SUBJECT: REVISION OF SPECIFICATION SHEET FOR CLASSIFICATION
OF UTILITY CLERK CASHIER
Attached is a proposed specification sheet for the classification of Utility
Clerk Cashier, in accordance with the Finance Officer's request.
The most significant changes are as follows:
(1) Representative Duties - Clarification to more accurately reflect current
job duties.
(2) Organizational Responsibilities
Update job titles in accordance with City's Authorized Position List
(3) Knowledge and Abilities
Addition of requirement for ability to operate ten-key adding machine.
Recommendation
It is the recommendation of the Personnel Board that the City Council adopt
the attached revised proposed specification sheet for the classification of
Utility Clerk Cashier.

UTILITY CLERK CASHIER
JOB SUMMARY
Under immediate supervision -- performs clerical work in receiving, maintaining custody
of, transferring, and accounting for cash; and does other work as required.
Representative Duties
Accepts money from the public counter and issues receipts; receives and processes pay-
ments by mail; sorts and counts cash; prepares listings for the preparation of bank
deposit slips; prepares and balances reports of receipts; does routine clerical tasks;
receives customer complaints and requests; answers those of a general nature, and refers
specialized problems to proper utility employee; prepares turn-on and shut-off orders;
checks records and files; totals and proofs figures; operates radio-telephone to contact
utility field personnel.
Organizational Responsibilities
Utility Clerk Cashier is the entering level class in the utilities service office. An
employee in this class reports to the Consumer Service Manager and cooperates closely
with other utility office and field personnel, effectively handling a regular volume of
public contacts regarding bills; arithmetic and clerical accuracy are primary
responsibilities.
QUALIFICATIONS GUIDE
Training and Experience
High school graduation, or G.E.D. Certificate, and
one year of office clerical experience including handling of cash payments and contact
with the public.
Knowledge and Abilities
Ability to operate the 10-key adding machine and other basic office equipment; knowledge
of arithmetic, English, filing, and general office procedures.
Ability to make arithmetical calculations rapidly and accurately; make change; keep
simple records; learn the operation of a utilities office; meet the public, understand
their questions, and make satisfactory explanations; follow written and oral directions.
Skills
Typing: 25 wpm.

SENIOR UTILITY CLERK
After a review of the job specifications for Senior Utility Clerk, I
find there are really some artificial barriers in the specifications.
When these specifications were originally written, the billing operation
was completely different than it is today or it will be after August 1st,
when we are totally on our in-house system. The Senior Utility Clerk
is no longer required to do the complex operations on a continuing basis.
These operations are now accomplished by use of a computer.
I have asked Mr. Beresford to completely rewrite all of the job
• specifications for clerks in the Consumer Service office and they will
be presented to you in the near future.
For the present, I reguest that the requirement for "at least two years ,
in a public utility customer records and service office" and for good
knowledge of "electric and water utility customer records", be waived,
and some "college level training in bookkeeping or accounting" be
changed by deleting "college revel".

Attached is a proposed specification sheet for the classification of Inter-
mediate Utility Clerk, in accordance with the Finance Officer's request.
The most significant changes are as follows:
(1) Representative Duties - Section rewritten to more accurately describe
job duties. (Both the current and proposed descriptions are indicated
on the attached "working copy" of the revision.)
(2) Training and Experience
(a) GED Certificate added as an alternative to high school graduation
(b) Deletion of requirement for courses in the operation of office
equipment.
(3) Knowledge and Abilities
(a) Addition of requirement for ability to operate 10-key adding machines
and CRT On-Line Terminals and Printers.
(b) Clarification of necessary general knowledge and ability required to
perform job duties.
(4) Skills - Deletion of redundant reference to ability to operate office
equipment.
Recommendation
It is the recommendation of the Personnel Board that the City Council adopt the
proposed revised specification sheet for the classification of Intermediate
Utility Clerk.

opening, closing, and processing of customer utility accounts; operates a variety of
office machines; and does related work as required.
Representative Duties - CURRENT

takes "on" and "off" orders; handles transfers; reviews the unpaid closed accounts and
prepares them for transfer to a collection agency; prepares field orders.
Organizational Responsibilities
Intermediate Utility Clerk is an- experienced levelclassabove Utility Clerk Cashier,
requiring some training in utilities office procedures. An employee in this class
reports to the Consumer Service Manager. Primary responsibilities are to process
accurately new or closing accounts and to serve the public effectively in these and
related areas.
QUALIFICATIONS GUIDE
Training and Experience

Dear Sirs :
Foothill Center Merchants Association has agreed in principal to
present the Christiansen Amusements Carnival on August 6, 7, 8, and
9, 1981 on the parking lot facing Alosta west of the JCPenney Store.
Proposed operating hours are as follows : Thursday, 5 to 10 p.m. ,
Friday, 5 p.m. to 12 midnight , Saturday, 12 noon to 12 midnight ,
and Sunday, 12 noon to 10 p.m.
Rides to include : Sky Diver, Tilt-A-Whirl, Zipper, Octopus, Rock-
0-Plane, Merry-Go-Round, Lady Bugs, Elephant Ride, Round-Up, and
Scrambler. Prices will range from 600 to $1. 00 each.
We wish to be placed on the agenda for your regularly scheduled
meeting of July 20th, in order to comply with city regulations
regarding the issuance of a special events permit.
