SUBJECT: REQUEST FOR PURCHASE OF FARO 3D IMAGING SYSTEM
BACKGROUND:
The Azusa Police Department Traffic Bureau investigates traffic collisions to include major and fatal
traffic collisions and in addition to investigating most crimes, the Detective Bureau also investigates
significant assaults, suspicious deaths and homicides. Currently both divisions rely on “point to point”
crime scene sketches which are very time consuming and accounts for a significant portion of the costs
associated with these types of investigations.
FARO Technologies is the sole source developer and manufacturer for the FARO Focus Scanners, and
sole source provider of hardware and software service, warranty, maintenance, annual calibration, and
training programs associated with FARO Focus Scanners, Scene Software and FARO Zone Software.
FARO Technologies incorporates a new way of using laser scanners to measure, collect, store, preserve
and present Traffic Collision/ Crime Scene data.
The Faro Focus Scanner technology would provide the Azusa Police Department better, more accurate
and enhanced crime and traffic scene documentation, while drastically reducing the amount of time it
takes to image such scenes.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1) Approve FARO Technologies as a sole source vendor under General Services
Administration (GSA) Contract # GS-07F-197GA.
2)Consider and approve the purchase of the FARO 3D Imaging system in an amount
not to exceed $61,903.67.

ANALYSIS:
Authorization is requested to purchase a 3D Imaging System for Traffic Collision Investigations/ Crime
Scene Investigations for the Azusa Police Department. With this system, evidence would be collected at
scenes using the 3D laser scanner and that evidence would be preserved digitally, meaning investigators
can use stored collision/crime scene data to continue their investigations. For investigators operating
without the aid of laser scanners, any measurements not taken at the scene can be lost forever. By using
the digitally preserved crime scene, investigators can go back – virtually – and get the measurements
they need. The laser scanner is a new way of collecting, storing, and presenting collision/crime scene
data that will greatly improve our current method of collecting evidence.
The purchase of FARO 3D Imaging system is available through General Services Administration (GSA)
Schedule of Contracts under Contract # GS- 07F- 197GA. According to Azusa Municipal Code Section
2-521 (a) Cooperative, piggybacking and multiple awarded bid purchasing with other agencies, bidding
requirements do not apply to GSA contracts. This purchase will fall under the schedule of contracts with
GSA. Once approved and ordered, there is a three day delivery estimate.
FISCAL IMPACT:
There will be no fiscal impact to the General Fund, as this purchase will be made from Supplemental
Law Enforcement Services Account, also known as SLESA. This expenditure will not exceed
$61,903.67, to include purchase, outfitting, training and delivery of the FARO 3D Imaging system.
