The City Council of the City of Azusa met in regular
session at -the above time and place.
:'Mayor Memmesheimer called the meeting to order and led
in the'salute to the flag.
Invocation was given by Rev. Roy Durnall, Foothill Park
Church.
Present at Roll Call:

Administrative Officer Miller.
,Inasmuch as Mr. Bud Latta was out of town, it was re-
quested�that the complaint against the noise, fumes,
etc -"from his welding shop be held over until the next
meeting.
Moved by Councilman Teasley, seconded by Councilman
Ortuno, and ordered carried that the matter be con-
tinued,until the next meeting.
Due to the fact that the transcript of records from
the City Council meeting and Planning Commission meet-
ings relative to the Hoefer Foundry were not available
Por Councills perusal before the meeting, it was
moved by.Councilman Teasley, seconded by Councilman
Johnson, and ordered carried that the complaint be
continued until the next meeting.
The following persons were certified as eligible for
placement on Civil Service List III - City Engineer:
1. John T. Schulte Stockton
2. Charles E. Trygg Chino
3. Paul E. Erb San Gabriel
Moved by Councilman Teasley, seconded by Councilman
Paul; and ordered carried that the list be filed.
Councilman'Teasley recommended that John Schulte, No. 1
man'on.the eligibility list, be retained at step 2 of
the salary range. After further discussion relative to
appointments at higher than the first step of the
salary range, it was moved by Councilman Teaslpy,
seconded by Councilman Johnson, and unanimously carried
that Mr. John Schulte be retained as City Engineer at
Step l.of the salary range.

It was recommended by the Department Head and the M Torrey,

The Planning Commission, by Resolution No. 124, recom- Plann Comsn

to the proposed amendment be set for the Council meet-

The Planning Commission, by Resolution No. 128, recom- Plann Comsn
mended a change of zone classification from R-1 to R-3 recmnds zone
of, the property located on Cerritos Avenue, just north chg R-1 to R-3

Councilman,Teasley stated he felt some thought should Plann Comsn

An Ordinance was prepared amending the Building Code
relative�to the rehabilitation program.
Councilman Ortuno offered for its first reading the
following Ordinance entitled:
AN.,ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
AMENDING.ORDINANCE NO. 539 AND THE LOS ANGELES COUNTY
BUILDING LAWS ADOPTED THEREBY RELATING TO THE ABATEMENT
OF UNSAFE BUILDINGS.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, and unanimously carried that further reading
be waived.
Approval was asked by the Los Angeles County Flood
Control for approval of the supplemental agreement for
the construction of betterments to the Cerritos Avenue
crossing of Big Dalton Wash. The supplemental agree-
ment sets forth the percentages to be paid, based on
final costs of the project. It is estimated that the
cost to the City will be about $1,200.00 less than
expected. The original estimate was $12,600.00 with
the estimated final bill of $11,300.00.
Moved by Councilman Paul, seconded by Councilman Ortuno,
and unanimously carried that the supplemental agreement
be approved and the Mayor authorized to sign same.
Council was notified that the Health and Accident Insur-
ance Policy for the City was due to expire on the 10th
,of November, and that due to an increase in rates the
same coverage as offered to the employees last year would
cost the'City about $1,500.00 more this year.

and ordered carried that the City allow up to $7.50 per
month per employee.

After additional discussion on the subject, it was moved Probations com-

A request was received from Bobken Hartunian, Western

an increase in the number of units serviced. Mr. Hartunian
stated tgat the number of accounts served was 5571.

Teasley, and ordered carried that the City Clerk investi-
gate -the request further and report at the next meebing.
Councii'members received a letter from Mr. Sid Frenkel,
Azusa -Herald, requesting reconsideration of their deci-
sion not -to advertise in the Business Review.
Moved by Councilman Teasley, seconded by Councilman
Paul, and ordered carried that the request be denied
inasmuch as the City does advertising through the bro-
chures distributed by the Chamber of Commerce.
-.Council opinion was requested as to the possibility of
leasing City -owned land at Fifth and Virginia.
Moved by Councilman Teasley, seconded by Councilman
Ortuno; that the Administrative Officer obtain compe-
tent,advice as to what property could be leased, the
'fees which could be obtained, etc. Motion ordered
-carried.
Authorization was requested by the Light Department
for -the purchase of 90 light standards in order to
complete street lighting projects, and maintain some
standards on hand at the warehouse.
Moved.by Councilman Ortuno, seconded by Councilman
Paul; and ordered carried that the Administrative
Officer be authorized to advertise for bid on 90
light standards according to the specifications fur-
nished by'the Light Department.
-A petition was received from property owners on the
north -side of Arrow Highway between present City
limits and Big Dalton Wash to the west for annexation,
with, C-3' zoning, to the City of Azusa.
Moved by Councilman Ortuno, seconded by Councilman
Johnson, and ordered carried that the request be
referred to the Planning Commission with a favorable
recommendation from the Council.
'Moved by Councilman Paul, seconded by Councilman
-Ortuno, and ordered carried that the Administrative
Officer be authorized to submit the boundaries to
the Boundary Commission upon recommendation of the
-Planning Commission.
The Administrative Officer stated that he had received
a communication from the Health Department inquiring as
to whether parking would be allowed when Azusa Avenue
was made one-way.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, and ordered carried that the Administrative
Officer contact the Health Center to determine their
feeling relative to the construction of an off-street
'parking lot.
A report was received from the meeting of the Capital
Improvement Committee in which they requested authori-
zation to retain a consulting engineer for advice
relative to the renovation of the old Library building.
The Committee further requested that their exact duties
be defined, the amounts of money for expenditures
allotted, etc., and that a recorder be available for

scheduled for November 20th.

Mr. E. Morgan, 1131 N. Azusa Avenue, appeared before E Morgan request
Council requesting a variance to change the sizes of re lot sizes to
his lots due to Highway construction in the area. Planning Comsn
Mr. Morgan was advised he would have to present his
request to the Planning Commission.
