SALARY Jose Amador Senior Redevelopment Project contingent upon results 4216/5 $5,654.75 Manager of physical examination 40-10i), ?:A4 AGENCY CONSENT CALENDAR Air H MEMORANDUM TO: Honorable Chairperson and Members of the Agency Board FROM: John Andrews,Economic Development/Redevelopment Director)k— VIA: Rick Cole,Executive Director, L/ 6.4, re'/43.1.0_• DATE: September 20, 1999 SUBJECT: Offer of Employment for Senior Project Manager Position RECOMMENDATION It is recommended that the Agency Board authorize the offer of employment for the Senior Project Manager position to Mr. Jose Amador at step 5 of the approved salary range contingent upon passing a physical examination and background investigation. BACKGROUND Agency staff and the Department of Human Resources have completed a comprehensive solicitation and appraisal of candidates for the position of Senior Project Manager. As a result of this process, staff is recommending a formal offer of employment to Mr. Jose Amador, at the above-noted salary step. Mr. Amador, currently the Enterprise Zone Program Manager for the City of Pasadena Community Development Commission,has over 11 years of Economic Development and Redevelopment experience with a number of Southern California Redevelopment Agencies including Pasadena,the Counties of Los Angeles and Riverside, and the City of Moreno Valley. Specific experiences include the management of a variety of citywide economic development and planning efforts, technical assistance to businesses, management of commercial improvement and rehabilitation projects and programs, administration of loan programs, and extensive business retention and attraction responsibilities. WORK PROGRAM RESPONSIBILITIES The Senior Project Manager will have responsibility for the following specific projects and programs contained in the Redevelopment Agency Work Program: 1) Krems Site/Azusa Pacific University DDA and Project Implementation; Honorable Chairperson and Members of the Board Offer of Employment for Senior Project Manager September 20, 1999 Page 2 2) Development of a Plan and Program for the Redevelopment of the Foothill Center; 3) Amendment to the Merged Central Business District/West End Redevelopment Plan and Project; 4) Preparation of the Agency's Five Year Implementation Plan Update; 5) Assistance with Agency efforts in the Neighborhood Improvement Zone Program; 6) Preparation of a Development Program for the Kincaid Pit; 7) Assistance as necessary with the Community Development Block Grant Program Implementation; 8) Citywide business retention and attraction efforts. FISCAL IMPACT The Senior Project Manager position is fully funded in the approved FY 1999-2000 Redevelopment Agency Annual Budget. AGENDA\srprojmgr.999.wpd
