approves Commission
the installation of aluminum siding at 239 N. Virginia Res. appvd.
Avenue, property owned by Mr. and Mrs. Ray Wadley.
Resolution No. 112 approves installation of sheet metal
on a building located at 301 S. Irwindale Avenue. This
pproperty is also described as Lots 44-46, Block 3, Tract
S507,.'and-is owned by Miltmore Barns.
Moved by Councilman Paul, seconded by Councilman Ortuno,
and ordered carried that the recommendations set forth
in Resolutions 110 and 112 of the Planning Commission be
accepted.
The financial statement of the Redevelopment Agency for Redevelopment
the period from January 1, 1959, to June 30, 1959, was Agency finan.
presented to Council. This statement shows Cash on Statement
Hand, $2,767.75. filed
Moved'=by Councilman Paul, seconded by Councilman Ortuno,
and ordered carried that the statement be filed.
The Quarterly Report of the Visiting Nurses Association V.N.A. quarterl
for the period ending June 30th was presented to Council. report filed
Moved by Councilman Paul, seconded by Councilman Ortuno,
and ordered carried that the report be filed.
In accordance with a request from the City Administrator, Azusa Herald
the Azusa Herald submitted a proposal for the cost of adv. proposal
legal advertising in their newspaper. This base rate
os $1.50 per column inch for the first insertion and
$1.25 for each repeat thereafter.
It was requested by the City Administrator that the P. W. to drain
Public'Works Department be authorized to drain the old old reservoir
reservoir at the Rainbow Angling Club, as it was a
hazard and breeding spot for mosquitoes, rodents, etc.
It was pointed out that this property is now in the hands
of -the Federal Courts and that they will not incur any

additional expenses in connection with the property.
Moved by Councilman Paul, seconded by Councilman Ortuno,
and ordered carried that the Public Works Department be
Instructed to take whatever steps are necessary to drain
the reservoir.
Moved by, Councilman Ortuno, seconded by Councilman Paul, Adjournment
and ordered carried that the meeting adjourn to 7:20 P.M.
on July 20, 1959.
