Hsu, Director of Utilities ' • RE: 1995-96 EDUCATION PARTNERSHIP WITH AZUSA SCHOOLS. BACKGROUND The "Energy and Water Awareness in Schools Program" is a partnership between the City of Azusa and Azusa public and private schools. The Program, in its third year, is a long- term education program for students and customers of the Department. To date, three summer institutes have been held at Azusa Pacific University and the Department for elementary and junior high school teachers. The partnership Program is assisted by the National Energy Foundation (NEF), a non-profit education organization specializing in teacher training and the development of energy materials. NEF provides education services to state and municipal agencies across the country including the States of Utah, Arizona, and Missouri Energy Offices as well as the American Public Power Association. This past year, Azusa's Program has completed educational outreach to nine elementary school and 4 intermediate school sites as well as 2 private schools. Students also participated for the first time in energy "patrols" to monitor their schools' energy use. A new element of the Program new to California schools was also introduced. Learning to Be Water Wise and Energy Efficient Kits allowed students to take materials and efficiency devices home to discuss conservation issues. FINDINGS The Program this year will expand on the distribution of Kits, include a summer institute on October 19, 1995, introduce a new project to junior high school students and teachers, and continue to administer the general distribution of materials as needed throughout the year. Funds have been budgeted in CIP project number 231-400-1931-6625 in the amount of$16,498 for the Energy and Water Awareness in Schools Program. PEDROZA JR., SUPERINTENDENT OF PUBLIC WORKS VIA: HENRY GARCIA, CITY ADMINISTRATORI6) DATE: SEPTEMBER 5, 1995 SUBJECT: HOUSEHOLD HAZARDOUS WASTE DISCRETIONARY GRANT (HHW) The City of Azusa is the leading agency for a five city regional program called the Upper San Gabriel River Group (River Group). On July 1, 1995 the River Group received a total of $275,000. for an oil recycling grant from the California Integrated Waste management Board. The River Group has been in existence for two months now, and at this time we have chosen to expand the group commitment and apply for a local household hazardous waste "Discretionary Grant." There are various segment s in applying for an HHW Grant. The River Group chose to apply for a facility (permanent collection site) for year round collection. The collection site will only accept ABOP (recyclable products). Items that require a manifest such as; pesticides, chemicals, herbicides, etc. will not be accepted under this program. The River Group is applying for a$120,000.NO MATCH Grant. A resolution is required by the State from the City of Azusa as the leading agency. Staff is requesting Council's approval to apply as the leading agency for the HHW Grant on behalf of the Upper San Gabriel River Group. The River Group programs are being facilitated by J. Michael Huls, R.E.A. Consulting Firm. The River Group anticipates retaining the same firm to implement the above mentioned grant program. Box 1395 , Azusa, CA 91702-1395 (818) 334-5125 HHW GRANT PROJECT DESCRIPTION The San Gabriel River Group of Cities (River Group) has joined together to plan and implement a variety of programs addressing household hazardous waste (HHW) substances such as used oil, paint, batteries, and anti-freeze,that commonly are disposed inappropriately by the general population. For instance, it has been recently estimated by one source that up to 60 tons of used oil (one of the top three HHW waste types)may be disposed annually by residents in an inappropriate manner, making HHW disposal a serious and crucial concern of the cities. Since appropriate means of disposal are too few and accessible for the majority of the residents, the River Group was formed. The first act of the River Group was to successfully solicit funds from the California Integrated Waste Management Board(CIWMB)to set up a used oil recovery network accessible to all residents of the participating cities. This grant is now underway. The next step is to address HHW concerns by applying for a grant to the CIWMB which would provide funds to construct and publicize a permanent HHW facility at the BFI-Azusa Land Reclamation Landfill located on Gladstone in Azusa. The intent of the facility is to provide a convenient one-stop option for self-haul customers and for all residents who desire to separate HHW and need an accessible drop-off location. This permanent facility would be constructed using grant funds, and would feature recovery and transfer to markets of used oil, used paints of all types, batteries, and anti-freeze. We call this ABOP Facility, since each of the acronym's letters stand for one of the aforementioned substances. ABOP compose from 60%to 90%of the HHW commonly brought to County- sponsored HHW round-ups, a program that the permanent facility is intended to augment rather than replace. Residents of the participating cities, as well as other in the general vicinity would bring their ABOPs to the facility as convenient, since the facility would be pen to the general public during normal business hours of the Azusa Landfill. The state of the art facility would be entirely enclosed, would be staffed, and would accept free of charge any ABOP item delivered by residents. The facility would not accept extremely dangerous items nor any items from businesses. The facility would be built with strict attention to all local, state and federal laws governing such facilities. - The City of Azusa would act as the lead city in this regional effort. Azusa would apply for funds totaling $120,000 on behalf of the River Group. The bulk of these funds would be used to design, permit, construct, and initiate operation of the facility. It is estimated that the ABOP facility will cost about$100,000 to build and implement. The remainder of funds would be used for(1) contingencies, and, if not needed for construction, for(2) publicity and education purposes to alert the River Group residents of the availability of the site. A small portion of the grant would be used by Azusa for purposes of administration of the grant. It is estimated that the facility will enable the cities to capture no less than 50% of the HHW generated within the region. It is noted that the facility can also be used to host the more pervasive HHW Round-ups conducted by the County of Los Angeles. The landfill operator will operate the program on behalf of the River Group. It is anticipated that the landfill operator will recoup operating funds from the tipping fee at the landfill. A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING THE AUTHORIZATION FOR THE CITY TO APPLY FOR A HOUSEHOLD HAZARDOUS WASTE DISCRETIONARY GRANT. RESOLUTION NO. WHEREAS, the people of the State of California have enacted Assembly Bill 1220(Eastin, 1993) that provides grants to local governments to establish and implement waste diversion and separation programs to prevent disposal of hazardous waste, including household hazardous waste, in solid waste landfills; and WHEREAS,the California Integrated Waste Management Board has delegated the responsibility for the administration of the program within the state,setting up necessary procedures governing application by cities and counties under the program; and WHEREAS, said procedures established by the California Integrated Waste Management Board require the applicant to certify by resolution the approval of application before submission of said application to the state; and WHEREAS,the applicant will enter into an agreement with the State of California for development of the project. NOW, THEREFORE,BE IT RESOLVED that the Azusa City Council authorizes the submittal of a regional application on behalf of the cities of Azusa, Bradbury, Covina, Duarte and Monrovia to the California Integrated Waste Management Board for a local Household Hazardous Waste Discretionary Grant. The City Administrator, Public Works Superintendent,and Administrative Analyst or their designee, is hereby authorized and empowered to execute in the name of the City of Azusa all necessary applications,contracts, payment requests, agreements and amendments hereto for the purposes of securing grant funds and to implement and carry out the purposed specified in the grant application. The City Clerk shall certify to the adoption of this Resolution. PASSED,APPROVED AND ADOPTED this day of , 1995.
