Ronald Miller addressed a letter to the mayor and the city administrator com- plaining about the parking of vehicles and associated noise problems to the residents caused by people attending the swap meet. This has been an ongoing problem over the years which becomes more aggravated during holiday periods . By way of example , we have monitored the situation since the Christmas season and have not had any problems or complaints . Foothill Boulevard is currently posted from the drive- in east to Citrus Avenue "No Parking Sunday - 4:00 a.m. to 8:00 a.m. " As a temporary solution to the problem, it is recommended that the existing no parking signs be replaced with signs that read "No Parking 12 :00 a.m. to 12 :00 p.m. Sunday. " By posting this area as requested, we can resolve the noise and health problems associated with people leaving trash and urinating on the property of the residents who live there. It is anticipated that should we mark the street as suggested , the people , out of necessity, will then begin parking along Alosta Avenue from Rockvale Avenue east to Citrus Avenue. Should this occur , we will undoubtedly receive complaints from residents in the trailer park. This , then, becomes a vicious cycle relocating people who are waiting to get into the swap meet from one street to another . * it& * �,, 725 NORTH ALAMEDA AVENUE. AZUSA. If we restrict the streets surrounding the drive-in, they will then park in Azusa Square and adjoining businesses which will result in the same types of complaints . Even if they park in the shopping center , vacant lots , etc. , there still are no sanitation facilities available. We have made contact with the manager of the drive-in requesting that, at the end of the evening movies , the drive-in be opened for people to purchase their vending spots . The vendors would then be allowed entry into the drive-in. This would mean that the overnight vendors would already be located inside the drive-in and would not be parked on city streets . The manager indicated that he did not have the authority to make this type of decision. He also indicated a reluctance to accept this type of situation because the theater would be required to hire one or more employees to deal with the people. The drive-in currently opens up at 5 :30 a.m. Our request would mean that the drive-in would open at approximately midnight which would involve about five and a half hours of additional wages . The manager of the drive-in indicated that the problem of vehicles backing up on Foothill Boulevard only occurred on certain weekends throughout the year , usually on holiday-type weekends . During the rest of the year the vehicles do not back up to the condominiums on Foot- hill Boulevard. At this point it appears that there is a reluctance for the theater to cooperate in opening up earlier . There is a drawback to having the vendors inside the drive-in all night. Obviously, they could very well turn this into a weekly party resulting in drunkeness , noise , drug usage , and similar activities . However , it would mean that all of this type of activity would be confined inside the drive-in and would be isolated from any residential area. Page 3 The Honorable City Council January 15 , 1982 My recommendations are that 1 . We post Foothill Boulevard from the drive-in east to Citrus Avenue "No Parking 12 :00 a.m. to 12 :00 p.m. Sunday. " This may only be a temporary solution. Once it is posted, we will monitor and cite , and should the problem go to another area, we would take the necessary action. 2 . A letter be sent to the owners of the drive-in re- questing that they absorb the necessary expense and open the drive-in for admission immediately after the evening movie on those days when high vendor participation can be expected . 3 . Any littering that is done on city streets that we can attribute directly to the overnight parking of vehicles involved in the swat meet be cleaned up by city crews . The time andtexpense involved could then be computed and passed on to the management of the drive-in theater .
