Mayor Memmesheimer called the meeting to order and led in the salute to the flag. Invocation was given by Rev. W. C. Schnute of the Concordia*Lutheran Church. Present at roll call: Councilmen: Paul, Ortuno, Johnson, Teasley, Memmesheimer Also present: City Attorney Williams, Supt. of Public Works Brusnahan, City Clerk - Administrative Officer Miller Mayor Memmesheimer asked whether there were any correct- ions to the minutes of the meeting of August 3, 1959. 415 7:30 P.M. Call to Order Invocation Roll Call Approval of Minutes of 8-3-59 Councilman Paul stated that he felt the matter of stand-by time in:,the Light and Water Department, referred to on page.3,-.should be further clarified. In addition to what was'already written relative to stand-by time, the minutes were amended to further read: 'The man assigned to stand-by will cover -all time during an entire week other than regular working, hours." Councilman Johnson pointed out that on page 5 in the index, there had -been a transposition of numbers which should be corrected to read Res. 3941. With no further corrections, the minutes were approved as corrected:', ` It was recommended by the Department Heads and the Per- sonnel Board' -that the following step raises be granted: James Redfern Fire Engineer to Step 5 $553 8-15-59 John Sommer': Patrolman Step 5 502 8-16-59 John°Mosley Patrolman (Mtr.) Step 4 502 8-16-59 Gerald Calhoun Patrolman Step 4 478 9-1-59 Edmund Torrey Patrolman Step 5 502 9-1-59 Moved by Councilman Paul, seconded by Councilman Ortuno and unanimously carried that the recommended step raises be' granted.' It was recommended by the Superintendent of Light and Water and .the -Personnel Board that the clerical workers in the,Light, and Water Department be reclassified as follows: Utility Cashier Clerk, Utility Account Clerk, and.Utility Senior Account Clerk. These reclassifica- tions also include a salary increase of one range in each instance. Moved by Councilman Johnson, seconded by Councilman Paul, and unanimously carried that the request be denied. Councilman Johnson stated that she felt there should be an overall study of all job classifications next spring prior to budget study. Moved by Councilman Teasley, seconded by Councilman Paul, and unanimously carried that the Personnel Board be in- structed to study the classification of each City em- ployee to.determine whether they are doing the work called for'under, their classification, and if an employee is doing more work than called for, compensation should be accordingly. CITY HALL AZUSA, CALIFORNIA MONDAY, AUGUST 17, 1959 Page 2 Mrs. Hilda Eastman, Utility Office Manager, appeared before Council to represent Supt. Smith, who is on vacation.' Mrs. Eastman pointed out the reason for the reclassification request by stating that each girl was required to know the work of the other office employees, and ,that they were required to know both Light and Water Department functions, whereas in the case of the Edison Company, the employees had to learn only one utility. The Personnel Board again recommended to Council that Light Dept. consideration be given to their original recommendation salary ream for the following wage rates in the Light Department: held fornnew survey Electric Foreman to Range #38 Gang Foreman (Heavy) to 35.5 Working Foreman 34.5 Lineman 32.5 Lineman Helper 26.5 Apprentice Lineman 31 Moved by Councilman Johnson, seconded by Councilman Teasley, and unanimously carried that these recommended adjustments be considered in a salary survey and study of job classifications', to be conducted by the Personnel Board and presented to Council prior to the next budget study meetings. Council was notified of the termination of probationary Term of prob - period.of Mrs. Dorothy Adams, Account Clerk in the City D. Adams Clerk) s' office. It was -requested by the Department Head that Mrs. Adams be advanced to Step 3 of the salary range, in view of herexcellent work performance during the past 6 months. It was the feeling of the Council, h1bwever, that Mrs. Adams would -'be receiving additional advantages with the 3j year pay plan'recently adopted by Council. Moved by -Councilman Johnson, seconded by Councilman Paul that'Mrs. Dorothy Adams be advanced to Step 2 of the salary range, effective August 16, 1959. This motion carried -by the following vote: AYES: 'Councilmen: Paul, Ortuno, Johnson, Memmesheimer NOES: ' Councilmen: Teasley ABSENT: Councilmen: None Councilrhan Teasley felt that Mrs. Adams should be advanced to Step 3 of the salary range. The Personnel -Board recommended an amendment to the Amendment to Rules and Regulations as suggested by Council, which Rulbe & Regs included the incorporation of stand-by time as a part to include of the 'Job classification in certain positions in the stand-by time Light and Water Department. Moved by,Councilman Paul, seconded by Councilman Teasley, and'ordered'earried that the amendment be accepted and the Attorney authorized to prepare the necessary document of acceptance. In accordance with Council policy, notice was given that So. Calif. Ediso; permission had been granted to the Southern California to serve elec. Edison Company to serve electrical energy at the follow- energy in Tract ing locations within Tract No. 8507: 1313 W.Gladstone, 8507 221 S.Irwindale, 330 S.Irwindale, and 300 S.Motor Ave. A 60 day leave of absence without pay was requested by Hugh Nichols Hugh Nichols, Public Works Department, and recommended granted 60 day by the.Department Head „ such leave to begin 8-24-59. leave Moved by Councilman Teasley, seconded by Councilman Ortuno, and ordered carried that the request be granted. 418 419 CITY HALL' AZUSA, CALIFORNIA MONDAY, AUGUST 17, 1959 Page 3 Supt. of Public Works Brusnahgn requested authorization P. W. Supt. to attend x.the Public Works Instittte and Equipment Show to attend in Seattle, Washington, from September 20-24, 1959. Institute in Attendance at this Conference would be in lieu of the Seattle League of'California Cities Conference to be held in October:. Based on the mileage Resolution currently in effect, mileage expenses would be about $162.00. Moved•by Councilman Johnson that the request be denied. This motion•died for lack of a second. Moved by Councilman Teasley, seconded by Councilman Ortuno-that the request be granted, with mileage and actual expenses at the Conference to be accounted for. Pkg Variance No.4115,,2iad.denied a parking variance to Lot 1, Block denied for 12;•Map of.Azusa. This is known as 945 N. Aria Avenue. 945 N..Azusa The Planning Commission by Res. No. 114, granted a Yard variance front.And rear yard variance to Lot 62, Tract 20502, granted for also known as 510 E. Russell Street. 510 E.Russell The Pity -Attorney prepared a Resolution terminating Res. 3943 - the Joint -Exercise of Powers Act, composed of the cities Terminating of-Monterey•Park, Sierra Madre, Alhambra, and Azusa. Joint Powers Agreement Councilman Ortuno offered the fallowing Resolution entitled:. , A RESOLUTION,'OF THE CITY COUNCIL OF THE CITY OF AZUSA TERMINATING JOINT POWERS AGREEMENT. 4*'. This Resolution was read in full. Moved by ,Councilman Ortuno, seconded by Councilman Paul, that the;Resolution be adopted. The Resolution was then passed and adopted by the following vote of Council: AYES:,' '"Councilmen: Paul, Ortuno, Johnson, Teasley, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: None and numbered Res. No. 3943. It was stated that the money in the treasury of this group will be returned to the cities pro -rated on the same'percentage as which contributions were made, and that Azusa's share will be $83.89. It was also pointed out that the cities of Monterey Park and Alhambra had joined Azusa in engaging the services of Edward F. Taylor as Special Water Counsel in defense of the forthcoming Long Beach water suit. The"City Attorney presented for its first reading tho 1st rdg Ord Ordinance relative to the adoption of the Los Angeles adopting LA Co County Fire Code. Fire Code Councilman Ortuno offered the following Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA ADOPTING BY REFERENCE A "FIRE CODE" AND PRESCRIBING MALTIES,FOR THE VIOLATION THEREOF. Moved -by Councilman Ortuno „ seconded by Councilman Paul, and•ordered carried that further reading be waived. 420 I 421 CITY -HALL AZUSA, CALIFORNIA MONDAY, AUGUST 17, 1959 Page 4 The Attorney read the following: Notice of Public Hearing before the City Council of the City of Azusa upon a pro- posed Ordinance adopting a "Fire Code" by reference. This Notice, which was read in full, sets the hour of Public hearing - 8:00 P.M:'on Tuesday, September 8, 1959, as the date 9/8 re Fire dor,public hearing on the proposed adoption of the Fire Code adoption Code, said notice to be published in the Azusa Herald and Pomotropic prior to the date of hearing. Moved by Councilman Paul, seconded by Councilman Ortuno, and ordered carried that the City Clerk make the necessary publication setting the date of September 8th for public hearing. The -Attorney stated that he had received a communication Mrs. J.Prough from -the Attorney for Mrs. Joanne C. Prough relative to denied new the property which is being condemned. Mrs. Prough had appraisal requesteda new appraisal of the property, by an ap- praiser of her choice. Moved by Councilman Teasley, seconded by Councilman Johnson,'and unanimously carried that the request be denied..'. It'was further requested that the street level on Azusa Avenue be raised to not more than 6 inches from the top of'the curbing to allow ingress and egress from automobiles. Mr. Bert St6Ape appeared before Council to request com- pletion of the parking lot in the 700 block of Alameda Avenue,`and also to request that consideration be given to removal of the Boy Scout Building. It was recommended by the Committee appointed to study the engineering proposals that the firm of L. Frederick Pack and Associates be appointed on a temporary basis to serve the -City until a permanent City Engineer is employed. Moved by Councilman Johnson, seconded by Councilman Ortuno, and unanimously carried that the firm of L. Frederick,Pack and Associates be retained immediately to serve.as•temporary engineers to the City. A request was received from Charles B. Stratton, Bradbury, for permission to relocate a 1500 square foot building to,218 Motor Avenue, this City. The structure will be used'as,a:machine shop, and the bond re wired by the Building Department correction list is $2200. Moved by -Councilman Ortuno, seconded by Councilman Paul and -ordered carried that the request be granted. The Guadalupe Society of St. Frances of Rome Church requested permission to hold a 3 -day Fiesta to select a Queen for their Fiesta. Dancing will be from 8:00 to 12 midnight on Friday and Saturday, September 11 and 12 and'from 6:00 to 10:00 P,M. on Sunday, September 13. Moved by Councilman Teasley, seconded by Councilman Paul and ordered carried that the request be referred to the Chief of Police with power to act. The Treasurerls Financial Statement as of July 31st was presented to Council as follows: Bank Balances, ex- clusive of Investment Account, $537,540.12; Treasury Bills, $400 000.00; Bank Balances, representing earnings to date,136;328.10 or a total of $975,868.22. Moved by Councilman Teaslgy, seconded by Councilman Paul and ordered'earried that the report be filed. In response to a letter from the City asking that the Division of -Highways not install a curbed median on Foothill Boulevard between Dalton and Pasadena Avenues, the Highway,Department replied that they felt the curbed median necessary, and that no improvement should be -undertaken unless a curbed median is constructed. Moved by Councilman Paul, seconded by Councilman Ortuno and,unanimously carried that the Administrative Officer again contact the Division of Highways stating once more that the City does not desire the curbed median on Foot- hill Blvd. A verified claim in the amount of $958.50 was filed as a,result of an accident between:a City street sweeper and'a car, driven by Rodger G. Hartley. The City Clerk stated that this claim has already been referred to the Insurance Company. Moved by Councilman Ortuno, seconded by Councilman Teasley, and ordered carried that the claim be denied. A bulletin was received from the League of California Cities urging that letters be written to the President, House Speaker Rayburn, Rep. Mills of the House Ways and Means Committee, and all Senators and Representatives from,the State urging continuation of the State Highway Construction program at its present pace. The reason for this request, according to the League of California Cities, is that consideration is being given to elimin- ating Cities from the Interstate Highway System, financing it as strictly a rural highway. 423 Page 5 B Stople reques for completion of addl pkg lot L. This Ordinance.was read in full. w Councilman-Ortuno offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALOOWING.CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH THE SAME ARE TO BE PAID. Moved by Councilman Johnson that the Resolution be amended to delete.the,monthly mileage claims. This motion died for lack-of'a second. Moved,by, Councilman Ortuno, seconded by Councilman Teasley, that -the -Resolution be adopted. The Resolution was then passed and adopted'by the following vote of Council: AYES: -Councilmen: Paul, Ortuno, Teasley, Memmesheimer NOES:' Councilmen: Johnson ABSENT: Councilmen: None and numbered Resolution No. 3944. It was suggested by the Administrative Officer that Council members might wish to give some thought to the possibility of alloting each Councilman a flat sum to pay for their phone bills and defray other justifiable expenses,"rather than continue the practice of having the City.pay'the bills and collect from the individual members; which entails additional bookkeeping in the Clerk' s_ office. Moved by Councilman Johnson, seconded by Councilman Paul, and ordered carried that Council adjourn to 7:30 P.M.,on_Tuesday, August 25, 1959.
