ORDINANCE NO. 438
An Ordinance of the City of Azusa establishing a "TRAFFIC CODE,"
regulating traffic upon the public streets and repealing all
ordinances inconsistent therewith.
The City Council of the City of Azusa does ordanl as follows:
CHAPTER I
Definitions
Station 1.01. For the purpose of this ordinance, unless it is
plainly evident from the context that a different meaning is
intended, certain terms used herein are defined as follows:
LOADING ZONE: That space adjacent to a curb reserved for the
exclusive use of vehicles during the loading or unloading of
passengers or materials.
OFFICIAL TIME STANDARD: When certain hours are named herein,
they shall mean standard time or daylight saving time as may be in
current use in this city.
OFFICIAL TRAFFIC CONTROL DEVICES: All signs, signals, markings,
and devices not inconsistent with this ordinance, heretofore or here-
after placed or erected under this ordinance, as authorized by the
vehicle code of the State of California or by the authority of the
City Council.
OFFICIAL TRAFFIC SIGNALS: Any device, whether manually,
electrically or mechanically operated, by wAch traffic is alternately
directed to stop, turn or proceed and which is erected by authority
of a public bocy or official having jurisdiction.
PARKING: To stop or allow to stand, any vehicle whether
occupied or not, otherwise than in obedience to official traffic
control devices or by direction of a police officer.

PARKWAY: That portion of a street other than a roadway -or
sidewalk.
PASSENGER LOADING ZONE: The space adjacent to a curb reserved
for the exclusive use of vehicles during the loading or unloading
of passengers.
PEDESTRIAN: Any person afoot.
POLICE OFFICER: Every officer of the Police Department or any
employee of the City of Azusa authorized by the Chief of Police to
direct or regulate traffic or to make arrests for violations of the
traffic regulations.
STOP: When required means complete cessation of movement.
STOP OR STAND: When prohibited means any stopping or standing
of a vehicle, whether occupied or not, except when necessary to
avoid conflict with other traffic or in compliance with the
directions of a police officer or official traffic control device.
STREET CAR: A car other than a railroad train for transporting
persons or property and operated upon rails (principally witha.
municipality) .
TAXI STAND: A public place alongside the curb of a street
or elsewhere in the City of Azusa which has been designated by the
City Council as reserved exclusively for the use of taxicabs.
TRAFFIC: Pedestrians, ridden or herded animals, vehicles,
street cars and other conveyances either singly or together while
using any street for purposes of travel.
BUS LOADING ZONE: A public place alongside the curb of a
street or elsewherein the City of Azusa which has been desibnated
by the Chief ofPolice for the loading or unloading of passengers
by a public carrier engaged in the transportation of passengers.

SECTION 1.02. VEHICLE CODE DEFINITIONS.
In addition to the definitions set forth above, all definitions of
words and phrases set forth in the Vehicle Code of the State of
California are hereby incorporated in this ordinance as though set
forth in full herein.
CHAPTER II
ENFORCEMENT AND OBEDIENCE TO TRAFFIC REGULATIONS.
Section 2.01.- AUTHORITY OF POLICE AND FIRE DEPARTMENT OFFICIALS:
(a) It shall be the duty of the officers of the Pplice Department
or such officers as are assigned by the Chief of Police to enforce
all street traffic laws of this city and all of the state vehicle
laws applicable to street traffic in this city.
(b) Officers of the Police Department or such officers as are
assigned by the Chief of Police are hereby authorized to direct all
traffic by voice, hand or signal in conformance with traffic laws,
provided that in event of a fire or other emergency or to expedite
traffic or to safeguard pedestrians, officers of the Police Depart-
ment may direct traffic as conditions may require, notwithstanding
the provisions of the traffic laws.
(c) Officers of theFire Department, when at the scene of a fire,
may direct or assist the police in directing traffic thereat or
in the immediate vicinity.
SECTION 2.02. - REQUIRED OBEDIENCE TO TRAFFIC ORDINANCE.
It is a misdemeanor for any person to do any act forbidden or fail
to perform any act required in this ordinance.
SECTION 2.03. - OBEDIENCE TO POLICE AND FIRE DEPARTMENT OFFICIALS.
No person shall willfully fail or refuse to comply with any lawful
order of a police officer or a Fire Department official when
directing traffic.

•SECTION 2.04 - PERSONS OTHER THAN OFFICIALS SHALL NOT
DIRECT TRAF'F'IC.
No person other than an officer of the Police Department or
a person assigned by the Chief of Police or person authorized by
law shall direct or attempt to direct traffic by voice, hand or
other signal except that a person may operate when and as herein
provided any mechanical pushbutton signal erected by direction
of the City Council.
SECTION 2.05. - PUBLIC EMPLOYEES TO OBEY TRAFFIC REGULATIONS
The provisions of this ordinance shall apply to the driver
of any vehicle owned by or used in the service of the United States
Government, this state, any county or city,and it shall be unlawful
for any said driver to violate any of the provisions of this
ordinance except as otherwise permitted in this ordinance or by
state statutes.
SECTION 2.06. - EXEMPTION TO CERTAIN VEHICLES.
(a) The provisions of this ordinance regulating the operation,
parking and standing of vehicles shall not apply to any vehicle
of the Police or Hire Department, any public ambulance or any
public utility vehicle or any private ambulance, which public
utility vehicle or private ambulance has qualified as an authorized
emergency vehicle, when any vehicle mentionedin this section is
operated in the manner specified in the vehicle code in response
to an emergency call.
(b) The foregoing exemptions shall not, however, protect the
driver of any such vehicle from the consequence of his willful
disregard of the safety of others.
(c) The provisions of this ordinance regulating the parking or
standing of vehicles shall not apply to any vehicle of a city
department or public utility while necessarily in use for con-
struction or. maintenance work upon the streets of this city or
any vehicle used by the United States for the collection, transpor-
tationor delivery of the United States mail.

SECTION 2.07 - REPORTS REQUIRED
(a) The person in charge of any garage or repair shop to which
is brought any motor vehicle which shows evidence of having been
• involved in an accident, shall SMMINA,xsaMaxIMIXSXxxxxammAgAila
laxikkaikildbmixhatitsx notify the Police Department immediately
after such vehicle is received.
(b) Every person, firm or corporation, or officer, manager, agent
or employee thereof who shall repossess in the City of Azusa any
motor vehicle sold, exchanged or financed by such person, firm or
corporation, shall immediately after such repossession, make out
and file, either in person or by authorized agent, at the City of
Azusa Police Department, a full and complete report of the re -
possession of such vehicle or vehicles. Said report shall be
written and shall contain the name and address of the person, firm
or corporation from whom such repossession was made, the make,
the state license, number, motor number, style and seating capacity
of the motor vehicle repossessed. Such report shall not be
required when a repossession is made with the knowledge of the
person in charge of such vehicle.
CHAPTER III
TRAFFIC CONTROL DEVICES
SECTION 3.01 - AUTHORITY TO INSTALL TRAFFIC CONTROL DEVICES.
(a) The Chief of Police is hereby authorized to place and maintain
official traffic control devices when and as required under the
provisions of this ordinance.
(b) Whenever the vehicle code of this state requires for the
effectiveness of any provistn thereof that traffic control devices
be installed to give notice to the public of the application of
such law the Chief of Police is hereby authorized to install the
necessary devices subject to any limitations or restrictions set
forth in the law applicable thereto.

(c) The Chief of Police may also place and maintain such addi- ,
tional traffic control devices as he may deem necessary to regulate
traffic or to guide or warn traffic, which determinationshall be
upon the basis of traffic engineering principles and traffic
investigations and when same shall be authorized by the City Council.
(d) Whenever the Chief of Police installs and maintains an official
traffic signal at any intersection, he shall likewise erect and
maintain at such intersection street name signs visible to the
principal flow of traffic unless such street name signs have
previously been placed and are maintained at any said intersection.
(e) The Chief of Police shall determine the hours and days during
which any traffic control device shall be in operation or be in
effect, except in those cases where such hours and days are
specified in this ordinance.
(f) The Chief of Police is hereby authorized to remove, relocate
or discontinue the operation of any traffic control device not
specifically required by statelaw or this ordinance whenever he
shall determine in any particular case that the conditions which
warranted or required the installation no longer exist or obtain.
SECTION 3.02 - WHEN TRAFFIC CONTROL DEVICES REQUIRED
FOR ENFORCEMENT PURPOSES.
No provisions of the vehicle code or of this ordinance for
which signs are required whall be enforced against an alleged
violator unless appropriate signs are in place and sufficiently
legible to be seen by an ordinarily observant person, giving
notice of such provisions of the traffic laws.
SECTION 3.03 - OBEDIENCE TO TRAFFIC CONTROL DEVICES
The driver of any vehicle and the operator of any street car
shall obey the instructions of any official traffic control device
applicable thereto placed in accordance with traffic ordinances
of this city unless otherwise directed by a police officer subject

Silleallt to the exceptions granted the driver of an authorized

emergency vehicle when responding to emergency calls.
SECTION 3.O - LANE MARKINGS.
The Chiefof Police is hereby authorized to mark center lines
and lane lines upon the surface of the roadway to indicate the
course to be traveled by vehicles and may place signs temporarily
designating lanes to be used by traffic moving in a particular
direction, regardless of the center line of the highway. When
authorized signs have been placed designating off-center traffic
lanes, no person shall disobey the instructions given by such
signs.
CHAPTER IV
TURNING MOVEMENTS
SEC BION 4.01 - AUTHORITY TO PLACE AND OBEDIENCE TO TURNING
MARKERS.
(a) The Chief of Police is authorized to place markers, buttons
or signs within, adjacent to or between intersections indicating
the course to be traveled by vehicles tiwaning thereat, and the
Chief of Police is authorized to allocate and indicate more than
one lane of traffic from which drivers of vehicles may make right
or left-hand turns, and the course to be traveled as so indicated
may conform to or be other than as prescribed by law or ordinance.
(b) When authorized markers, buttons or other indications are
placed within an intersection, or between intersections, indicating
the course to be traveled by vehicles turning thereat, no driver
of a vehicle shall disobey the directions of such indications.
SECTION 4.02 - AUTHORITY TO PLACE RESTRICTED TURN SIGNS
The Chief of Police is hereby authorized to determine those
intersections at which drivers of vehicles shall not make a right,
left or U-turn, andshall place proper signs at such intersections.
The making of such turns may be prohibited between certain hours
of any day and permitted at other hours, in which event the same

shall be plainly indicated on the signs or they may be removed
when such turns are permitted.
SECTION 4.04 - AUTHORITY TO PROHIBIT RIGHT TURNS AGAINST
TRAFFIC STOP SIGNAL
The Chief of Police is hereby authorized to determine those
intersections at which drivers of vehicles shall not make a
right turn against a red or stop signal and shall erect proper
signs giving notice of such prohibition. No driver of a vehicle
shall disobey the directions of any such sign.
CHAPTER V
ONE-WAY STREETS AND AT,T.FYS
SECTION 5.01. - THE CHIEF OF POLICE TO SIGN ONE-WAY
STREETS AND ALLEYS .
Whenever Section 13.01 of this ordinance designates any
one-way street or alley, the Chief of Police shall place and
maintain signs giving notice thereof, and no such regulations
shall be effective unless such signs are in place. Signs indi-
cating the direction of lawful traffic movement shall be placed
at every intersection where movement of traffic in the opposite
direction is prohibited.
CHAPTER VI
SPECIAL STOPS REQUIRED
Section 6.01. - THE CHIEF OF POLICE TO ERECT STOP SIGNS.
Whenever any ordinance or resolution of this city designates
and describes any street or portion thereof as a through street,
or any intersection at which vehicles are required to stop at
one or more entrances thereto, or any railroad grade crossing at
which vehicles are required to stop, the Chief of Police shall
erect and maintain stop signs as follows:
(a) A stop sign shall be erected on each and every street
intersecting such through street or portion thereof so designated

and at those entrances of other intersections where a stop is
required and at every railroad grade crossing so designated.
Every such sign shall conform with and shall be placed as
provided in Section 471 of the vehicle code.
SECTION 6.02 - STOP AT THROUGH STREET OR STOP SIGN.
(a) Those streets and parts of streets described in Section 13.02
hereof are hereby declared to be through streets for the purposes
of this section.
(b) The provisions of this section shall also apply at one or
more entrances to the intersections as described in Section 13.03.
hereof.
(e) When stop signs are erected as herein provided at the entrance
to any intersection, every driver of a vehicle shall stop as
required by the vehicle code.
SECTION 6.03. - EMERGING FROM ALLEY OR PRIVATE DRIVEWAY.
The driver of a vehicle emerging fro' n alley,driveway or
building shall stop such vehicle immediately prior to driving
onto a sidewalk or onto the sidewalk area extending across any
such drive or alleyway.
CHAPTER VII::;_
MISCELLANEOUS DRIVING RULES
SECTION 7.01 - Driving Through Funeral Processions.
No driver of a vehicle or motorman of a street car shall
drive between vehicles comprising a funeral procession while
they are in motion and when the vehicles in such processions are
conspicuously so designated.
SECTION 7.02 - CLINGING TO MOVING VEHICLES
Any person riding upon any bicycle, motorcycle, coaster,
rollerskates or any toy vehicle shall notattach same or himself
to any street car or moving vehicle upon any roadway.
SECTION 7.05- VEHICLES SHALL NOT BE DRIVEN ON THE SIDEWALK
The driver of a vehicle shall not drive within any sidewalk

area of any parkway except at a permanent or temporary driveway.
SECTION 7.04. - NEW PAVEMENT AND STREET MARKING-S.
No person shall ride or drive any animal or any vehicle over
or across any newly made pavement or freshly painted marking in
any street when a barrier, sign, cone-marker orother warning
device is in place warning persons not to drive over or across
such pavement or marking.
SECTION 7.05. - TRAFFIC BARRIERS.
No person shall operate a vehicle contrary to the directions
or provisions of any barrier or sign erected: (a) pursuant to
the provisions of any ordinance of the City of Azusa, or (b) by
any public utility, or (c) by any department of the city of Azusa,
or (d) by any person pursuant to law or contract with the city,
nor shall any unauthorized person move or alter the position of
any such barrier.
SECTION 7.06 - TRAFFIC BARRIERS ERECTED BY AUTHORITY OF
CITY DEPARTMENTS
While the roadway of any street, or portion thereof is being
improved, whether by the City of Azusa or by private contract,
the Superintendent of Streets, may, when in his opinion, traffic
thereon msuld injure such improvement, order the roadway of such
street, or portion thereof, closed to traffic. When such order is
made the Superintendent of Streets, or the contractor with the
authorization of the Superintendent of Streets, shall cause to be
placed suitable barriers bearing the sign, "Street Closed for
Traffic", in such a way as to indicate plainly the portion of
such street so closed to traffic. No other personthan the Chief
of Police or the Superintendent of Streets, shall without their
authority close any street within the City of Azusa.
SECTION 7.07. - PROVIDING FOR MANNER OF HAULING, LEAVING
OF VEHICLES LOADED WITH MANURE OR NOISOME
SUBSTA?c CES
No person, firm or corporation shall haul in any vehicle,
other than a railway car, any manure or other noisome substances

without having either a canvas, tarpaulin or some tightly con-
structed cover over the same to prevent nauseous odors or sub-
stances escaping therefrom and such vehicles shall be sufficiently
high enough and constructed tightly enough to prevent the contents
fromleaking or spilling therefrom. Vehicles used for street
cleaning purposes or gathering garbage or rubbish that are loaded
at various places need not be so covered during such loading, but
such vehicles shall not be permitted to stand or remain or upon
any public street or other public place or on private property '
longer than is necessary for loading and hauling such substances
to its destination and after such loading shall be covered as
aforementioned and such vehicles shall not be permitted to be in
a filthy or offensive condition.
CHAPTER VIII
PEDESTRIANS
SECTION 8.01 - THE CHIEF OF POLICE TO ESTABLISH CROSSWALKS.
The Chief of Police shall establish, designate and maintain
crosswalks at intersections add other places by appropriate devices,
marks or lines upon the surface of the roadway as follows:
(a) Crosswalks may be established and maintained at intersections
and at other places where the Chief of Police determines that
there is particular hazard to pedestrians crossing the roadway
subject to the limitations contained in(b) of this section.
(b) Other than crosswalks at intersections no crosswalk shall be
established in any block which is less than fourhundred feet (400' )
in length. Elsewhere not more than one additional crosswalk
shall be established in any one block and such crosswalk shall be
located as nearly as practicable at mid-block. •
SECTION 8.02 - WHEN PEDESTRIANS MUST USE CROSSWALKS.
No pedestrian shall cross a roadway other than by a cross-
walk in any business district.

SECTION 8.03 - CROSSING AT RIGHT ANGLES.
• No pedestrian shall cross a roadway at any place other than
by a route at right angles to the curb or by the shortest route
to the opposite curb except in a marked cross walk.
SECTION 8.04 - STANDING IN ROADWAYS .
No person shall stand in any roadway other than in a safety
zone or space where street cars normally stop in the absence of
a safety zone and then only for the immediate purpose of entering
or leaving any streetcar. This provision shall not apply to any
public officer or employee, or employee of a public utility, or
other workman, when necessarily upon a street in line of duty.
CHAPTER IX
STOPPING, STANDING AND PARKING
SECTION 9.01 - APPLICATION OF REGULATIONS.
(a) The provisions of this ordinance prohibiting the stopping,
standing or parking of a vehicle shall apply except when it is
necessary to stop a vehicle to avoid conflict with other traffic
or in compliance with directions of a police officer or official
control device.
(b) The provisions of this ordinance imposing a time limit on
standing or parking shall not relieve any person from the duty to
observe other and more restrictive provisions of the state vehicle
code or this ordinance prohibiting or limiting the standing or
parking of vehicles in specified places or at specified times.
SECTION 9.02 - STANDING IN PARKWAYS PROHIBITED.
No person shall stop, stand or park a vehicle within any parkway.
SECTION 9.03. - USE OF STREETS FOR STORAGE OF VEHICLES PROHIBITED
(a) No person who owns or haspossession, custody or control of any
vehicle shall park such vehicle uponany street or aile-:r for more
than a consecutive period of 120 hours.

(b) In the event a Vehicle is parked or left standing upon a
street in excess of a consecutive period of 120 hours, any member of
the police department authorized by the chief of Police may remove
said vehicle from the street in the manner and subject to the
requirments of Section 585 and 585.1 of the Vehicle Code of the
State of California.
SECTION 9.04 - PARKI ^ FOR CERTAIN PURPOSES PROHIBITED.
No person shall park a vehicle upon any roadway for the princi-
pal purpose of:
1. Displaying such vehicle for sale.

2. Washing, servicing, repairing, or otherwise working on
such vehicle except repairs necessitated by an emergency. .
3. Selling therefrom or therein any article, service or
thing provided that any peddler or canvasser licensed
under the provisionsof any ordinance of the City ofAzusa
may take orders or deliver any commodity from a vehicle
on that part of any street immediately adjace't to the
Premises of any purchaser.
SECTION 9.05. - PARKING PARALLEL WITH CURB
Except as otnerwise provided in tnis ordinance every vehicle
stopped or parked upon a roadway where there are adjacent curbs
shall be so stooped and parked win tne right-hand wheels of such
vehicle parallel wi6h and within lb inches of tne right-hand curb.

required unless otherwise indicated. This section shall not apply
to a commercial vehicle wnen loaciag or unloading merchanui_e
or passengers.
SECTION 9.0b. - PARKINU SPACE NIARaINGS.
The Chief of rolice is authorized to install and maintain
parking space markings to indicate parked apaces adjacent to
curbings where authorized parking is permitted.

(b) , When such parking space markings are placed in tne hignway,
subject to other and more restrictive limitations, no vehicle snail
be stopped, left standing or parked otner than within a single
space unless the size and shape of succi venicie makes compliance
impossible.
SECTION 9.07 - PA. ING ADJACENT TO SCiOOLS
(a) The Chief of Police is hereby aui;horized to place signs and
markingsindicating to parking upon that side of any street or por
portion thereof adjacent to any scnool property wren sucn parking
woula in nis opinion, interfere wish traffic or create a hazardous
condition.
(b) When official signs or markings are installed indicating no
parting upon the side of a street orportion thereof adjacent to
any school property, no person shall park a vehicle in any such
designated place.
SECTION 9.08 - PARKING PROHIBITED ON GRADE.
No persoh snail park or lave standing any venicie unattended
on a highway when upon any grade exceeding 3A wicnin any
residential district without blocking tne wheels of said vehicle
by turning them against tne cubo or by otner means .
SECTION 9.09 - STOPPIN" On PARLLING PROHIBITED - SINS REQUIRED
The Chief of Police shall appropriately sin or mark the
following places and when so signed or marked, no person shall
stop, stand or park a vehicle in any of said places:
1. At any place within twenty (20' ) feet of an intersection
in a business district except tnat a bus may stop at a designated
bus stop.
2. Within thirty (30'4; feet o the approach to any trarfic
control device.
3. At any place wnere tne Chiefof Police determinestnat it
is necessary in order to eliminate an unusual traffic .:azard.

SECTION 9.10 - EMERGENCY PARKING SIGNS.
-(a) Whenever the Chief of Police shall determine that an emer-
• gency traffic congestionis .likely to result from the holding of
public or private assemblages, gatherings or functions, or for
other reasons, the Chief of Police shall have power and authority
to order temporary signs to be erected or posted indicating that
the operation, parking or standing of vehicles is prohibited on
such streets and alleys as the Chief of Police shall direct during
the time such temporary signs are in place. Such signs snail
remain in place only during tne existence of suon emergency and the
Chief ofPolioe shall cause such signs to be removed promptly there-
after.
(b) When sucn signs authorized by the provisions of tnis section
. arein place giving no4ice tnereof, no person snail operate, park
or stand any vehicle contrary to the directions and provisions
of such signs.
SECTION 9.11 - AUTHORITY TO ESTABLISH LOADING ZONES.
(a) The Chief of Police is hereby authorized to determine and to
mark by signs or cubb markings loading zones and passenger loading
zones as follows:
1. In front of tne entrance to any place of business or
in front of any hall or place used for tne purpose of
public assembly.
2. In no event snail more than one-third of the total curb
length in any block be reserved for loading zone purposes.
3. Whenever curb markings are used, loading znes shall be
indicated by a yellow paint line stenciled with black
letters, "LOADING ONLY," upon the top of all curbs
within such zones.
4. Whenever curb markings are used, passenger loading zones
shall be indicated by a white line stenciled with black
letters, "PASSENGER LOADING ONLY," upon the top of all
curbs in said zones.

SECTION 9.12 - SIGNS OR CURB MARKINGS TO INDICATE
STOPPING AND PARKING REGULATIONS
(a) The Chief of Police is hereby authorized, subject to the
provisions and limitations of this ordinance, to place, and when
required herein shall place signs or the following curb markings
to indicate parking or standing regulations, and said curb mark-
ings shall have the meanings as herein set forth:
1. RED shall mean no stopping, standing or parking at any
time except as permitted by the Vehicle Code, and except
that a bus may stop in a red zone marked or signed as a
bus stop.
2. YELLOW shall mean no stopping, standing or parking at
any time between 6:00 am and 6:00 pm of any day except
Sundays for any purpose other than the loading or un-
loading of passengers or materials, provided that the
loading or unloading of passengers shall not consume
more than three (3) minutes nor the loading or unload-
ing of materials more than twenty (20) minutes. The
loading or unloading of materials shall apply only to
commercial deliveries.
3. WHITE shall mean no stopping, standing or parking for
any purpose other than loading or unloading of passengers
which shall not exceed three (3) minutes and such restric-
tions shall apply between 6:00 am and 6:00 pm of any day
except Sundays and except as follows:
When such zone is in front of a hotel, the restric-
tions shall apply at all times.
When such zone is in front of an auditorium or
theater, the restrictions shall apply at all times
except when the auditorium or the theater is
closed.
4. GREEN shall mean standing or parking ror any period less
than one (1) hour at any time between 6;00 am and 6:00 pm

of any day except Sundays.
(b) When the Chief of Police As authorized under this ordinance
has caused signs or curb markings to be placed, no person shall
stop, stand or park a vehicle adjacent to any such legible sign
or curb marking in violation of any of the provisions of this
chapter.
SECTION 9.13 - BICYCLE PARKING SPACES.
(a) The Chief of Police is hereby authorized to designate and
establish bicycle parking spaces for use at such places and during
such times as he may deem suitable and necessary. The Chief of
Police may also authorize the placing of bicycle parking racks in
the spaces so designated.
(b) When official signs or markings restricting parking to bicycles
only are in place, it shall be unlawx'ul ror any person to park or
stand any vehicle other than a bicycle or other two-wheeled vehicle
in such space.
SECTION 9.14 - STANDING IN ANY ALLEY.
No person shall stop, stand or park a vehicle for any purpose
other than the loading or unloading of materials in any alley.
Such parking shall not exceed twenty (20) minutes and in no event
shall the driver of such vehicle leave less than ten (10' ) feet of
unobstructed passage.
SECTION 9.15 - TAXI STANDS TO BE ESTABLISHED.
(a) The Chief of Police is hereby authorizes to determine the
location of and to mark taxi stands.
(b) Such taxi stands shall be indicated by signs or white line
stenciled with the words "FOrt TAXICABS ONLY," uponthe tops of all
curbs and places specified for taxicabs only.
(0) No driver of any taxicab shall park orstand the same upon any
highway in the City of Azusa for any period of time longer than is
necessary to discharge or receive passengers then occupying or then

waiting for such taxicab; provided that a taxicab may be parked in
a taxicab stand established pursuant to subdivision (a) of this
section.
(d) When official signs or markings designating such taxi stands
are in place, no person other than the dtiver of a taxicab shall park
or stand any vehicle in any taxi stand.
SECTION 9.16 - BUS ZONES TO BE ESTABLISHED
(a) The Chief of Police is hereby authorized to establish bus
tones for the loading and unloading of busses of common carriers
of passengers and to determine the location thereof subject to the
directives and limitations set forth herein.
(b) The word "bus" as used in this section shall mean any motor bus,
motor coach, trackless trolley coach, or passenger stage used as a
common carrier of passengers.
(e) No bus zone shall exceed thirty (3v' ) feet in length, except
that when satisfactory evidence has been presented to the Chief of
Police showing the necessity therefor, the Chief of Police may extend
bus zones not to exceed a total length of fifty (50' ) feet.
(d) Bus zones shall normally be established on the far side of an
intersection.
(e) Such bus zones shall be indicated by signs or a red line stenciled
with white letters "NO STANDING", together with the words "BUS ZONE"
upon the top of all curbs within such zone.
(f) No bus shall stand in any bus zone longer than necessary to load
or unload passengers except that at a terminus such time shall not
exceed fifteen (15) minutes.
SECTION 9.17 - PARSING MAY BE LIMITED OR PROHIBITED
(a) The Chief of Police is hereby authorized to prohibit at any
time or during certain hours or to limit parking during certain hours
on any streets in the City of Azusa.

(b) When authorized signs are in place giving notice of such
prohibition or limitation, no person snail stop, stand or park any
vehicle in violation of such sign.
SECTION 9.18 - NIGHT PARKING
(a) It shall be unlawful for the owner or driver of any vehicle
to allow such vehicle to remain standing upon any street, or alley
in the City of Azusa between the hours of 2:00 am and 6:00 am for
a period longer than twenty (20) minutes, provided, however, that
this section shall not apply to vehicles of any regularly licensed
physician when actually engaged in making professional calls.
(b) It snail be unlawful ror the owner or driver of any truck to
allow such truck to remain standing upon any street or alley in the
City of Azusa between the hours of 10:00 pm and b:Ou am ror a
period or longer than twenty (20) minutes.
SECTION 9.19 - ANGLE PARA:IATv
(a) The City Council of the City of Azusa by resolution shall
authorize upon what streets angle parking shall be permitted. The
Chief of Police shall then indicate suen places by apinting lines
on the surface of tne roadway to indicate tne proper angle ror park-
ing, provided that such lines shall not be placed upon, nor shall
angle parking be permitted upon, any street where such parking would
diminish the width or tne roadway available for travel to less than
twenty (20) feet.
(b) When such signs or markings are in place indicating angle park-
ing as herein provided, no person shall park or stand a venicie other
than at the angle to the edge of the roadway indicated by such signs
or markings.
SECTION 9.20.- TWO (2) HOUR PARKING ON CERTAIN STREETS
The operator of a vehicle snail not park such vehicle for a longer
time than two (2) hours on Foothill Boulevard between San Gabriel

Avenue and Alameda Avenue in the City of Azusa between the hours
of 7:00 am and 6:00 pm, nor on Azusa Avenue in the City or Azusa
between Sixth Street and Santa Fe Avenue between the hours of
7:00 am and 6:00 pm on any day except Sunday.
CHAPTER X
RESTRICTED USE OF CERTAIN STREETS
SECTION 10.01 - TRUCK ROUTES
(a) Whenever any ordinance of this city designates and describes
any street or portion thereof as a street, the use of which is
permitted by any vehicle exceeding a maximum gross waiet or three
tons, the City Council shall designate such street or streets that
may be so used. The Chief of Police shall post appropriate signs
as `'TRUCK TRAFFIC ROUTES" for the movement of vehicles exceeding a
maximum gross weight limit of three tons.
(b) When any such truck traffic route or routes are established and
designated by appropriate signs, the operator of any vehicle exceed-
ing a maximum gross weight limit of tnree tons shall drive on such
route or routes and none other except when necessary to traverse
another street or streets to a destination for the purpose of load-
ing or unloading, but then only by such deviation from tree nearest
truck route as is reasonably necessary. The provisions of this
section shall not apply to passenger buses under the jurisdiction
of the Public Utilities Commission.
(c) Those streets and parts or streets described in Section 15.04
hereof are hereby declared to be truck traffic routes for the move-
ment or venicles exceeding a maximum gross weight or three (3) tons.
CHAPTER XI
TRAINS AND STREETCARS
SECTION 11.01 - SAFETY ZoNES -ESTABLISHMENT.
The Chief or Police is hereby authorized to establish safety zones

of such kind and character consistent with the Vehicle Coae as he
may deem necessary or advisable for the protection or pedestrians
at places where street cars stop.
SECTION 11.02 - BOARDING OR ALIGHTING FROM STREET CAR
OR VEHICLE
No person shall board or alight from any street car or vehicle
while such street car or vetlicle is in motion.
SECTION 11.03 - RAILWAY TRAINS AND STREET CARS NOT TO
BLOCK STREET
It shall be unlawful for the operator or any steam, interurban
or street railway train or car to operate the same in such a manner
as to prevent the use of any street for purposes of travel for a
period of time longer than twenty (20) minutes.
SECTION 11.04. - SY'D OF STREET CARS AND TRAINS.
The operator or a streetcar or train upon a street shall
operate the same at a careful and prudent speed subject to the
limitations as prescribed in the Vehicle Code of the State of
California Ammmed for viinicles.
CHAPTER XII
MISCELLANEOUS
SECTION 12.01 - OBSTRUCTION OF STREETS, ALLEIS, SIDEWALKS
OR CROSSWALKS
It shall be unlawful for any person to stand or sit idly in
or upon any street, alley, sidewalk or crosswalk in the City of Azusa,
or to stand or sit in or upon such street, alley, sidewalk or cross-
walk so as to in any manner to hinder or obstruct the tree passage
or persons passing along the same or so in any manner to annoy or
molest persons passing along the same, or to stand in or at the
entrance of any church, hall, theater or place of public assembly
so as to in any manner obstruct such entrance.

SECTION 12.02 - DISPLAY OF GOODS ON SIDEWALKS AND OBSTRUCTION
OF STREETS .
)a) It shall be unlawful ror any person, firm or corporation to
use or occupy any public siaex ,lk in theCity of Azusa ror the dis-
play or goods, wares or merchandise, or to use the exterior walls
or any building abutting upon any public sidewalk, street, alley
or passageway, for the display of goods, wares or mercnanaise, or
to leave any goods, wares, merchandise, boxes, barrels, trucks, or
other articles upon any street or public sidewalk or a portion
thereof in the City of Azusa.
(b) It shall be unlawful for any person, firm or corporation to
install, maintain or operate any oil or gasoline pump or other
mechanical device used for the purpose of pumping oil or gasoline
in, over. or upon any street, alley or public place.
(c) It is hereby declared to be unlawful ror any person, firm,
or corporation to occupy or obstruct any public street, alley or
sidewalk, with or without any stand, box or other equipment,for
the purpose of selling, soliciting, or advertising the sale of
any goods, wares or merchandise, or for the purpose of giving any
demonstration or exhibition in connection with the sale or solici-
tation or the sale of any goods, wares or merchandise, provided,
however, that no person shall be deemed to be occupying or obstruct-
ing any street, alley or sidewalk within the meaning hereof, while
traveling and in motion thereon, provided further, however, that
patriotic, religious or charitable organizations shall secure a
permit therefor from theChief of Police. Such organizations shall
abide by and conform to such regulations issued by the Chief of
Police governing such solicitation.
SECTION 12.03 - BICYCLE RIDING RESTRICTED
(a) It shall be unlawful to ride a bicycle upon any sidewalk in
front of any church or school while persons are entering or leaving
or a place of public assembly while such assembly is in progress or
in a designated business district upon the sidewalk in front of a
place of business.

(b) In all other areas, the rider of a bicycle shall give the right
of way to pedestrians.
(c) The rider of a bicycle on the roadway shall ride as nearly as
practicable within five (5' ) feet of the right-hand curb or edge
of the roadway.
SECTION 12.04 - CITY COUNCIL AUTHORIZED TO SELL COPIES OF
THIS CODE
The City Council of theCity of Azusa is hereby authorized to
have this code printed, and to sell copies of the same at a price
sufficient to cover the cost of printing and distribution, the
aforesaid charges to be fixed by said Council.
CHAPTER XIII
SCHEDULES OF DESIGNATED STREETS REFERRED TO IN ORDINANCE
SECTION 13.01 - ONE-WAY STREETS
In accordance with Section 5.01 and wherjproperly signposted,
traffic shall move only in the direction indicated upon the follow-
ing streets:
(ajar) Virginia Avenue between Paramount Street and First Street
all traffic shall be in a northerly direction.
(b) (In Santa Fe Avenue between Azusa Avenue and San Gabriel
Avenue all traffic on the northerly portion thereof shall be in a
westerly direction.
(c) an Santa Fe Avenue between San Gabriel Avenue and Azusa
Avenue all traffic on the southerly portion thereof shall be in an
easterly direction.
SECTION 13.02 - THROUGH STREETS
In accordancd with the provisions of Section 6102 and when
signs are erected giving notice thereof, drivers of vehicles shall
stop at the entrance or entrances of those streets described as
follows:

(a) Azusa Avenue from the north city limits (Sierra Madre ,
Avenue) to the south city limits (Broadway or Gladstone
as it is variously termed) .
(b) Foothill Boulevard from the west city limits to the
east city limits.
(c) Fifth Street from Cerritos Avenue to Virginia Avenue.
(d) Ninth Street from Pasadena Avenue to Angeleno Avenue.
(e) San Gabriel Avenue from First Street to Eleventh Street
(f) Virginia Avenue from Third Street to Foothill Boulevard.
SECTION 13.03 - STOP INTERSECTIONS.
In accordance with the provision or Section 6.02 (b) hereof
and when signs are erected giving notice thereof drivers of vehicles
shall stop at the entrance or entrances to those intersections
described as follows:
(a) San Gabriel Avenue at Paramount Street
(b) Vernon Avenue at Eleventh Street
(c) Angeleno Avenue at Eleventh Street
(d) Angeleno Avenue at Fourth Street
(e ) Fourth Street at Angeleno Avenue
(f) Angeleno Avenue at Thira Street
(g) Third Street at Angeleno, West bound traffic only
(h) Virginia Avenue at Fifth Street
(i ) Coney Avenue at Third Street
( j) Orange Avenue at Third Street
(k) Azusa Avenue at Canyon Road
(1) Sierra Madre Avenue at Canyon Road
(m) Pasadena Avenue at First Street
(n) Cerritos Avenue at First Street
(o) Fifth Street at Angeleno Avenue

SECTION 13.04 - TRUCK ROUTES
In accordance with Section 10.01 hereof and when signs are
erected giving notice thereof, the following streets or portions
or streets are hereby declared to be truck trafz'ic routes for the
movement of vehicles exceeding a maximum gross weight of three (3)
tons:
(a) Foothill Boulevard from the west city limits to the east
city limits.
(b) Azusa Avenue from the north city limits to the south city
limits.
(c) First street from Azusa Avenue to prolongation of Coney
Avenue.
(d) Vernon Avenue from Foothill Boulevard to Eleventh Street
(e) Eighth Street fromVernon Avenue to its westerly limits
(f) Georgia Avenue from Foothill Boulevard to Eighth Street
(g) Loren Avenue northerly from Foothill Boulevard to its
end at Consolidated Rock Company property line.
SECTION 13.05- DESIGNATED BUSINESS DISTRICT
(a) Those portions of Foothill Boulevard extending from San Gabriel
Avenue to Alameda Avenue and of Azusa Avenue from Sixth Street to
Santa Fe Avenue inclusive shall be known as a business district.
(b) Whenever it shall be deemed necessary by the City Council of
the City of Azusa other streets or portions of streets may be
designated as a business district.
(c) When such streets or portions of streets have been so designated
by the City Council of the City of Azusa then the provisions of this
ordinance applicable to a business district shall be in full force
and effect.
SECTION 13.01 - STREETS DESIGNATED FOR ANGLE PARKING
In accordance with the provisions or Section 9.19 ana when
lines are painted on the streets or signs erected giving notice

thereof, those portions of Alameda Avenue extending from Santa Fe
Avenue to the north to Sixth Street on the South, both sides of the
street inclusive and San Gabriel Avenue from Santa Fe Avenue on the
north to Sixth Street on the South, both sides of the street
inclusive shall be used for angle parking. Drivers of vehicles
shall park within the lanes so painted on the street or in accordance
with signs erected.
QHAPTER XIV
PENALTY AND EFFECT OFbRDINANCE
SECTION 14.01 - PENALTY
Any person violating any of the provisions of this ordinance
shall be deemed guilty of a misdemeanor and upon conviction thereof
shall be punished by a fine of not more than five hundred (500.00)
dollars or by imprisonment in the city and/or County Jail for a
period of not more than six (6) months or by both such fine and
imprisonment.
SECTION 14.02 - SEVERABILITY
If any section, subsection, sentence, clause or phrase of this
ordinance be for any reason held to be unconstitutional, void or
invalid, the validity of the remaining portions thereof shall not
be effected thereby, it being the intent of the City Council of the
City of Azusa in enacting this ordinance that no portions or pro-
visions thereof shall become inoperative by reason of the uncon-
stitutionality or invalidity of any other portion or provision.
SECTION 14.03 - REPEAL OF ORDINANCES
Ordinance No. 137 Section 4 thereof only, Ordinance No. 23J,
Ordinance 242, Ordinance No. 247, Ordinance No. 263, Ordinance
No. 265, Ordinance No. 2`(3, Ordinance No. 279, Ordinance No. 292,
Ordinance No. 297, Ordinance No. 344, OrdinanceFo. 3b5, Ordinance
No. 406, Ordinance No. 412 are hereby repealed.

SECTION 14.04 - ORDINANCE NOT REPEALED •
It is hereby stated tnat Ordinance No. 35b, adopted and approved
February 5, 1941, is not repealed nor affected by tne passage of
this ordinance, it being declared that Ordinance No. 55ti snail
hereby have tne same- force and effect as whenpassed and adopted by
the City Council of the City of Azusa.
The Mayor of the City of Azusa is hereby ordered to sign this
ordinance and the City Clerk is hereby ordered and directed to certify
to the passage hereof, and to cause the same to be published once in
the Azusa Herald and Pomotropic, a newspaper of general circulation,
published and circulated in the City of Azusa . This ordinance shall
be effective thirty (30) days after the passage hereof.
