The Cite Council of the city of Azusa met in regular
session at the above time and place.
Mayor Memmesheimer called the meeting to order and led
in the salute to the flag.
Invocation was given by Councilman Warren Teasley.
Present at Roll Call: Councilmen: Paul, Ortuno, Teasley,

Absent: Councilmen: Johnson

Mayor Memmesheimer asked whether there were any corrections
to,the'minutes of the adjourned meeting of July 20, 1959.
With no.corrections, the minutes were approved as written.
Mayor Memmesheimer asked whether'there were any correct-
ions to the'minutes of the regular meeting of July 20th.
The City•Clerk stated that on page 2, the first item re-
lative to the step raises, the classification of Cleo Horn
should read, -Cashier Clerk. With no further corrections,
the minutes were approved as corrected.

A$'this time, Councilman Ortuno brought up the subject
of the=possibility of clothing allowance for the plain-
cloth'esmen,, since the other officers receive a uniform
allokance from the City.
Moved by,Councilman Ortuno, seconded by Councilman
Teasley, and ordered carried that the Administrative
Officer contact the Chief of Police for his recommendatim
relative to a clothing allowance for plain-clothesmen.

As a point of information, Council was notified that the Termination
probationary periods of Patrolmen Thomas Marshall and of probation,
Raymond Roth would terminate as of September 16, 1959. Roth & Marshall

It -was recommended by the Personnel Board that Mrs.
Evelyne Lake., -Personnel Clerk, be granted a six months
leave.of,absence without pay commencing August 3, 1959,
and that Mrs. Lake be allowed to return prior to this
time'if her condition permits.
Moved by -'Councilman Teasley, seconded by Councilman Ortuno,
and ordered carried that the recommendation of the Per-
sonnel Board be accepted.
Authorization was requested for two members of the Per-
sonnel Board to attend the International Conference on
Public Personnel Administration to be held in San
Francisco on October 4-8, 1959. This item was included
in' the recently adopted budget.
Moved.by Councilman Ortuno, seconded by Councilman
Teasley, and ordered carried that the request be granted
and that the two members be granted an expense advance
of $200:00 each, to be accounted for.
Notice was received from the Planning Commission that
they had, at their meeting of July 22nd, adopted a
Resolution recommending changes to Ordinance 343 as
it refers to metal buildings being erected within the
City'.
Moved by Councilman Paul, seconded by Councilman Teasley,
and ordered carried that the Resolution be referred back
to the Planning Commission and request that they restudy
the Resolution with the thought of an amendment to the
Resolution whereby corrugated buildings could be built in
the industrial areas without the necessity of applying to
the Planning Commission.

Council was notified that William Kirkgaard, Secy of the Kirkgaard
Planning Commission, has submitted his resignation as resigns as Secy
Secretary, effective August 31, 1959• of Plann Comsn
Mr. -Cecil V. Romero, President of the American Little C. Romero
League, -appeared before Council asking that the agreement addresses Cncl
with the Little League be amended to ensure the use of re American
the property as long as an American Little League fran- Little League
chise was.in effect in the City. It was pointed out that
the City could not make such an agreement.
Mr. Romero -further asked the Council's feelings on
lighting the'ball field for night games.
Moved by Councilman Ortuno, seconded by Mayor Memmesheimer,
that,the matter of lighting the ball park be referred to
the Park and Recreation Commission for recommendation.
Another request was received from Mr. L. Larson, Sr. and
Mr. -L. Larson, Jr. for pre -zoning of 31 acres to allow
the establishing of a mobile home park. If the proper
zoning is approved, the owners would request annexation
of this property.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, and unanimously carried that the matter be
referred to the Planning Commission for study and re-
commendation:
Due to the fact that the City Water Department is unable
to keep,up.with the contractors working for the State on
the improvement of Azusa and San Gabriel Avenues, it was
requested•.that the State's contractor be hired to prepare
the,ditches'and remove excess dirt in the relocation of
water lines on Azusa Avenue. The State will reimburse
the City for the labor involved, so there will be no ad-
ditional expense to the City.

and ordered carried that Council make a finding that there
is a necessity for the work being done by the contractor
doing the work for the State in order that it be done in
conjunction with the State work.

Moved by Councilman Ortuno, seconded by Councilman Paul,
and unanimously carried that Council accept the proposal
of Tomei Construction Company, who is doing the contract-
ing for the State, to do the work at $3.20 per lineal
foot and that the Mayor and City Clerk be authorized to
sign the acceptance of said proposal.

by Councilman Ortuno, seconded by Councilman Paul., and
unanimously carried that in place of all previous motions
with respect to stand-by time effective as of August 3,
1959, stand-by pay be set at 40.00 per week, including
weekends, plus 1i time for all call -outs, with a minimum
of 2 hours per call -out. The man assigned to stand-by
will cover all time during an entire week other than
regular -.working hours.

Ortuno, and unanimously carried that Council recommend to be amended
to the„Personnel Board that the Rules and Regulations re stand-by
be amended to state that stand-by time be a condition time in L & W
of job classification for foremen and linemen in the Depts
Light Department and foremen and other classifications
in ,the Water Department.
It was suggested that the list of duties include the
following: to serve stand-by time and answer emergency
calls during their off -hours on such reasonable schedule
as might be required by the head of the Department.
It was further stipulated that if the man scheduled to
serve stand-by time will not be able to do so, he should
report to the Police Department for the record that he
will not be available, and he shall furnish the name of
the man who will be replacing him for stand-by.
It was requested that the Personnel Board be authorized Exam authorized
toholdan examination for the position of Journeyman for lineman
Lineman. , .
Moved ,by Councilman Ortuno, seconded by Councilman Paul,
and ordered carried that the request be granted.
The'Supt. of Light & Water requested authorization to P. Crossan
appoint Paul Crossan and Charles Burt, who are on the C. Burt apptd
current eligibility list, as Maintenance Men I in the Maint Man I
Water Department, affective as soon as the men are L & W Dept
available.
Moved by Councilman Ortuno, seconded by Councilman Paul,
and ordered carried that the request be granted.
The Supt. of Public Works requested authority to appoint W. Danielson
Walter Danielson, No. 2 man on the current eligibility apptd as Maint
list, as Maintenance Man I in the Public Works Dept. Man I -PW Dept
Moved by Councilman Ortuno, seconded by Councilman Paul,
and ordered carried that the request be granted and
that. -Mr. Danielson be employed, effective August 17, 1959.

It was recommended by the Supt, of Public Works and the Repair of
Administrative Officer that the bulldozer now owned by bulldozer
the City be repaired and put in use once again. It was authorized
further recommended that the Water Dept. pay for the
repairs;:as the machine will be used by them, but that
the machine will remain in the control of the Street Dept.
Moved by,Councilman Ortuno, seconded by Councilman Paul,
and unanimously carried that Council accept the recommen-
dation relative to the, -,repair of the bulldozer, at a cost
not to exceed $2,000.00.
It was recommended by the Fire Chief that the County Fire Atty to prepare
Code.be-adopted "as is", including that portion which Ord adopting
prohibits the sale of fireworks. Co. Fire Code

and unanimously carried that the City Attorney be author-
ized,to,prepare an Ordinance adopting the County Fire Code.
Councilman Ortuno asked that the newspapers give some pub-
licity'to this matter, so that any service organizations
wishing to protest the ban on the sale of fireworks would
have an opportunity to do so.
The Fire Chief stated that Robert McEachern and James Termination
Stewart completed their probationary period as Firemen of probation -
on July 16, 1959, and had been advanced to Step 2 of the McEachern &
salary schedule. The Chief asked confirmation of their Stewart
appointment,on a permanent basis.

and ordered carried that the recommendation of the Chief
be accepted and that Firemen HcEachern and Stewart be
placed on'a permanent basis.

Regulations governing hours of work in the Fire Depart-
ment were presented for Council approval. These regu-
lations.set forth a 65 hour work week in the Fire
Department.

and unanimously carried that the regulations be approved
as submitted..
A Resolution was prepared pertaining to the holiday pay
for the,safety members. This Resolution allows one-half
of the regular rate of pay for eight hours in addition
to their regular compensation for all holidays granted
other.City employees, other than a Monday following a
holida3y,•to'members of the Fire and Police Departments.
Councilman Paul offered the following Resolution

A request was received from the Guadalupe Society of St.
Francis of Rome Church for permission to hold a dance on
August 8, 1959, from 8:00 P.M. to midnight.
Another, -request was received from the Jugadores Club
for permission to hold a dance on Friday, August 28,
1959, from 9:00 P.M. to 1:00 A.M.
Moved by,Councilman Teasley, seconded by Councilman Paul,
and.ordered carried that the requests be referred to the
Chief, of`Police with power to act, and that in his corres-
pondence to these organizations, the Chief remind them of
the previously established policy that all requests must
be made 30 days prior to the date scheduled for the event.
An application was received from the Totten Dance Studios,
18510,E. Alosta, Azusa, for a business license for the
purpose of solicitation in this City for a period of one
month.

and ordered -carried that the request be approved.
A letter was received from Constance Williams, Carmel,
California, requesting payment of $25.00 for firewood
inddvertently removed from her property at 1142 N. San
Gabriel -Avenue during Clean -Up Week.
The -,Administrative Officer was asked to advise Mrs.
Williams that the City could not legally pay for the
firewood, but that they would replace the wood as soon:
as'some is available.

A notice•was received from the Board of Supervisors of Incorporation
intention of incorporation for:,an area to be known as of Highland
the City of Highland Knolls. Knolls filed

A communication was received from Councilman Gordon
Hahn; Los Angeles, asking representation from the Azusa
Council.at a hearing on atomic attack survival to be
held -August 19 and 20, 1959, at the Assembly Hall,
State, Building, Los Angeles. Councilman Teasley stated
that he -would attend these hearings.
Notice was given of the League of California Cities
Board of Directors Meeting at Rodger Yound Auditorium
on,Thursday, August 6, 1959.
Mayor Memmesheimer asked authorization to attend a
Mayors' Forum sponsored by the Feather -River Assn. on
August•14th in Oxnard with necessary expenses, to be
accounted for.

Ortuno; and ordered carried that Mayor Memmesheimer
be authorized,to attend the forum.
An invitation was received from the City of Irwindale
to the celebration of their 2nd anniversary as a City
on August 6, 1959.

Notice was received from the State Employees Retirement
System that, commencing July 1, 1959, prior service
costs,`which in the past have been borne by a lump sum,
will now be on a percentage basis. The City has two
alternatives on contributing this prior service amount:
(1) a•contribution at 2.764% for the remaining years
under -our -present contract (19g years), or
(2) a`contribution at the rate of 2.3$3% for the balance
of the contract plus five years (24# years).
Based'on current salaries, the saving to the City by
gaying the higher rate of interest would be approximately
26,000.00.-

and ordered carried that the contribution to prior ser-
vices -under the State Employees Retirement System under
the percentage basis be based on the remaining length of
time'under our present contract.

Councilmen Teasley and Ortuno indicated that they had
not received definite replies from their nominees as

It was recommended by the Administrative Officer that a

until the City Engineer is replaced. The reason for
this request was so that the position could possibly be
filled prior to the next regular Council meeting.

the Administrative Officer review the proposals submitted
for engineering services and that they be authorized to
appoint a. -firm on a temporary -basis, subject to Council
approval, to serve until a new City Engineer is employed.

Councilman Teasley presented a sketch of the City -owned
property located in the west side of Alameda in the 700
block.• -.It was recommended by Councilman Teasley that

Moved by Councilman Teasley, seconded by Councilman Paul,
and unanimously.earried that 75 feet of City owned property
located north of the Boy Scout Hall in the 700 block on
Alameda Avenue be blacktopped.
The question was also raised as to having the Canyon City
Transfer�Comp"any move their trucks, which are parked on
City property. The Aadnistrative Officer was instructed
to.write,a letter to the Company asking that they move
their trucks.
Superintendent of Light & Water Smith requested, and
was granted,, permission to take his vacation commencing
August 17th':
