SUBJECT: APPROVE THE PURCHASE OF A GROUNDMASTER 4010-D ROTARY MOWER
FROM TURF STAR WESTERN
BACKGROUND:
Park Maintenance staff currently utilizes a 4000 D Toro mower primarily to mow all grass areas in the
City’s parks. This piece of equipment requires frequent maintenance due to age and prohibits efficiency
due to size. Replacement of this mower will improve efficiency and lead to less downtime due to
maintenance. This action waives the competitive bid process and approves the purchase of a new
Groundmaster 4010-D rotary mower.
RECOMMENDATION:
Staff recommends the City Council take the following actions:
1)Waive purchasing procedures as authorized under Azusa Municipal Code Section 2.521 and
approve the purchase of a 4010-D rotary mower in the amount not to exceed $91,105.22 from
Turf Star Western
2)Authorize the City Manager to execute a purchase agreement with Turf Star Western for the
purchase of the Groundmaster 4010-D rotary mower and proposed attachments (See Attachment
1).
ANALYSIS:
Parks Maintenance Division currently utilizes a mower primarily to maintain all of the grassy areas in
the City’s parks. The current mower is a 4000 D rotary model and requires frequent maintenance.
Purchase of a new mower was approved in the FY 19-20 Capital Outlay budget.

The City’s purchasing procedures allow for the acquisition of equivalent equipment through a process of
competitive bidding by using other municipalities or through joint powers programs. In this case, Turf
Star Western was able to provide the City with National IPA Pricing (Contract #2017025). As a result,
the City can achieve the benefits of a competitive bid without the additional costs and delays associated
with the standard procurement process.
FISCAL IMPACT:
Funding for the purchase of the Groundmaster 4010-D rotary mower was included in the FY 2019-20
Approved Capital Outlay Budget in the Capital Assets and Infrastructure Replacement Reserve account
46-00-000-000-7140. The total amount approved for this purchase was $98,550 and the actual cost of
the mower is $91,105.22.
