SUBJECT: MEMORANDUM OF UNDERSTANDING WITH LOS ANGELES COUNTY
METROPOLITAN TRANSPORTATION AUTHORITY (LACTMA) FOR SUB-
REGIONAL PARATRANSIT SERVICES UNDER THE PROPOSITION A
DISCRETIONARY INCENTIVE GRANT PROGRAM FOR THE PERIOD JULY 1,
2018 THROUGH JUNE 30, 2022
BACKGROUND:
Since 1978, the City of Azusa has provided transportation services to Azusa residents. Azusa Transit
also provides dial-a-ride services to the unincorporated Los Angeles County area adjacent to Azusa
through an agreement with the Los Angeles County Department of Public Works.
Based on the agreement to provide paratransit services to portions of unincorporated LA County, the
City is eligible for funding from the Sub-Regional Paratransit Incentive Grant Program established by
the Los Angeles County Metropolitan Transportation Authority (Metro). The program is funded
through Proposition A Discretionary Funds and has been used to supplement Proposition A and C Local
Return Funds used for the operation of Azusa Transit. This program incentivizes established local
paratransit operations to provide services to surrounding areas that are underserved or that cannot
support a standalone service.
RECOMMENDATION:
Staff recommends the City Council take the following action:
1)Approve the Memorandum of understanding (MOU) for the continued participation in the Metro
Sub-Regional Paratransit Incentive Program

ANALYSIS:
Under the Sub-Regional Paratransit Services Incentive Program, Metro will provide annual
reimbursement to the City for service to the LA County unincorporated area utilizing proceeds from
Proposition A. The actual reimbursement received is a function based upon the available discretionary
funding and the City’s performance of services and adherence to the program guidelines. For the fiscal
year 2015-2016, the City’s funding has been calculated as $42,896.
The attached MOU is for the period July 1, 2018 through June 30, 2022. Staff will submit the needed
applications and forms on an annual basis to continue receiving these critical funds.
FISCAL IMPACT:
These supplemental proceeds are critical to the operation of Azusa Transit as they will provide an
additional $42,896 for Fiscal Year 2019-2020. The proposed recommendation is a reimbursable grant
and has no fiscal impact to the General Fund.
