Mayor Memmesheimer called the meeting to order and led in the salute to the flag. 155 7:30 P.M. Call To Order Present at Roll Call: Councilmen: Paul, Johnson, Teasley, Roll Call. Memmesheimer Absent: Councilmen: Ortuno Also present: City Attorney Williams, Engineer Schulte, Supt. of Light & Water Smith, Supt. of Public Works Brusnahan, and City Clerk -Administrative Officer Miller. There being no corrections, the minutes of the meeting Approval of of March 7th were approved as submitted. It was recommended by the Fire Chief that the annual Clean -Up Wk Spring Clean -Up Campaign be scheduled for May 14th to May=14-23 May 23rd at 7:00 A.M. Moved by Councilman Teasley, seconded by Councilman Paul, and ordered carried that the recommendation be approved. It was recommended that the following persons serve on Clean -Up Wk the committee relative to Clean -Up Week: Mayor Memmesheimer, Comte apptd Chairman of Public Works Teasley, Superintendent of Public Works Brusnahan, Police Chief Kendrick, Fire Chief Madison, City Engineer Schulte, and City Clerk -Administrative Officer Miller. Moved by Councilman Teasley, seconded by Councilman Paul, and unanimously carried that the committee appointments be confirmed. The Chief of Police requested confirmation of the appoint- J Warren ment of Jerry W. Warren as Police Captain at Step 4, $641, apptd Police as of April 1, 1960. R Guardado Guardado to attend the Seventh Annual Training Institute to attend e;:onsorr; by the California Check Investigators Association Conference at Tong Beach, April 28-29, 1960. It was estimated that Officer vuardado's expenses would run about $40.00. I -loved by Councilman Teasley, seconded by Councilman Paul, ,7d unanimously carried that Officer Guardado be author- ized to attend the Conference with an accountable expense advance of $40.00. Notice was given that Police Chief Kendrick had refunded Kendrick to the City the sum of $111.00, representing car allowance expense adv for the last week in January and the month of February returned when his vehicle was not used for City business. Moved by Councilman Paul, seconded by Councilman Teasley, and ordered carried that the notice be filed. The matter of Council action to determine appropriate zon- ing for a portion of proposed Easterly Annexation District No. 38, scheduled for this time, was held until a later hour for a full Council. Mr. Lloyd Larson, petitioner for annexation with appropri- Cncl & Plnng ate zoning for a Mobile Home Park and a Conditional Use Comsn to Permit for the area located on Sierra Madre just east of meet re zng Azusa Avenue, appeared before Council. Mr. Larson was for Mobile advised that Council was not ready at this time to take Housing any action on his case and would not be until they had met �- with the Planning Commission relative to their recommenda- tion as to the proper zone for a Mobile Home Park. Moved by Councilman Paul, seconded by Councilman Teasley, and ordered carried that the Administrative Officer attempt to set a meeting between Council and Planning Commission members at the Commission meeting of April 6th for the pur- pose of holding discussion as to the appropriate zoning for Mobile Home Parks. The Azusa College requested permission to use the Civic Azusa College Auditorium on Friday evening, April 1st, for the purpose to use Aud of presenting a film. 4/1 Moved by Councilman Teasley, seconded by Councilman Johnson, and ordered carried that the request be granted. Azusa Avenue, was requested by James P. Hodge and James P. Lauritson. Moved by Councilman Paul, seconded by Councilman Teasley, and ordered carried that the license be denied due to the fact that this area is a C-2 zone, and it was the concen- sus of Council and Planning Commission members that Trampoline Centers belonged in a C-3 zone. The applicants were to be advised that they could apply to the Planning Commission for a zoning variance, if they so desire. A communication was received from Mrs. Joseph L. Kirk, Property 1109 N. Orange Avenue, requesting the City purchase the purchase back portion of their property, approximately 90 x 55 request to feet, adjoining Northside Park, due to the fact that the Engr.- Kirk property has been rendered practically useless because of the chain blocking off both entrances to the alley. Moved by Councilman Johnson, seconded by Councilman Paul, and ordered carried that the matter be referred to the Engineer for study and report. Dr. Jack D. Forbes, Citrus Junior College, appeared before Dr.Forbes Council to request that the City give consideration to the add Cncl re purchase of Dalton Hill in order to preserve it as a histor- Dalton Hill ical monument and park. Dr. Forbes suggested use of the museum - ref Greever mansion as a museum, stating that many persons had to Park &Rec indicated their willingness to donate articles of interest. Moved by Councilman Teasley, seconded by Councilman Paul, and ordered carried that the communication from Dr. Fm bes, which outlined his oral request, be referred to the Park & Recreation Commission for recommendation. IGS CITY HALL AZUSA, CALIFORNIA MONDAY, MARCH 21, 1960 The Azusa Herald and Pomotropic submitted a request for use of the Civic Auditorium on Tuesday evening, March 29th, for the purpose of a Public Forum at which candi- dates in the forthcoming Municipal election would appear to answer questions of the public. Moved by Councilman Teasley, seconded by Councilman Paul, and ordered carried that the request be granted. The Supt, of Light and Water requested authorization to appoint Tony Contreras, who is on the current eligibility list, to the position of Meter Reader at Step 5 of the salary range, $402, effective March 27, 1960. Moved by Councilman Teasley, seconded by Councilman Paul, and ordered carried that the request be granted. Council members were notified that the installation of 11_ght and power lines in Tract 18093 had been completed. A Resolution was prepared accepting a Grant of Easement for utility purposes from Samuel and Eva Couch for a portion of Lot 42, Subdivision No. 2, Azusa Land & Water Co. Councilman Paul offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ACCEPTING A CERTAIN GRANT OF EASEMENT AND DIRECTING THE RECORDATION THEREOF. Moved by Councilman Paul, seconded by Councilman Teasley, and ordered carried that further reading be waived. Moved by Councilman Paul, seconded by Councilman Teasley, that the Resolution be adopted. The Resolution was then passed and adopted by the following vote of Council: AYES: Councilmen: Paul, Johnson, Teasley, Memmesheimer NOES: Councilmen: None ABSENT: Councilmen: Ortuno and numbered Resolution No. 4021. Authorization was requested for a Special Light Agreement between the City and O.K. Rubber Welders. The Supt. of Light and Water requested that the office employees of the Light and Water Department who wished to do so, be authorized to attend the 1960 Southern California Business Show at the Ambassador Hotel one evening between March 29th and April 1st, with account- able expenses not to exceed $50.00. Moved by Councilman Teasley, seconded by Mayor Memmesheimer, that the request be granted. Motion failed to carry by the following tie vote: AYES: Councilmen: Teasley, Memmesheimer NOES: Councilmen: Paul, Johnson ABSENT: Councilmen: Ortuno A communication was received from the Chamber of Commerce and the Downtown Business Mens Association requesting correction of the high curb situation on Azusa Avenue, which is resulting in a loss of business to the stores on Azusa Avenue because of the parking problem caused by the high curbs forcing occupants to alight from their automobiles into traffic. 8:32 P.M. - Councilman Ortuno entered the meeting. The tabled matter of consideration of plans relative to the high curbs on Azusa Avenue was again presented to Council. Moved by Mayor Memmesheimer, seconded by Councilman Teasley, and unanimously carried that the matter be lifted from the table. The Engineer then presented to Council plans for remedy- ing the high curb situation by constructing a concrete swale to carry the water down Azusa Avenue. The Engineer presented plans and specifications for the Apprvl of improvement of First Street from Irwindale Avenue plans & westerly to the City limits. The matter of appropriate zoning for proposed Easterly C-3 & R-3 Annexation District #38, held over from an earlier hour, zoning set was presented to Council at this time. The City Clerk for E Annex stated that he had checked the two petitions received Dist #38 relative to the zoning, and that eleven property owners on the petition of 119 names of persons to the east of the proposed annexation were within the 300 foot radius. It was further stated that 35 of the 76 petitioners to the south of the area in question were located within 300 feet of the property involved. t R-12 CITY HALL AZUSA, CALIFORNIA MONDAY, MARCH 21, 1960 Councilman Johnson stated she felt that the R-3 zone should extend all the way to Alosta on Ben Lomond to serve as a buffer for the property owners to the east. Moved by Councilman Paul, seconded by Councilman Ortuno, that the zoning recommendation of the Planning Commission be accepted zoning the property fronting on Alosta Avenue C-3 for a distance of 1308' more or less and a depth of 3401, except that portion within 150' of Ben Lomond Avenue shall be zoned C-3 for a depth of 150' only. All remaining property shall be zoned R-3 a distance of 1308' more or less for a depth of 243', except a portion extending northerly on Ben Lomond Avenue an additional 190' with a depth of 1501. It was further moved that a 60' street border the southerly end of the annexation from Calera Street to Ben Lomond Avenue and Calera shall be extended through to Ben Lomond; additional property to be acquired by dedication for the portion not in- cluded in the annexation; and the City Attorney authorized to draft the necessary Ordinance. Motion carried by the follow- ing vote: AYES: Councilmen: Paul, Ortuno, Teasley, Memmesheimer NOES: Councilmen: Johnson ABSENT: Councilmen: None The Supt. of Public Works requested authorization for the purchase of a small mobile patching roller for use of the Street Department. Moved by Councilman Teasley, seconded by Councilman Paul, and unanimously carried that the City look into the matter of the possible purchase of a roller from the Civil Defense surplus supply, and if none available from that source, authorization is granted to receive proposals for the pur- chase of a roller in accordance with specifications of plans furnished by the Public Works Superintendent at an estimated cost of $2,600.00. At the request of Council the Public Works Superintendent investigated the matter of repairs to the Toy Loan Build- ing as recommended by the Coordinating Council. Supt. Brusnahan reported that the Toy Loan is looking for new headquarters in a more desirable location, and he recom- mended removal of the Ground Observer Tower. Moved by Councilman Teasley, seconded by Councilman Ortunc, and ordered carried that the Administrative Officer contact the Coordinating Council to determine whether they have, or anticipate having, a sponsoring agency. 167 PAGE 7 Purchase of roller auth Toy Loan bldg rpt The Public Works Superintendent requested authorization to Promotional hold promotional examinations -for the positions of Utility exams authzd.. It was requested that the Personnel Board be authorized Maint Man to advertise for applicants for the position of Mainten- exam authrzd ance Man in the Street Department to fill existing vacancies. PT CITY HALL AZUSA, CALIFORNIA MONDAY, MARCH 21, 1960 PAGE 8 Councilman Ortuno inquired as to the progress being made 1911 Act on the 1911 Act proceedings in the vicinity of 3rd and report Hollyvale Streets, and was advised that the petitions are now being checked and should be ready for the next Council meeting. Notice was given that the Planning Commission by Resolu- tion 134, recommended the C-3 zone classification, effective upon annexation, for proposed Southerly Annexation District No. 37, Revised. Moved by Councilman Paul, seconded by Councilman Ortuno, and ordered carried that the zoning hearing on the pro- posed annexation be held on Monday, April 4th, at 7:30 P.M. in the Council Chambers and the City Clerk be in- structed to advertise the hearing. The annexation hearing is scheduled for 8:00 P.M. the same evening. Rev. B. J. Paroulek, Park and Recreation Commission member, submitted a report on the California and Pacific Southwest Recreation Conference which he attended recently. Moved by Councilman Johnson, seconded by Councilman Paul, and ordered carried that the report be filed. A letter of resignation from the Park and Recreation Commission was received from Mrs. Catalina Ramirez. Moved by Councilman Ortuno, seconded by Counci.1man_ Paul, and ordered carried that the resignation be accepted and the Attorney authorized to prepare a Resolution of com- mendation. A communication was received from the Employees Assn. expressing appreciation for the recognition shown recently to past and present employees in the awarding of service pins. Moved by Councilman Ortuno, seconded by Councilman Teasley, and ordered carried that the letter be filed. Council was advised that copies of Resolutions had been received from the City of Duarte suggesting amendments to the County Planning Ordinance and State Planning Act re quarrying. Moved by Councilman Paul, seconded by Councilman Teasley, and ordered carried that copies of the Resolutions be forwarded to members of Council. for their study. Council members were further advised that a Public Hear- ing would be held on Thursday, March 24th, at 9:30 A.M. relative to the petition of Consolidated Rock .for a change of zone from A-1 to Q. This hearing will be held in the Hall of Records Building, Los Angeles. A letter of commendation was .received from. the Aztec Band Booster's Club for the recent financial. support given the band by the City for participation in the National City Band Review. Notice was received of the increase in rates to $5.24 per diem per male prisoner and $9.44 per diem per female prisoner cared for in the Los Angeles County Jail. Moved by Councilman Teasley, seconded by Councilman Paul, and ordered carried that the notice be filed. A communication was received from Supervisor Bonelli stating that the sum of $77,000.00 should be placed in the 1960-61 preliminary budget for the road improvements needed in the development of Citrus College. Moved by Councilman Ortuno, seconded by Councilman Paul, and ordered carried that the notice be filed. Council was advised that copies of the minutes from the March 9th Area "D" Civil Defense meeting are on file in the office of the Clerk. Notice was given that a copy of a statement had been re- ceived from the Los Angeles County Watershed Commission relative to the report which will be presented to the Senate Subcommittee on Appropriations hearing the Forest Service budget. Moved by Councilman Ortuno, seconded by Councilman Paul, and ordered carried that the notice be filed. A communication was received by the City advising residents that polio shots will be given at 262 W. Cottage Drive, Covina, the 4th Monday of each month. Moved by Councilman Johnson, seconded by Councilman Teasley, and ordered carried that the notice be filed. A letter was received commending the Fire and Police Depart- ments for their prompt and efficient service. Moved by Councilman Teasley, seconded by Councilman Paul, and ordered carried that copies of the communication be forwarded to the Safety Departments for their records. The City of San Marino submitted a request that a joint meeting be held with 38 City Councils for the purpose of requesting the Board of Supervisors to hold the line on taxes. Moved by Councilman Teasley, seconded by Councilman Ortuno, and ordered carried that the Administrative Officer advise the City of San Marino that if such a meeting is scheduled, representative of Azusa will par- ticipate in the event. A report was received from the Fire Department after inspection of the City buildings listing the improve- ments or corrections needed. Authorization was given to investigate the reports further and make any correct- ions which can be done readily, while more information was requested as to some of the larger corrections, such as wiring. The Attorney presented the Ordinance relative to zoning of Easterly Annexation District No. 38. Councilman Ortuno offered for its first reading the following Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING ORDINANCE NO. 535 SO AS TO REZONE CERTAIN PREMISES. Moved by Councilman Ortuno, seconded by Councilman Paul, and unanimously carried that further reading be waived. The City Attorney requested authorization to attend the spring meeting of City Attorneys to be held April 25-26 in Monterey, with expenses to be shared with the cities of West Covina and Montebello upon their approval. Moved by Councilman Johnson, seconded by Councilman Teasley, and unanimously carried that the Attorney be authorized to attend the meeting and share expenses with the other cities. A legislative bulletin was received from the League of California Cities relative to a proposed Bill which would exempt medicines of all types, orthopedic, dental, ocular and similar devices from sales and use taxes. Moved by Councilman Paul, seconded by Councilman Ortuno, and ordered carried that the Administrative Officer be authorized to send communications to each person on the Finance Committee opposing adoption of such a bill. The League of California Cities, Los Angeles County Division, submitted a report and presentation of three study formulas as prepared by the Gas Tax Committee. It was recommended that a Committee, composed of Councilman Paul, Engineer Schulte, and Administrative Officer Miller study the report and make recommendation as to what, if any, formula should be followed, at the April 4th meeting in order that the view of Council may be presented at the League meeting of April 7th.
