The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Memmesheimer called the meeting to order and led
in the salute to the flag.
Invocation was given by Rev. Raymond Peters, Azusa
Foursquare gospel Church.
Present at Roll Call: Councilmen: Paul, Ortuno, Johnson,
Teasley, Memmesheimer
Also Present: City Attorney Williams, City En-
gineer Schulte, Supt. of Light
and,Water Smith, Supt. of Public
Works Brusnahan, and City Clerk -
Administrative Officer Miller,
With no corrections, the minutes of the meeting of
November 16, 1959, were approved as written.
The City Clerk stated that bids had been opened in the
office of the City Clerk on Friday, December 4th, at
10:00 A.M. in answer to Notice Inviting Bids for the
purchase of 90 steel lighting standards. The City Clerk
presented an Affidavit of Publication of the Notice
Inviting Bids which was published November 23 and 30,
1959• Bids were opened in .the presence of Councilman
Teasley, Supt, of Light & Water Smith, the City Engineer,
and the City Clerk. The only bid received was from:
Pacific Union Metal Company $125.00 each plus tax

It was recommended by the Supt.,of Light & Water that the Pae Union Metal
bid of Pacific Union Metal be accepted. awarded light
Moved by Councilman Teasley, seconded by Councilman standard bid
Paul, and ordered carried that the recommendation of
the Superintendent of Light & Water be accepted, �r
In answer to Notice Inviting Bide published in the
Azusa Herald and Pomotropic.on November 23 and 30, 1959)
bids were opened on Friday, December 4th, in the office
of the City Clerk for the construction of a sanitary
sewer on the east side of Azusa Avenue from Paramount
to First Street, designated as Project No. 215. Present
at bid opening were: Councilman Teasley, Supt. of Public
Works Brusnahan, the City Engineer, and the City Clerk.
Bids were received from the following:
Robert A. Johnson $ 61652.00
Bell, California
M. C. Nottingham Co of So Calif $ 9,337.50
San Gabriel, California
S. W. Shacklett, Genl Engr Contr $16,379.75
Pomona, California
It was recommended by the City Engineer that the low bid R A Johnson
of $6,652.00 submitted by Robert A. Johnson be accepted. awarded sewer
Moved by Councilman Paul, seconded by Councilman project bid
Ortuno, and ordered unanimously carried that the bid of
Robert A. Johnson be accepted and the bid bonds returned
to the unsuccessful bidders.
Upon the recommendation of the City Engineer, the final Appvl of Tr
map of Tract 18093, the second unit of C & M Homes Map -Tr 18093
development, was presented for Council approval.
Moved by Councilman Ortuno, seconded by Councilman Paul,
and unanimously carried that the final Tract Map of Tract

Minutes relative to the Cuff appeal corrected to read as
follows by Councilman Johnson at regular meeting of
December 21st:
"Paragraph 2 should be moved down to become Paragraph 4,
appearing after the admission of Rev. Paroulek's letter
as evidence."
Re Mr. Shelton's appearance correct to: "appeared before
Council to present rebuttal to the arguments opposing the
proposed zone change".

No. 18093 be approved and accepted and the proper
officers of the City be authorized to execute the
title sheet, that the dedications offered therein
be accepted, and that the agreement for improvements
and bond to secure same be accepted.
C & M Homes and Investors..Savings & Loan Association
submitted a deed for water rights within. Tract 18093.
Councilman Paul offered the following Resolution Rea. 3966 -

Moved by Councilman Paul, seconded by Council ian Ortuno,
and ordered carried that further reading be waived.
Moved by Councilman Paul, seconded by Counoiluan Ortuno,
that the Resolution be adopted.. The Resolution was then
passed and adopted by the .following vote of'Counoil:

The matter of the appeal by Champ T. Cuff of the decision
C Cuff appeal
of the Planning Commission -for denial of the sone change
denied
from R-2 to R-3 for his property located at 613 N. Cerri-
tos Avenue, was presented to Council for decision.
Mr. L. A. Shelton, Attorney -for Mr. Cuff, appeared before

Council to present further'argaments in favor of the pro-
posed zone change.
The City Clerk read a letter frpm Rev, B. J. Paroulek,

First Presbyterian Church,.protesting the proposed zone
change. A letter was also,prowted from Simon Eisner
and Associates, Planning Consultants, recommending that
the zone not be changed at this -time.
Moved by Councilman Teasley, seconded by Councilman
Johnson, and unanimously carried that the letter from
Rev. Paroulsk be admitted as evidence.
Moved by Councilman Johnson, seconded by Councilman
Ortuno, that the appeal of Mr. Cuff be denied.
Councilman Ortuno states his maip objection to the zone
change was the parking hazard xh�oh.would be caused by
the increase in traffic in conjunction with apartment
houses.
Motion carried by the following„vote:
AYES: Councilmen: Paul; Ortuno, Johnson, Memmesheimer
NOES: Councilmen: Teasley
ABSENT: Councilmen: None”
Moved by Councilman Teasley that.the matter be referred
to the Planning Commission with the .instructions that
they restudy the situation.;with.the prospect of turning
the entire area into an R=3 zone. This motion died for
lack of a second.
The hour of 8:00 P.M. was set for public hearing on the
proposed change of zone from R-1 to R-3 for the property
located on Cerritos Avenue north of the High School.

This property is owned by Robert N. Krutoff.
The City Clerk presented the Affidavit of Publication of
Notice of Hearing and list of property ownerk within 300'
of the affected area who had been notified of the hearing
and stated that he had received no written oommunioations
relative to this proposed change of zone.
Mr. Krutoff appeared before Council to state that he and
his brother had developed apartment units in other areas,
and that they would personally manage this development
when it is completed.
There being no other persons in the audience who wished
to speak in regard to this matter, it was moved by
Councilman Teasley, seconded by 'Councilman Paul and
ordered carried that the hearing be closed.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, and unanimously carried.that the reoommen-
dation of the Planning Commissiar► be accepted changing
the sone of the property fron,R-1 to R-3.
Councilman Paul offered for its first reading the
following Ordinance entitled:
AN ORDINAMCE.OF THE CITY COUNCIL OF THE CITY OF AZUSA
AMBADIN4 ORDINANCE NO. 535, SO AS, TO REZONE CERTAIN
PREMISES.
Moved by Councilman Paul, seconded by Councilman
Teasley, and unanimously carried.that further reading
be waived.
The hour of 8:00 P.M. was also act for Public Hearing
on the petition for change.,of acne, effective upon
annexation, for the property located on the north side
of Sierra Madre, east of Azusa Avenue. A hearing is
also scheduled to be held on the petition for a Con-
ditional Use Permit to allow a Mobile Home Park at this
location. This property is owned by Lloyd A. Larson, Sr.
The sone change and use permit were recommended by the
Planning Commission as set forth in Planning Commission
Resolution No. 125 and No. 126. An appeal of the decision
of the Planning Commission approving the conditional use
permit was filed by Harold A. Vallentine, 17469 Sierra
Madre Avenue.
The City Clerk presented the Affidavits of Publication
giving Notice of Hearing of proposed zoning and of
appeal of conditional use permit and list of property
owners within 300 feet of the property proposed to be
rezoned and for which a conditional use permit was
requested, to whom notices of hearings had been mailed,
and stated that no new written cammunioations had been
received relative to these"hearings.
Mr. P. J. Tacharner, Attorney for Mr. Larson, appeared
before Council to request that Council uphold the re-
commendation of the Planning Commission granting the
sone change and the Conditional.Use Permit.
Mr. Larson.also appeared on his own behalf, and Mr.
8rrol E. MoRill, Engineer Who de4lgned the Mobile Home
Park, appeared.
Letters were presented from two trailer manufacturers
stating the urgent need for a trailer park in this City
which would be suitable for the new large mobile homes.

Mr. L. A. Shelton, Attorney for Mr. 0allentine and
others who are opposing the Trailer Park, presented
three petitions signed by persons who felt that the
Trailer Park would not be in the best interest of the
City. He further asked that the letter of Rev. B. J.
Paroulek pertaining to the Cuff zone case be considered
in this case also.
Other persons who spoke in opposition to the zone change
were: Harold Vallentine, Arthur Manny, William McCreary,
Bert Bewkes, Mrs. A. J. Smith, and Henry van Qinkel.
Moved by Councilman Teasley, seconded by Councilman
Ortuno, and unanimously carried that both hearings be
closed and that no further evidence for or against the
proposed Mobile Home Park be.admitted.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, and ordered carried that Simon.Eisner be asked
to give a recommendation as to the proper zoning for
trailer parks and/or mobile homes. It was also re-
quested that Mr. Eisner give.an_advanoe recommendation
on the present.application for the zoning and use of
the property in question..
Moved by Councilman Teasley, seconded by Councilman Paul,
and ordered carried that Supt. of Light and Yater Smith
and City Engineer Schulte ascertain the costs of an
elevated water tank and other necessary appurtenances,
which would have to be supplied by the City, and that
these matters be discussed with Mr. MoRlll, Engineer
for the property owner.

The Complaint against Bud Latta's.welding shop, tabled
from previous meetings, was again presented for Council
consideration. Mr. Latta was asked whether he would be
willing to attempt to curb the noise in some manner,
and indicated that he would do so.
Moved by Councilman Teasle3t, seconded by Councilman
Ortuno, and ordered carried that the City Engineer be
instructed to work with Mr. Latta and the complaintants
with authorization to take reasonable steps towards a
solution of this problem.
The City Clerk stated that, none.of the applicants had
passed the recent examination for the position of
Planning Technician, and suggested that the examinAtion
be readvertised. It was felt that more applications
might be received if the qualification for California
residence were waived, and also if authorization were
given to appoint an applicant at higher than the first
step, depending upon his qualifications.

Moved by Councilman Paul, seconded by Councilman Teasley,
and ordered carried that the examination for Planning
Technician be readvertised waiving the California residence
requirement, but authorization was not given for appoint-
ment at higher than the first step of the salary range.
The Ordinance relative to the sale of fireworks was pre-
sented for its second reading. .
Councilman Johnson offered the following Ordinance Ord. 618 -
entitled: Re Sale &
Discharge of
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA Fireworks
RELATING TO THE SALE AND DISCHARGE OF FIREWORKS.
Moved by Councilman Johnson, seconded by Councilman
Ortuno, and ordered carried that further reading be
waived.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, that the Ordinance be adopted. The Ordinance
was passed and adopted by the following vote of Council:

A letter was received from Battery B and the Cruisers Dance request
Club of Azusa requesting authorization to hold a New referred to
Year's Eve dance at the National. Guard Armory on Police Chief
Thursday, December 31, 1959, between the hours of
9:00 P.M. and 1:00 A.M.
Moved by Councilman Teasley, seconded by Councilman
Ortuno, and ordered carried that the request be re-
ferred to the Chief of Police with power to act.
A request was received for the Mayor to sign a Pro- Proclamation-
clamation for "Bill of Rights Week" December 9-15. "Bill of Rts
Moved by Councilman Teasley, seconded by Councilman Week" 12/9-15
Johnson, and ordered carried that the Mayor be
authorized to sign the Proclamation.
A communication from Supervisor Bonelli was read to Bonelli comm
Council acknowledging reoeipt of a Resolution from re Health Cent:
the City requesting a new Azusa Health Center Building,
and stating that consideration was being given to this
request.
The City Clerk asked permission for the City to pay the Policy re
premium on the life insurance policies for employees' Employees'
who would, in turn, reimburse the City, as this would life ins
call for much less bookkeeping. payment
Moved by Councilman Teasley, seconded by Councilman Paul,
and unanimously carried that the Administrative Officer
be authorized to handle the deduction in the most con-
venient way.
Councilman Ortuno offered the following Resolution Has. 3967 -
entitled: Bills and
Requisitions
A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA
ALLOWING CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE
FUNDS OUT OF WHICH THE SAME ARE TO BE PAID.
Moved by Councilman Ortuno, seconded by Councilman Paul,
that the Resolution be adopted. The Resolution was then
passed and adopted by the following vote of Council:

It was requested that a letter be written to the
Highway Commission stating that study is being given
by the Engineer to the proposed need for a 3400 feet
bridge over the Corps of Engineer's property within the
Santa Fe Flood Control Basin, in connection with the
Foothill Freeway (Oladetono Stroet route).
Moved by Councilman Johnson, seconded by Councilman
Ortuno, and ordered carried that. the City Engineer be
authorised to draft such a letter to the Highway
Commission to be signed by the Mayor.
Moved by Councilman Johnson, seconded by Councilman
Teasley, and ordered carried that the meeting adjourn
to Tuesday, December 15th, at 7:30 P.M.
