Presentation of a plaque to Steve Hunt, Chief of Police, in honor of his Retirement. B. PUBLIC PARTICIPATION This time has been set aside for persons in the audience to make public comments on items within the subject matter jurisdiction of the council/agency board that are not listed on this agenda or are listed on this agenda as an item other than a public hearing item. Members of the audience will have the opportunity to address the city council/agency board about public hearing items at the time the public hearing is held. Under the provisions of the Brown Act, the council/agency board is prohibited from taking action on oral requests, but may refer the matter to staff or to a subsequent meeting. The council/agency board will respond after public comment has been received. Each person or representative of a group shall be allowed to speak without interruption for up to five (5) continuous minutes, subject to compliance with applicable meeting rules. Questions to the speaker or responses to the speaker's questions or comments shall be handled after the speaker has completed his/her comments. Public Participation will be limited to sixty (60) minutes. C. REPORTS, UPDATES, AND ANNOUNCEMENTS FROM STAFF/COUNCIL 1. City Clerk: Commission recruitment update and request for City Council to extend application period or set a time and date to hold the interviews of applicants received for City Commission. D. SCHEDULED ITEMS 1. PUBLIC HEARING – JUSTICE ASSISTANCE GRANT (JAG) PRE-APPLICATION. RECOMMENDED ACTION: 1) Open the Public Hearing, receive public testimony regarding, close the Public Hearing; and 2) Authorize the City Manager to submit a grant application to the U.S. Department of Justice for the purchase of specified equipment; and 3) Authorize the City Manager and Mayor to execute all contracts, reports, and other documents required for receiving such funds pursuant to the terms and conditions of the U.S. Department of Justice. 2. AMENDING OF PORTIONS OF CHAPTER 74 OF THE AZUSA MUNICIPLE CODE REGARDING COMMERCIAL AND OVERSIZED PARKING REGULATIONS. RECOMMENDED ACTION: 1) Waive further reading, read by title only and introduce the following Ordinance No. 2019-01: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, AMENDING PORTIONS OF CHAPTER 74 OF THE AZUSA MUNICIPAL CODE REGARDING COMMERCIAL AND OVERSIZED VEHICLE STREET PARKING REGULATIONS 2) Authorize the City Manager to execute all contracts, reports, and other documents required begin issuance of “Oversized Vehicle” permits and the associated enforcement of the newly amended City Ordinance. 8/19/2019 - 4 - 3. APPLICATION TO JOIN NETWORK OF AGE-FRIENDLY COMMUNITIES. RECOMMENDED ACTION: 1) Review the Age-Friendly Network enrollment process; and 2) Authorize staff to complete the application to join the network of Age-Friendly Communities, and 3) Authorize the City Manager to sign the commitment letter to join the Age Friendly Network, on behalf of the Mayor and Council. 4. ADOPTION AND PARTICIPATION IN THE SAN GABRIEL VALLEY COUNCIL OF GOVERNMENTS COYOTE MANAGEMENT IMPLEMENTATION PLAN. RECOMMENDED ACTION: 1) Approve and authorize the City Manager to sign the Memorandum of Agreement with the San Gabriel Valley Council of Government for the City of Azusa’s participation in the regional San Gabriel Valley Coyote Implementation Plan 5. PROPOSED RESTRUCTURING OF FINANCE AND HUMAN RESOURCES DEPARTMENTS TO ADMINISTRATIVE SERVICES DEPARTMENT. RECOMMENDED ACTION: 1) Approve the restructuring of the Finance and Human Resources Departments into one department, Administrative Services; and 2) Approve the attached job specification of Administrative Services Director; and 3) Approve the attached job specification of Human Resources Manager; and 4) Approve the reclassification of the Director of Finance to the Director of Administrative Services and authorize a 15% salary increase. E. CONSENT CALENDAR The Consent Calendar adopting the printed recommended actions will be enacted with one vote. If Councilmembers or Staff wish to address any item on the Consent Calendar individually, it will be considered under SPECIAL CALL ITEMS. 1. MINUTES OF THE REGULAR MEETING OF JULY 15, 2019 AND SPECIAL MEETING JULY 22, 2019. RECOMMENDED ACTION: Approve minutes as written. 2. RESOLUTION AUTHORIZING PAYMENTS OF WARRANTS BY THE CITY DATED JULY 12, 2019 THROUGH AUGUST 14, 2019. RECOMMENDED ACTION: Adopt Resolution No. 2019-C28 allowing certain claims and demands and specifying the funds out of which the same are to be paid. 8/19/2019 - 5 - 3. HUMAN RESOURCES ACTION ITEMS. RECOMMENDED ACTION: Approve the Personnel Action Requests in accordance with the City of Azusa Civil Service Rules Section 5.7.5 and applicable Memorandum of Understanding(s). 4. PURCHASE ORDERS ISSUED IN JULY 2019 WITH CONTRACTS EXECUTED BY CITY MANAGER. RECOMMENDED ACTION: Receive and file the list of purchase orders issued in July 2019 with contracts executed by the City Manager. 5. CITY TREASURER’S STATEMENT OF CASH AND INVESTMENT BALANCES FOR THE MONTH OF MAY 2019. RECOMMENDED ACTION: Receive, review, and file the City Treasurer’s Report for the month of May 2019. 6. APPROVAL OF OFF-CAMPUS FEDERAL WORK STUDY PROGRAM AGREEMENTS WITH AZUSA PACIFIC UNIVERSITY. RECOMMENDED ACTION: Approve an agreement with Azusa Pacific University for Azusa Reads, Writes, Counts; and Approve an agreement with Azusa Pacific University Computer Lab Training Programs; and Authorize the City Manager to execute the amendments, in a form acceptable to the City Attorney, on behalf of the City. 7. ACCEPTANCE OF LOS ANGELES COUNTY MEASURE H INDIVIDUAL CITY GRANT. RECOMMENDED ACTION: Accept the grant award from Los Angeles County; and Approve necessary budget amendments and adjust the current fiscal year budget accordingly; and Authorize the Mayor to execute the agreement, in a form acceptable to the City Attorney, on behalf of the City. 8. ACCEPTANCE OF GRANT FROM THE CALIFORNIA STATE LIBRARY SERVICES FOR “VETERANS CONNECT @ THE LIBRARY”. RECOMMENDED ACTION: Accept the grant award from the California State Library; and Approve necessar y budget amendments and adjust the current fiscal year budget accordingl y. 8/19/2019 - 6 - 9. APPROVAL OF AGREEMENT BETWEEN AZUSA PACIFIC UNIVERSITY (APU) AND THE CITY OF AZUSA FOR UNIVERSITY RESOURCE OFFICER (URO) SERVICES. RECOMMENDED ACTION: Approve the attached one year agreement between the City of Azusa and APU to provide a full-time police officer to serve as a URO for the 2019/2020 APU undergraduate academic school year. 10. REQUEST FOR PURCHASE OF FARO 3D IMAGING SYSTEM. RECOMMENDED ACTION: Approve FARO Technologies as a sole source vendor under General Services Administration (GSA) Contract # GS-07F-197GA; and Consider and approve the purchase of the FARO 3D Imaging system in an amount not to exceed $61,903.67. 11. RESOLUTION ELECTING TO OPT-OUT OF THE STATE MANDATED CONGESTION MANAGEMENT PROGRAM. RECOMMENDED ACTION: Adopt Resolution No. 2019-C29 to opt out of the Congestion Management Program. 12. REQUEST TO MAKE A FINDING OF PUBLIC BENEFIT TO THE COMMUNITY AT LARGE FOR RECOMMENDED EXPENDITURES FOR THE TASTE OF THE TOWN SPONSORED BY THE AZUSA CHAMBER OF COMMERCE. RECOMMENDED ACTION: Make a finding that the community at large will receive a public benefit from the expenditure of funds for the recommended item. 13. AMEND BLANKET PURCHASE ORDERS FOR WEST COAST ARBORIST, INC. RECOMMENDED ACTION: Amend the existing L&W FY 18-19 blanket purchase order for West Coast Arborists, Inc. from $288,000 to $373,000; and Authorize an increase of the annual West Coast Arborist purchase order annual authorization from $677,992 per year to $815,300 per year. 14. APPROVE THE PURCHASE OF A BACKHOE/LOADER FROM SONSRAY MACHINERY LLC. RECOMMENDED ACTION: Waive purchasing procedures as authorized under Azusa Municipal Code Section 2.539 and approve the purchase of a backhoe in the amount not-to-exceed $158,506.90 from Sonsray Machinery LLC.; and Authorize the City Manager to execute a purchase/service agreement with Sonsray Machinery LLC for the purchase of the Case 590SN Backhoe/Loader and proposed attachments. 8/19/2019 - 7 - 15. REQUEST TO APPROVE PROFESSIONAL SERVICES AGREEMENT WITH MORSE PLANNING GROUP TO PROVIDE PLANNING AND ENVIRONMENTAL CONSULTANT SERVICES. RECOMMENDED ACTION: Approve a Professional Services Agreement with Morse Planning Group to provide on-call planning, environmental, and project management services in an amount based on the consultant’s hourly rate, not to exceed $25,000; and Authorize the City Manager to prepare and execute the agreement, in a form acceptable to the City Attorney, on behalf of the City. 16. MEMORANDUM OF UNDERSTANDING WITH LOS ANGELES COUNTY METROPOLITAN TRANSPORTATION AUTHORITY (LACTMA) FOR SUB-REGIONAL PARATRANSIT SERVICES UNDER THE PROPOSITION A DISCRETIONARY INCENTIVE GRANT PROGRAM FOR THE PERIOD JULY 1, 2018 THROUGH JUNE 30, 2022. RECOMMENDED ACTION: Approve the Memorandum of understanding (MOU) for the continued participation in the Metro Sub- Regional Paratransit Incentive Program 17. REQUEST TO AMEND PROFESSIONAL SERVICES AGREEMENT WITH MOORE, IACOFANO, AND GOLTSMAN (MIG) CONSULTANTS TO PROVIDE PLANNING AND ENVIRONMENTAL CONSULTANT SERVICES FOR THE CONSOLIDATED READY MIX PROJECT LOCATED AT 162 N. ASPAN AVENUE AND TO AMEND REIMBURSEMENT AGREEMENT BETWEEN THE CITY OF AZUSA AND THE APPLICANT OF THE PROPOSED PROJECT, CONSOLIDATED READY MIX, LLC. RECOMMENDED ACTION: Approve a Professional Services Agreement Amendment with MIG to provide planning and environmental services for the Consolidated Ready Mix project in an amount not to exceed $118,990.00; and Approve a Reimbursement Agreement Amendment between the City and the applicant, Consolidated Ready Mix, LLC, to reflect the amended PSA amendment terms; and Authorize the City Manager to prepare and execute the agreement, in a form acceptable to the City Attorney, on behalf of the City. 18. APPROVAL OF AMENDED AND RESTATED MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF AZUSA AND THE AZUSA CITY EMPLOYEES ASSOCIATION. RECOMMENDED ACTION: Approval of amended and restated Memorandum of Understanding between the City of Azusa and the Azusa City Employees Association. 19. APPROVAL OF AMENDED AND RESTATED MEMORANDUM OF UNDERSTANDING BETWEEN THE CITY OF AZUSA AND THE AZUSA CIVILIAN ASSOCIATION OF POLICE PERSONNEL. RECOMMENDED ACTION: Approval of amended and restated Memorandum of Understanding between the City of Azusa and the Civilian Association of Police Personnel. 8/19/2019 - 8 - 20. AGREEMENT WITH WELLS FARGO BANK TO CONTINUE BANKING SERVICES. RECOMMENDED ACTION: Waive Purchasing Procedure pursuant to Azusa Municipal Code section 2-539; Waiving of Purchasing Procedure, and approve the attached three-year Professional Services Agreement with Wells Fargo Bank, with the option of two one year extensions. F. SUCCESSOR AGENCY RELATED BUSINESS. 1. RESOLUTION AUTHORIZING PAYMENT OF WARRANTS BY THE SUCCESSOR AGENCY DATED JULY 12, 2019 THROUGH AUGUST 14, 2019. RECOMMENDED ACTION: Adopt Resolution No. 2019-R11 allowing certain claims and demands to be paid out of Successor Agency Funds. G. ADJOURNMENT.
