SUBJECT: 1996 Tournament of Roses Parade
BACKGROUND
On April 17, 1995,the City Council unanimously supported staff's pursuit of getting a float in the
1996 Tournament of Roses Parade. The direction from Council was that the float would be
community-funded. Since that time, we have submitted the entry fee and formed an Azusa Rose
Float Association (committee). The purpose of this report is to update you on our fund raising
efforts and to get consensus on pursuing Azusa's entry in the 1996 Tournament of Roses Parade.
On May 22, 1995,the committee held it first meeting. The committee member list is attached. The
purpose of the meeting was to discuss the level of community(both residential and business) support
for the float, and to organize an approach for: (1) float design and build, (2) fund raising, and (3)
promotions. The committee agreed to send funding request letters to businesses and meet with float
designers and builders.
On June 1, 1995, we sent out over 50 letters to businesses, asking for a fmancial contribution. A
contribution summary is attached. On June 7, 1995, we met with designers and builders. The
purpose of the meeting was to get input from the professionals and to select one designer/builder
that we could work with to help in our fund raising efforts. (The meeting Agenda is attached). We
felt that we would impress business more if we had a builder on our team. Both builders were
willing to work with the committee on fund raising, with the first step being to secure contributions
from businesses. This step would give us a comfort level in continuing our fund raising and begin

float design.
On June 8, 1995, the committee met to review our designer/builder interviews. At the June 8
meeting it was recommended that we: (1) look into the possibility of a horse drawn wagon in the
parade, and (2) take the float project back to the Agency Board to see if there is continued
unanimous support to proceed with the project.
We inquired with the Tournament of Roses Association regarding the use of horses. The
Association advised us that such an entry would be considered an equestrian unit, not a float. They
clarified that our invitation is for a float. Thus, we cannot enter a horse drawn wagon in the Rose
Parade.
We recognize that the float is a joint project between the City and the community. And, although
the City cannot financially contribute, your unanimous support is crucial to the project's success.
With the Redevelopment Agency Board of Directors support, the Rose committee will select a
designer/builder, with no financial obligation, and continue our fund raising efforts through July
1995. At that time we will assess our success and report back to you.
RECOMMENDATION
Staff requests Redevelopment Agency Board's consensus on pursuing the Rose Parade float entry.
