CITY HALL AZUSA, CALIFORNIA MONDAY, FEBRUARY 1, 1960 7:30 P.M.
The City Council of the City of Azusa met in regular
session at the above time and place.
Mayor Memmesheimer called the meeting to order and led CALL TO CEDER
in the salute to the flag.
Invocation was given by Rev. Benjamin Paroulek, First INVOCATION
Presbyterian Church.
Present at Roll Call: Councilmen: Paul, Ortuno, Johnson, ROLL CALL
Teasley, Memmesheimer
Also Present: City Attorney Williams, City En-
gineer Schulte, Supt. of Light &
Water Smith, Supt. of Public Works
Brusnahan, and City Clerk -Admini-
strative Officer Miller.
Supt. of Light and Water Smith presented a report rela-
tive to the 2" water mains which are recommended for
replacing.
Discussion was held as to the need for a current water
map before action could be taken on this matter.
Moved by Councilman Teasley, seconded by Councilman Paul,
and ordered carried that authorization be given for the
employment of additional Engineering help as needed to
bring the water maps up to date.
Moved by Councilman Johnson, seconded by Councilman Paul,
and ordered carried that Mr. Smith's report be tabled
until other data is available.
Council was notified that the street lighting in Tract
No. 20502 had been completed.
Notice was given of the resignation of George Flynn,
Apprentice Lineman, as of January 29, 1960.
Moved by Councilman Ortunq, seconded by Councilman
Paul, and ordered carried that the resignation be
accepted.
The Supt. of Light and Water requested that Council ask
the Personnel Board to authorize the following examina-
tions: Journeyman Lineman, Lineman Helper, Maintenance
Man I, and Welder.
Discussion was also held relative to the desirability of
establishing the position of Leadman in the Light and
Water Department.
Moved by Councilman Teasley, seconded by Councilman
Ortuno, and unanimously carried that authorization be
granted and the Personnel Board asked to set the exam-
inations. It was further moved that the Personnel Board
be asked to establish the position of Leadman in the
Light and Water Department and set the qualifications
for this position.
Mr. Glenn Vaniman, Supt. of Citrus Union High School
District, appeared before Council to request support
of the District's plea submitted to the Board of
Supervisors for financial assistance from the County
for off-site improvements at Citrus College so that
Bond money can be spent for school plant facilities.

Moved by Councilman Ortuno, seconded by Councilman COUNCIL BACKS
Teasley, and unanimously carried that the Administrative CITRUS UHS
Officer forward a communication to the Board of Super- DISTRICT FUND
visors backing the High School District in their request REQUEST
for funds from the County, and that a copy of the letter
be sent to Mr. Vaniman.
Alec Watkins, City Treasurer, appeared before Council to TREASURER'S
explain the financial report submitted at the previous REPORT
meeting. Mr. Watkins stated that the "earnings to date"
on his report meant earnings since the inception of the
project of investing in treasury bills and stated that
all information relative to treasury bills is contained
in the monthly reports submitted to Council by the
Treasurer.
Moved by Councilman Ortuno, seconded by Councilman
Teasley, that the oral report be accepted and the action
of the previous meeting requesting detailed reports be
reconsidered. Motion carried by the following vote:

A communication was received from the Azusa High School TRANSPRTN
asking financial assistance in the amount of $350.00 FUNDS APPVD
from the City towards transportation costs for sending FOR AZUSA HI
the Azusa High Marching, Band and Drill Team to the BAND - ATTY
National City Band Review on April 30th. TO PREPARE
AGREMNT
Moved by Councilman Johnson, seconded by Councilman
Ortuno, and unanimously carried that the request be
granted and the City Attorney authorized to prepare
an Agreement between the City and the School Board
whereby the City will pay the sum of $350.00 in exchange
for certain services to be performed by the Band.
It was recommended by the Department Heads and the Per- STEP RAISES

Moved by Councilman Paul, seconded by Councilman Teasley,
and unanimously carried that the resignation be accepted.
Resolutions were prepared accepting Grants of Easement
for the west 5 feet and the east 5 feet of Lot 1300 to-ri31
Tract 18890. These are the easements required for con-
nection of the Azusa Lane sewer with the sewer line on
Mason Street.
Councilman Ortuno offered the following Resolution
entitled:

A Resolution was presented permitting the Registrar of

Moved by Councilman Ortuno, seconded by Councilman
Teasley, and ordered carried that further reading be

In accordance with direction from the City Council, the
Attorney prepared a Resolution of condolence on the
death of Mrs. Evelyne Lake, former Personnel Clerk for

Moved by Councilman Paul, seconded by Councilman Ortuno,
and ordered carried that the Agreement be accepted and
the Mayor authorized to sign and City Clerk attest same
with a copy to be sent to County officials for their
approval.
A Resolution was prepared denying a request for a change
of zone to C-3 upon annexation of property owned by
Lloyd A. Larson, Sr. The request was for the proper
zoning needed to allow a Mobile Home Park on Sierra
Madre Avenue, the area known as Northerly Annexation
District No. 36.
Councilman Paul offered the following Resolution RES 4005 -

In accordance with Council authorization, the Attorney
prepared an Ordinance relative to the amendments to
Ordinance No. 438 as recommended by the City Engineer
and Chief of Police.
Councilman Ortuno offered for its first reading the IST RDG ORD
following Ordinance entitled: RE THROUGH
STREETS
AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA
AMENDING SECTION 13.02 OF ORDINANCE NO. 438 RELATING
TO THROUGH STREETS.

Moved by Councilman Ortuno, seconded by Councilman
Teasley, and unanimously carried that further reading
be waived.
Although the Ordinance cannot be adopted as yet, authori-
zation was given for the Ordinance to be written into the
codification now being prepared.
Chief of Police Kendrick requested authorization for an REQUEST FOR
additional Sergeant position in the Police Department, ADDL SGT
increasing the complement to six, stating that the ad- TABLED
ditional man was needed to provide supervision in the
Detective Bureau when the Sergeant and Lieutenant now
assigned are not present to give necessary supervision.
The Police Chief also requested authorization for the
purchase of one additional vehicle for the Police Depart-
ment, to be used by the Detective Bureau.
Moved by Councilman Johnson, seconded by Councilman Paul,
that both requests be tabled until budget study. Motion
failed to carry by the following vote:

Moved by Councilman Teasley, seconded by Councilman Paul,
and unanimously carried that the request for an additional
sergeant be tabled until the next regular Council meeting
for further information and clarification from the Police
Chief.
Moved by Councilman Ortuno, seconded by Councilman PURCHASE OF
Teasley, that the Administrative Officer be authorized ADDL VEHICLE
to purchase a new 6 cylinder vehicle for use by the FOR P D AUTHRZ
Police Department Detective Bureau. Motion carried by
the following vote of Council:

The City Engineer advised Council that Mr. Edward

indicated 5484, and the terms of his contract state that
he shall be paid $1.00 additional per stop per month for
each stop in excess of 5400. (See correction opposite)
Moved by Councilman Johnson, seconded by Councilman
Ortuno, and unanimously carried that Mr. Hartunian's count
of 5484 be accepted and that payment be retroactive to
November 1st, 1959, as agreed by Council at the meeting
of November 16th.

The San Gabriel Valley Kennel Club requested permission DOG SHOW
to hold their annual All -Breed Dog Show and Obedience REQUEST
Trial on Sunday, April 24th, at Memorial Park. GRANTED
Moved by Councilman Ortuno, seconded by Councilman
Teasley, that permission be granted subject to the
same conditions as in previous years relative to the
food concession, glean -up, police supervision, etc.
Motion ordered carried.
An application for a solicitor's license was received YALE STUDIO
from the Yale Studio, Photographers, 1257 N. LaBrea, SOLICITORS
Hollywood. REQUEST DENIED
Moved by Councilman Paul, seconded by Councilman Johnson,
and ordered carried that the request be denied.
It was the opinion of Council members that the local
photographers should be protected.
Notice was given that an application for an On -Sale ABC APPLCTN
Beer and Wine license had been received from the pre-
mises located at 708 N. Azusa Avenue, to be known as
Andy's. No action was taken by the Council.
Council members were reminded of the League of Calif- LCC BD MTG
ornia Cities Board of Directors meeting to be held 2/4/60
Thursday, February 4th, at Rodger Young Auditorium.
A communication was received from Mrs. Joan McKinney J McKINNEY
stating her availability for re-employment with the APPTD TEMP

Moved by Councilman Ortuno, seconded by Councilman
Teasley, and ordered carried that Mrs. McKinney be
appointed Personnel Clerk on a temporary basis until
the vacancy is filled.

Due to the denial of C-3 zoning with a Conditional Use
Permit, it was moved by Councilman Ortuno, seconded by
Councilman Teasley, and ordered carried that the report
on Northerly Annexation District No. 36 be filed.
The Attorney was asked to draw a Resolution of intention j
of annexation relative to Southerly Annexation District
No. 37, Revised.
Notice was given of the Annual Meeting of the California TAXPAYERS'
Taxpayers' Association to be held Thursday, February 18, ASSN MTG
at the Statler-Hilton Hotel, Los Angeles.
A communication was received from the Los Angeles County COMMNCTN RE
Engineering Office relative to the acceptance of the FIRE DIST
withdrawal of certain areas from the Consolidated County WITHDRAWALS
Fire Protection District, as set forth in Resolution No.
3979 of the Azusa City Council.
Moved by Councilman Teasley, seconded by Councilman Paul,
and ordered carried that the communication be filed.
Councilman Ortuno stated that Council members were in- CNCL MBRS
vited to be present at the City Hall on Sunday, INVITED TO

from the Knights of Columbus.
Councilman Johnson requested that further study be COMTE APPTD

Mayor Memmesheimer requested that the report be
studied by a Committee composed of Councilmen Teasley
and Paul, City Clerk -Administrative Officer Miller,
Mr. Earl Philleo, Mr. Rufus Ogilvie, and Mr. James
File from the firm of Swenson, Clarke and File, who
conducted the audit. Mayor Memmesheimer further re-
quested that the Committee report their findings to
Council as soon as possible.
The City Clerk stated that he had received notice from SERS RPT RE

Moved by Councilman Ortuno, seconded by Councilman Paul,
that the Resolution be adopted. The Resolution was then
passed and adopted by the following vote of Council:
