The City Council of the City of Azusa met in regular session at the above time and place. Mayor Memmesheimer called the meeting to order and led in Call to the salute to the flag. Order Invocation was givenby Councilman Teasley. Invocation Present at Roll Call: Councilmen: Paul, Ortuno, Johnson, Roll Call Teasley, Memmesheimer Also Present: City Attorney Williams, City Engineer Schulte, Supt. of Light & Water Smith, and City Clerk -Administrative Officer Miller. With no corrections, the minutes of the meeting of January 18, Approval o: 1960, were approved as written. minutes of 1/18/60 The City Clerk reported that bids for the purchase of gaso- line for the year from March 1, 1960, to February 28, 1961, were opened in the office of the City Clerk on Thursday, February llth, at 10:00 A.M. The City Clerk presented the Gas bid to Affidavit of Publication and stated that bids were opened Signal 011 ` in the presence of Councilman Ortuno, the City Engineer, 1960-61 and the City Clerk. The Personnel Board submitted a recommended job classifica- Approval tion for the position of Personnel Clerk. The Administrative of quali- Officer also submitted a job description and qualifications fication for the position of Personnel Clerk, based on the qualifica- for Pers tions generally associated with that of Personnel Director. Clerk It was recommended by Councilman Paul that this matter be held over for further study. Moved by Councilman Teasley, seconded by Councilman Ortuno, that the qualifications for Personnel Clerk be accepted as revised and submitted by the Personnel Board to Council. Moved by Councilman Ortuno, seconded by Councilman Teasley, and ordered carried that the Personnel Board be authorized to schedule'an examination for the position of Switchboard Operator -Receptionist. The Supt. of Light & Water requested, -that intra -departmental Intra -dept examinations be given to establish eligibility lists for exams for the positions of Consumer Serviceman and Meter Reader in Cons Servmn that Department. Mr. Smith explained that no additional Meter Readei personnel would be necessitated at this time. authrzd Moved by Councilman Ortuno, seconded by Councilman Paul, and unanimously carried that the necessary examinations be authorized. The Chief of Police again requested that one additional Addl Police Sergeant's position be authorized to serve in the Detective Sgt authrzd Bureau. This request had been previously tabled. Moved by Councilman Ortuno, seconded by Councilman Teasley, and ordered carried.that the request be raised from the table. Moved by Councilman Ortuno, seconded by Councilman Teasley, that the request for an additional Sergeant in the Detective Bureau be granted. A rough draft of a supplemental Agreement with the Los Flood Contrl Angeles County Flood Control District was presented for Agrmnt under improvements and betterments of the bridges at Pasadena study Avenue, Cerritos Avenue, and Fifth Street over the Little Dalton Wash. Under the terms of this Agreement, the City would pay for widening of these bridges beyond their present expanse. Moved by Councilman Ortuno, seconded by Councilman Teasley, and ordered carried that Council members and the City Attorney be given copies of the proposed Agreement for study prior to the next Council meeting. The City Engineer stated that three temporary Engineer- Water maps ing aides had been employed to assist in the work required being complt to bring the water maps up to date. He further stated Temp aides that field checks were being conducted of lines, valves, employed hydrants, etc. to bring the existing maps up to date for preparation of the Master Map. It was felt by the Engineer that the removal of rails on 9th Street would be more satisfactory than covering the Pacific Electric tracks, as was originally planned. It was estimated that the money received from salvage of the rails would pay for the cost of their removal. Moved by Councilman Teasley, seconded by Councilman Ortuno, and unanimously carried that the City Engineer be author- ized to prepare plans and specifications for the removal of the rails, ties, the grading, and paving of 9th Street. It was requested that authorization be given for the Build- ing Inspector to be in his office each afternoon at 2:30 P.M. in the event anyone wished to contact him. If there was no business to be attended to, the Inspector would leave again immediately. However, authorization was neces- sary for addition time to be compensated for at contract rates. Moved by Councilman Paul, seconded by Councilman Ortuno, and ordered carried that authorization be given for the Building Inspector to maintain afternoon hours as required. It was requested by the City Engineer that the qualified voters requirement be waived for the Engineering Aide examination. Mr. Schultes reason for this request is that the majority of applicants for this position have not reached the legal voting age, and that many desirable applicants could be lost by this restriction. Moved by Councilman Teasley, seconded by Councilman Paul, and unanimously carried that the request waiving the voting age requirement be waived for the Engineering Aide examination. ate correction opposite) The Planning Commission, by Resolution No. 134, recommended a change of zone upon annexation for the property in the area of Ben Lomond Avenue and Aloata Avenue, known as Easterly Annexation District No. 38. The Treasurer's Financial Statement as of January 31st Treasurer's was presented to Council as follows:. Bank Balances, Financial exclusive of Investment Account; $602,510.57; Treasury Rpt filed Bills, $400,000.00; Bank Balance, representing earnings to date, $47,109.75; or a total of $1,049,620.32. Moved by Councilman Ortuno, seconded by Councilman Paul, and ordered carried that the report be filed. A communication was received from the DAR Industrial DAR Agrmnt Leasing, Inc. for termination of their Covenant and termination Agreement requiring thirty parking spaces. The reason referred to for the request is that the amendment to Ordinance No. City Engr 535 relative to parking in the M zones (Ordinance No. 619) makes the additional thirty spaces unnecessary. Moved by Councilman Ortuno, seconded by Councilman Teasley, and unanimously carried that the request be referred to the City Engineer for study and report. In accordance with Council request, the State Employees Retirement System made an actuarial survey to determine the amount of increase in benefits to employees who re- tired prior to July 1, 1956, if an amendment to the contract were adopted by the Council. It was determined that the cost to the City would be .810% of the payroll per month. The increase. would benefit ten retired employees. An Ord- inance was presented authorizing the contract amendment to allow the increase. Moved by Councilman Johnson, seconded by Councilman Ortuno, and unanimously carried that the Mayor be authorized to sign the Agreement. A Resolution was prepared relative to traffic control de- vices installation and removal. Councilman Ortuno offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA AUTHORIZING THE PLACING OF CERTAIN STOP SIGNS, THE REMOVAL OF CERTAIN STOP SIGNS, AND THE INSTALLATION OF CERTAIN OTHER TRAFFIC CONTROL DEVICES. Moved by Councilman Ortuno, seconded by Councilman Paul, and ordered carried that further reading be waived. It was the suggestion of Mr. Ed Taylor that Treasurer the Water District, comprised of Azusa, Alhambra, Sierra Madre, Monterey Park investigate the possibilities of contracting for the purchase of Feather River water. Moved by Councilman Johnson, seconded by Councilman Ortuno, and ordered carried that the Attorney contact Mr. Taylor stating that the Azusa City Council desires a meeting to be held with the State to discuss the possibility of con- tracting with the State for the purchase of Feather River water by the Water District. The Administrative Officer stated that he had also been in touch with Mr. Taylor, who indicated he was prepared to make a report to the Council at this time. Moved by Councilman Ortuno, seconded by Councilman Teasley, and ordered carried that the Administrative Officer contact Mr. Taylor, setting the date of February 29th at 7:30 P.M. for a meeting with Council. The City Treasurer requested that an Ordinance be intro- duced increasing the Treasurer's salary to $300.00 per month, and increasing the bond of the Treasurer to $50,000.00. After discussion on the subject, Councilman 1st rdg Ord Ortuno offered for its first reading the following Ordin- Increasing ance entitled: salary & bond of City AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, Treasurer COUNTY OF LOS ANGELES, STATE OF CALIFORNIA, REPEALING ORDINANCE NO. 497 OF SAID CITY, ENTITLED: "AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA, CALIFORNIA, FIXING THE COMPENSATION AND THE PENAL SUM OF THE BOND OF THE CITY TREASURER FOR THE TERM COMMENCING APRIL 19TH, 1960," AND FIXING THE COMPENSATION AND THE PENAL SUM OF THE BOND OF THE CITY TREASURER FOR THE TERM OF OFFICE BEGINNING WITH THE NEW TERM OF OFFICE IN APRIL, 1960. A communication was received from the Azusa Community Toy Loan bldi Coordinating Council requesting heating and repairs to repair reque: the Toy Loan Building, which is located on City property. to PW Supt Moved by Councilman Paul, seconded by Councilman Ortuno, and ordered carried that the communication be referred to the Superintendent of Public Works for a report and cost estimate of the needed repairs. CITY HALL AZUSA, CALIFORNIA MONDAY, FEBRUARY 15, 1960 A letter was received from the Azusa College requesting a change in dates for use of the Civic Auditorium for a mission play from March 10th and 11th, which had been pre- viously granted, to the 21st and 22nd of April. Moved by Councilman Johnson, seconded by Councilman Ortuno, and ordered carried that the request for change be granted. It was requested that the Mayor be authorized to proclaim the week of March 7 -13th as "California Public Employees Week". Moved by Councilman Teasley,. seconded by Councilman Ortuno, and ordered carried that the Mayor be authorized to sign the Proclamation. Notice was received of a transfer of Off Sale Beer & Wine license for the premises at 742 N. Azusa Avenue from Joe and Grace Gonzales to Manuel and Mary Vargas, Jr. No action was taken by the Council. A communication was received from Benjamin S. Parker asking that consideration be given to the use of his services as architect in the planning of the.proposed fire station. It was requested that the Mayor be authorized to sign an Agreement with the Northwestern National Life Insurance Company relative to participation by the City and the employees in the life insurance program. Moved by Councilman Ortuno, seconded by Councilman Paul, and unanimously carried that the Mayor be authorized to sign the Agreement. Mr. Everett Morgan, who had previously offered to purchase a strip of City -owned property adjoining his land at 12th Street between Azusa and San Gabriel Avenues for $360.00 plus costs, stated that he would not be willing to pay $500.00 for the property plus one-half of the escrow fees, if the City would pay the title insurance and the remainder of the escrow costs. (See correction opposite) Moved by Councilman Paul, seconded by Councilman Teasley, and unanimously carried that the proposal be accepted and the Mayor authorized to sign the deed and escrow instructions. Moved by Councilman Ortuno, seconded by Councilman Teasley, and ordered carried that the committee appointments be approved. It was also requested that reconsideration be given to the purchase of the 75 foot property in the 700 block of Alameda, which is owned by Mr. Ripps. Moved by Councilman Teasley, seconded by Councilman Ortuno, and ordered carried that the Committee just appointed also study the recommendation of negotiations with Mr. Ripps and report to Council. It was requested that the week of April 17-23 be proclaimed "Mt. San Antonio Relays Week". Council members were invited to.attend a Postal Salary Notice re Rally meeting sponsored by the Azusa postal clerks and Postal Salry carriers. The rally is to be held March 10th, 8:00 P.M., Rally mtg at the Azusa Woman's Club. Notice was received from the Los Angeles County Engineer- Bldg fees ing Office of accounting for fees collected for Building accounting Inspector services for the period from October 1 to filed' December 31, 1959• Moved by Councilman Teasley, seconded by Councilman Paul, and ordered carried that the communication be filed. A communication was received from the Air Pollution Control APCD commnetz District asking closer cooperation from the City on the ban filed of open fires. Moved by Councilman Teasley, seconded by Councilman Ortuno, and ordered carried that the communication be filed. Notice was given that the Government and Research Codes Govt Code should be available for distribution shortly after the available first of April. 4/1 It was requested that Officer Sinclair be authorized to Off Sinclair attend a four days seminar at Monterey relative to authrzd to juvenile problems. This seminar is to be held March 22-25. attend semnr Moved by Councilman Ortuno, seconded by Councilman Teasley, and unanimously carried that Officer Sinclair be authorized to attend the seminar with an accountable expense advance of $100.00 plus transportation costs. The City Engineer requested that two men from his Depart- Engr persnl ment be granted expenses for registration, mileage, meals, to attend and other necessary expenses to attend a State course in engr course Drainage Design in Highway Practice being conducted in Glendale on March 4-5 and 11-12. Moved by Councilman Paul, seconded by Councilman Ortuno, and ordered carried that two persons from the Engineering Department be authorized to attend the Engineering course being held in Glendale.
