SUBJECT: AMENDMENT TO THE GENERAL PLAN UPDATE BUDGET 2001 -2002
RECOMMENDATION
It is recommended that the City Council increase the General Plan budget in the CIP by the
amount of $550,720 to reflect the expenditure of funds that will be reimbursed by Monrovia
Growers for the first and second phase Monrovia Nursery planning effort.
BACKGROUND
On September 17, 2001, the City Council approved the hiring of four design firms for the
Monrovia Nursery charette process in the amount of$200,000. On December 17, 2002,the City
Council approved the amendment of existing contracts with Torti - Gallas and EDAW in the
amount of $316,540 for the Monrovia Nursery planning and design effort. It was agreed that
Monrovia Growers will provide funding for these firms' professional services during phase 1, and
EDAW's professional services for phase 2, as well as the funding for the public participation events
for both phases. Progress payments would be advanced from the General Fund, which would
then be reimbursed by Monrovia Growers.
In order to provide for the expenditure of funds provided by Monrovia Growers, it is necessary to
adjust the budget to reflect this amount on the expenditure side. Therefore, this action will
increase the General Plan budget by an additional $550,720 to a total of $1,215,720. This
includes the designers' payments for the first and second phases, and past and future public
participation event costs.
FISCAL IMPACT
The requested budget increase of$550,720 will be reimbursed by Monrovia Growers pursuant to
an executed agreement.
