SUBJECT: INSTALLATION OF FOUR-WAY STOP SIGNS AT THE INTERSECTIONS OF
ANGELENO WITH FOURTH &SECOND STREETS
RECOMMENDATION
It is recommended that the City Council approve installation of four way stop signs at the
intersections of Angeleno with Fourth and Second Streets and authorize Public Works to install
the signs.
BACKGROUND
Currently both intersections are posted with two stop signs in the north and south directions,
while vehicles on east and west directions on Furth and Second Streets do not stop. Staff has
been monitoring both intersections and noted that traffic volume increase in the area is creating
confusion as to who might have the right of way. East- and west-bound traffic typically stop and
suddenly start when they realize they have the right of way.
In accordance with the nationally accepted procedures adopted by the State of California, a
"warrant" study is required for the placement of stop signs. Four-way stop signs may be posted
where one or more of the following conditions exist:
1. Intersection of a less important road with a main road where application of the normal
right-of-way rule is unduly hazardous.
2. Street entering a through highway or street.
3. Unsignalized intersection in a signalized area.
Findings
In examining the intersections, staff determined that four-way stops will eliminate right of
confusion and enhance overall safety at the intersections.

FISCAL IMPACT
There is a minimal fiscal impact, about $600 in sign and paint costs and will be absorbed in the
Public Works FY2002 operating budget.
