SUBJECT: RESOLUTION NO. _ SUPPORTING THE ISSUANCE OF A POSTAL STAMP IN HONOR OF
MAYOR TOM BRADLEY
RECOMMENDATION
It is recommended that City Council adopt the resolution supporting the issuance of a postal stamp
commemorating and honoring former Los Angeles Mayor Tom Bradley.
BACKGROUND
The League of California Cities is requesting support for the issuance of a postal stamp in honor of former
Los Angeles Mayor Tom Bradley. At the September meeting of the Board of Directors of the League of
California Cities a unanimous vote was taken to support the growing efforts of public and private
organizations and individuals around California and the nation that are urging the United States Postal Service
to issue a stamp commemorating the achievements and legacy of the late Tom Bradley.
FISCAL IMPACT
There is no fiscal impact to this action.

SUBJECT: CONDISERATION OF BUDGET APPROPRIATION FOR HOMELESS VOUCHER PROGRAM
RECOMMENDATION
It is recommended that City Council consider the Mayor's request for "seed money" necessitating a budget
appropriation of $10,000 in General Fund revenue resources.
BACKGROUND
At the Utility Board meeting of October 22, 2007, after the Utility Board approved the installation of a cellular
telephone system antennae on City property,Mayor Rocha requested that am item be brought back to Council to
consider a portion of the new revenues be used as "seed money" for a proposed "Homeless Voucher Program".
The requested appropriation is $10,000.
The City currently provides $10,000 in Community Development Block Grant funds to the East San Gabriel
Collation For The Homeless. The proposed new program would be similar in nature to one previously
administered and funded by the Salvation Army. The outlay/allocations from the Salvation Army would not be
available until next year. An alternative to the suggestion would be to request consideration to be included in the
Salvation Army Program next year and to consider a local voucher program with the CDBG Funding allocation for
2008.
Staff would recommend that whatever policy decision Council determines; that the City is not equipped to
administer a temporary housing voucher system, and that other local non-profit agencies or the Azusa Unified
School District would be better able to reach out to local individuals in urgent need of assistance. Therefore, if
adopted, it is recommended that you give the City Manager the authority to provide the funding to recognized
local agencies or non-profit groups to operate and administer a Homeless Voucher program.

In 2001, the City of Azusa offered to the school district the purchase of compartmentalized recycling containers
with grant funds from the State of California. These containers were used for recycling newspaper, mixed colored
paper, plastic bottles, and aluminum cans. Currently, there are 12 schools participating in the program and
combined pay out since 2002 up to this year has totaled to over$23,000.
The City started the program by sponsoring a recycling contest and awarded cash prizes to schools that recycled
the most during the period. Aside from receiving cash prizes, the winning schools, Gladstone Street Elementary
School (first place), Mt. View Elementary School (second place), and Powell Elementary School (third place)
were also recognized by the City Council during the Earth Day Celebration in April 2002.
This year, the City will sponsor another recycling contest among the 12 schools starting October 2007 to February
2008. Staff will monitor the amount of recycled materials and pay out during the contest period. The school with
the highest pay out from the materials recycled will be declared the winner. Cash prizes to be awarded to the first
place winner will be $500; second place, $300; and third place, $200. Further, the winning schools will be
recognized by the City Council during the Earth Day Celebration in April 2008.
I would like to encourage the schools to participate vigorously during the contest. Any proceeds paid to the host
schools may be used in ways that would benefit the schools and students.
