HomeMy WebLinkAboutE-10 Staff Report - OTS Grant 19-20CONSENT ITEM E-10 TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL VIA: SERGIO GONZALEZ, CITY MANAGER FROM: MIKE BERTELSEN, CHIEF OF POLICE DATE: OCTOBER 7, 2019 SUBJECT: GRANT AGREEMENT FROM CA OFFICE OF TRAFFIC SAFETY FOR THE “SELECTIVE TRAFFIC ENFORCEMENT PROGRAM” (STEP) 2019-2020. GRANT NUMBER PT20005. BACKGROUND: Through a competitive process, the Office of Traffic Safety provides grant funding to selected police departments to assist in reducing the number of persons killed and injured in crashes involving alcohol and other primary collision factors. Based on the Office of Traffic Safety’s evaluation of Azusa’s traffic data, the City has been awarded $75,000.00 of grant funding to continue traffic safety efforts. RECOMMENDATION: Staff recommends the City Council take the following actions: 1) Approve the attached Resolution No. 2019-C34 accepting a grant in the amount of $75,000.00 (for hourly wages at an overtime rate) from the California Office of Traffic Safety (OTS) to conduct DUI Saturation Patrols to apprehend drunk drivers, Warrant Service Operations and other related traffic programs; and 2) Authorize the Mayor to execute the grant agreement. The Grant period will run from October 1, 2019 to September 30, 2020. ANALYSIS: The Azusa Police Department Traffic Division has applied for and was awarded a grant from the California Office of Traffic Safety. The Project title is “Selective Traffic Enforcement Program” (STEP) and the Grant number is PT20005. The Grant obligates the Police Department to conduct the following traffic enforcement activities: ten (10) Traffic Safety Campaigns, twelve (12) DUI Saturation Patrols; two (2) DUI/DL Checkpoints; one (1) Motorcycle Safety Operation; two (2) Warrant Sweeps; APPROVED CITY COUNCIL 10/7/2019 GRANT AGREEMENT October 7, 2019 Page 2 eleven (11) Traffic Enforcement Operations; two (2) Distracted Driving enforcement operations; four (4) Bicycle and Pedestrian Operations and two (2) Traffic Safety educational presentations. The activities will occur over the 12 month period of operation starting October 1, 2019. The pro-active enforcement efforts will be staffed by Azusa Police Officers on an overtime basis. The goal of the Selective Traffic Enforcement Program is to reduce the number of persons killed and injured in crashes involving alcohol, speed, red light running and other primary collision factors in the City of Azusa. This will be accomplished through a combination of enforcement and educational efforts. The Grant is worth up to $75,000.00 and reimburses The City for overtime salary and benefits for officers working the Grant details. The Grant also provides funding for specified equipment as well as specified training to be completed by Azusa Police Officers in furtherance of the Grant objectives. This Resolution has been approved as to form by the City Attorney. FISCAL IMPACT: This is a reimbursement grant in the amount of $75,000.00 from the California Office of Traffic Safety. Quarterly returns will be administered and filed by the Police Department on a schedule set by OTS. PT20005. WHEREAS, the Legislature and Governor of the State of California have agreed to reimbursement up to $75,000.00 for the program shown above; and WHEREAS, the California Office of Traffic Safety (OTS) has been delegated the responsibility for the administration of this grant Program, establishing necessary procedures; and WHEREAS, said procedures established by the California Office of Traffic Safety (OTS) require the Applicant to certify the approval of Application(s) by the Applicant’s governing body; and WHEREAS, the Applicant will enter into an Agreement with the State of California to carry out the Project. NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Azusa does hereby: 1.Accept the Grant agreement from the California Office of Traffic Safety (OTS) to cover the hourly wages at overtime rate for police officers and regular rate for reserve officers. Officers will conduct ten (10) Traffic Safety Campaigns, twelve (12) DUI Saturation Patrols; two (2) DUI/DL Checkpoints; one (1) Motorcycle Safety Operation; two (2) Warrant Sweeps; eleven (11) Traffic Enforcement Operations; two (2) Distracted Driving enforcement operations; four (4) Bicycle and Pedestrian Operations and two (2) Traffic Safety educational presentations in a 12 month period starting October 1, 2019 to September 30, 2020. 2.Certifies that the Applicant has or will have sufficient funds to operate and maintain the Project; and 3.Certifies that the Applicant has reviewed and understands the provisions contained in the California Traffic Grant Program Manuals; and 4.Appoints the City Manager as agent to conduct all negotiations, execute and submit all documents including, but not limited to Applications, Agreements, payment requests and so on, which may be necessary for the completion of the aforementioned Project. Attachment 2 The City Clerk shall certify the passage of this Resolution.
