2 AN ORDINANCE OF TUE CITY COUNCIL ON THE CITY OF AZUSA,
COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, RELATING
3 TO CIVIL DEFENSE AND DISAST7P5 .
4 The City Council of the City of Azusa does ordain as follows
5ction 1 . Purpos,
6 The declared purposes of this ordinance are to provide
7 for the preparation and carrying out of plans for the civil
defense of persons and property within this city in the event of
9 a disaster, and to provide for the coordination of the civil
10 defense and disaster functions uf thin city ,,rith all oti.ler public
11 agencies and affected private persons, corporations and organi -
12 iLations. Any expenditures made in connection with such civil
13 defense and disa.,Aer ativities, including mutual al_d activitie ,
14 shall he deemed conclusively to he for the direct protection and
15 benofit of the inhabitants and property of the City of Azusa.
16 Section 2. Definitions.
17 A. Civil Defenses
18 As used in thi2 ordinance, the term defense"
19 shall mean the preparation for and the carrying out of all
20 Pmercr,eny functions, other than functions for which military
21 forces are primarily respon3ible, to prevent, mlnimize and repair
22 injury and damage resulting from disasters. It shall not include,
23 nor dues any provision of this ordinance apply to any condition
24 relating to a labor controversy.
25 B. Disasters.
26 As used in this ordinance, the term "disaster" shal
27 mean actual or threatened enemy attack , sabotage, extraordinary
28 fire, flood, storm, epidemic, riot, earthquake or similar public
29 calamity .
30 Section 3 Civil Defense and Disaster
31 Membership. The City of Azusa Civil Dufenf,e and
32 Diaster Council Is hf2reby created and shall consist of the

2 .• A. The Mayor, -who shallbe chairman.
3 . B. The director of civil defense and. disaster,
4 who shall. he vice-chairman.
5 C. The assistant director, appointed by the
- ..6 mayor with the.. advice and consent of the city council who, under
7 the supervision of the director, shall develop civil defense and • •
8 disaster plans andorganize the civildefense and disaster program
9 of this city, and shall havesuch other duties as may be assigned
10 by the director.
11 . • D. Such deputy directors and chiefs• of. operating .....
12 Civil defense and disaster departments, services or divisions as
13 are provided for by resolution pursuant to this ordinance.
14 • E. Such representatives of civic , business,
15 labor, veterans, professional. or other organizations having an
16 official groupororganization civil defense and disaster res-
17 Ponsibility'as. may he appointed, by the mayor with the advice and •
18 Consent of the city CoUncil.
19 Section. 4, Civil Defense and Disaster Council ,
20 Powers and Duties.

22 :isaster council, and it is hereby empowered, to review and recom- ..

17 responsibility that may arise between them.
18 E, To represent the civil defense and disaster organiza•
19 tion of this city in all dealings with. public or private agencies
20 pertaining to civil, defense and disaster,

23 .emergency by the Governor or the State Director of Civil Defense, thl
24 director is hereby empowered :
25 A. To take and issue roles and regulations on •matters
26i'..reasonably related to the protection of life :andproperty. as
affected by such disaster; provided,.. however, such rules and
2 . regulations mustbe confirmed at the earliest practicable time by th ...

30 B. To obtain vital. supplies, equipment and. such other
31 properties found lacking... and needed for the protection of the life
32 and .property of .the people, and bind the .city for the fair value . . ...

1 thereof, and if required immediately, to commandecr the same for
2 public use.
3 C . To require emergency services of any cty officer
4 or employee and, in the event of the proclamation of a state of
5 extreme emergency by the Governor in the region in which this
6 city is located, to command the aid of as many citizens of this
7 community as he thinks necessary in the execution of his duties;
8 such persons shall be entitled to all privileges , benefits and
9 immunities as are provided by state law for registered civil
10 defense and disaster worker volunteers .
11 D. To -equisition necessary personnel, or material
12 of any city department or agency.
13 E. To execute all of his ordinary powers as Mayor, all
14 of the special powers conferred upon him by this ordinance or
15 by resolution adopted pursuant hereto , all powers conferred upon
16 him by any statute, agreement approved by the city council, or by
17 any other lawful authority, and in conformity with Section 38791
18 of the Government Code, to exercise complete authority over the city
19 and to exercise all police power vested in the city by the 0onstitu-
20 tion and general laws.
21 Section 7. Civil Defense and Disaster Organization.
22 All officers and employees of this city, togetht:r with
23 those, volunteer forces enrolled to aid them during a disaster,
24 and all groups, organizations and persons who may by agreement or
25 operation of law, including persons pressed into service urdel. the
26 provisions of Section 6 (6 of this ordinance , shall be charged wth
27 duties incident to the protection of life and property Ln thr:s cit
28 - uring such disaster, shall constitute the civil defense and disaste
29 organization of the City of A7usa.

5 rules and regulations or resolutions adopted 'pursuant to sudh
6 repealed ordinances be affected by such. .repeal until. amended,
7 modified. or ,superseded as provided in this ordinance.

9 This ordinance is hereby .declared to be an. emergency
10 measure necessary for the immediate preservation of the public
11 peace, healthand safety and shall take effect imMeeately. The
12 following is a statement of the facts showing.. its urgency:

16 with the Federal plan, has enacted and made immediately effective
17 the "Civil Defense Act of 1950". Both the Congress and the
16 Legislature have adopted comprehensive civil defense and disaster
19 laws . Both Federal and State plans contemplate immediate adoption
20 of such local legislation as is necessarV- to putinto operation a
21 coordinated and effective civil defenseand disaster program so that ..'....

23 disaster to afford. as complte protection as is possible to life and
24 .propertv. .1n order that the laws of this city relating to civil.'
25 defense and disaster may be brought into conformity with the Federal

28 Section 12. Scverability.
29 Tf any provision of this ordinance or the application

introducted at a regular meeting of the City Council of the City of Azusa, on
24 the 19th day of February, 1951, and that said ordinance was duly and regularly
passed and adopted by the City Council, signed and approved by the Mayor,
25 attested by the City Clerk; that the same was passed and adopted by the follow-
ing vote of the Council:
