HomeMy WebLinkAboutE-12 Staff Report - Finding of Public Benefit - Taste of the Town 2019 - Azusa Chamber of CommerceCONSENT ITEM E-12 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: MATT MARQUEZ, ECONOMIC AND COMMUNITY DEVELOPMENT DIRECTOR DATE: AUGUST 19, 2019 SUBJECT: REQUEST TO MAKE A FINDING OF PUBLIC BENEFIT TO THE COMMUNITY AT LARGE FOR RECOMMENDED EXPENDITURES FOR THE TASTE OF THE TOWN SPONSORED BY THE AZUSA CHAMBER OF COMMERCE. BACKGROUND: The Azusa Chamber of Commerce will be hosting Taste of the Town – The Golden Heart of Azusa event to support the annual Golden Days festivities as described in their agreement with the City. The purpose of Taste of the Town is to host a community event and provide local businesses with an opportunity to participate and promote their business. The Azusa Chamber is requesting the fee associated with the temporary use permit be waived. The following action authorizes the City Manager to make a finding of public benefit expenditure in the total amount of $471.50 for a temporary use permit for the Azusa Chamber’s Taste of the Town on October 8, 2019. RECOMMENDATION: Staff recommends that the City Council take the following action: 1)Make a finding that the community at large will receive a public benefit from the expenditure of funds for the recommended item. ANALYSIS: The Azusa Chamber of Commerce will be hosting Taste of the Town – The Golden Heart of Azusa on Tuesday, October 8, 2019 from 5:00 p.m. to 8:30 p.m. For the second consecutive, Taste of the Town will be hosted at Lagunitas Brewing Company 1021 N. Todd Avenue. Taste of the Town will consist of the participation of restaurants, wineries and breweries. The purpose of Taste of the Town is to host a community event and provide local businesses with an opportunity to participate and promote their business. The Azusa Chamber will solicit business participation. Last year, there was a participation of over 35 vendors. APPROVED CITY COUNCIL 8/19/2019 Finding of Public Benefit – Azusa Chamber of Commerce Taste of the Town 2019 August 19, 2019 Page 2 Per the Municipal Code 88.51.030, a Temporary Use Permit is required to host short term activities that may not meet the normal development or use standards but may be acceptable because of their temporary nature. Per the reference code, a temporary use permit is required to host Taste of the Town. The fee associated with the Temporary Use Permit with a 25% discount for an Azusa-based non-profit is $410 and a Technical Enhancement Fee of $20.50 and a General Plan Fee of $41.00 for a total of $471.50. The Azusa Chamber of Commerce is requesting the fee associated with the Temporary Use Permit of $471.50 be waived similar to what was done last year. The following is a list of anticipated public benefits as a result of the finding of public benefit expenditure: • Encourages community-oriented activity; • Provides space for a pedestrian-friendly environment; • Creates a vibrant temporary gathering place for residents and visitors; • Provides a venue for local business participation in community events; and • Encourages shop local, shop Azusa. This action authorize the City Manager to make a finding of public benefit expenditure in the total amount of $471.50 for a temporary use permit for the Azusa Chamber’s Taste of the Town – The Golden Heart of Azusa on Tuesday, October 8, 2019. FISCAL IMPACT: There is no general fund impact associated with waiving the Temporary Use Permit fee for the Taste of the Town Traveling through the Cuisines.
