IT DEVELOPMENT 41 VIA: HENRY GARCIA, CITY ADMINISTRATOR/ DATE: OCTOBER 2, 1995 SUBJECT: ADOPTION OF 1995 CONGESTION MANAGEMENT PLAN (CMP) SELF- CERTIFICATION RESOLUTION SUMMARY: In 1993 , the Metropolitan Transportation Authority (MTA) adopted a regional Congestion Management Plan (CMP) . This plan requires all cities and counties to adopt certain measures designed to reduce traffic congestion in the region. The plan also requires cities to annually adopt a resolution certifying that they are in compliance with the CMP requirements and attaching a local implementation report. A copy of this resolution and report are attached. Part of the implementation report is an accounting of credits earned by adopting traffic reduction measures and debits accumulated due to new construction which will generate more traffic. The City of Azusa is receiving credits this year for the park and ride spaces at the transit center under construction at Tenth Street and Vernon Avenue, along with the implementation of the shuttle to the Covina Metrolink station. Additional credits will be earned in the coming year for implementation of a vanpool matching system available to all businesses in Azusa. Documentation on these programs and the credit and debit system is attached. RECOMMENDATION: It is recommended that the City Council adopt the 1995 Congestion Management Plan self-certification resolution and local implementation report. /e. -7---,_:_ ------..
