Hsu, Director of Utilities': VIA: Henry Garcia, City Administrator if/ RE: Employee Appointments for Azusa Valley Water Company Employees and Adoption of New Classification Specification BACKGROUND Pursuant to the Agreement regarding the Tender Offer among Azusa Public Improvement Corporation, Azusa Public Financing Authority and the City of Azusa and Azusa Valley Water Company, dated April 15, 1993, the City agreed to assume the employees of Azusa Valley Water Company. One new classification specification has been approved for recommendation to the City Council for adoption into the classification plan as a Non-Represented Mid Manager at the salary of$4925 (7-13-93) by the Personnel Board for the position of Utility Financial Analyst. RECOMMENDATIONS I recommend that City Council make the following appointments including the adoption of the classification specification Utility Financial Analyst. Box 9500 • Azusa, California 91702-9500 Date Adopted: July 19, 1993 CITY OF AZUSA UTILITIES FINANCIAL ANALYST DEFINITION Under general direction, assist in analyzing, planning, directing, supervising and reviewing the financial activities of the Utilities Department; performs related duties as required. CLASS CHARACTERISTICS This single position class reports directly to the Utilities Director„ and the incumbent is responsible for developing goals, objectives, policies and priorities related to the department's finances. ESSENTIAL FUNCTIONS These functions may not be present in all positions in this class. When a position is to be filled, the essential functions will be noted in the announcement of position availability. Letters in parenthesis at the end of each function statement represent the abilities required to perform that function. 1 . Establish and review departmental financial operation criteria. (a b d e f h) 2. Coordinate department fiscal activities with other City departments. (a b d e f h) 3. Conduct utility rate studies; develop and present recommendations for changes in rate and fee structures. (a b d f g h) 4. Coordinate and review customer service, electric and water activities related to budgets, rates, work orders, projects, water and power purchases, and financial control processes. (a b c d e f g h) 5. Assist the Consumer Service Manager in resolving difficult accounting related problems. (a c e f i) 6. Assist in the preparation and administration of the utilities' capital improvement plan and budget. (a b g h) 8. Prepare a variety of reports, correspondence and special studies. (a b d f) 9. Represent the City's interest in meetings with related agencies. (a c e f g) 10. Monitor existing departmental contracts pertaining to power supply. (a b d f) 11 . Supervise staff as assigned. (a f i j k) REQUISITE ABILITIES a. Communicate clearly and concisely, orally and in writing. b. Research and prepare complex technical reports involving all phases of electrical water utility finances. c. Establish and maintain effective relationships with the community at large, the City Council, and other public officials. d. Prepare and interpret financial statements and cost accounting reports. e. Establish and maintain effective working relationships with City staff, representatives of other organizations, and members of the public. f. Analyze unusual situations and resolve them through application of management principles and practices. g. Represent the City at a variety of meetings. h. Design and install new and improved accounting and record keeping systems. i. Deal constructively with conflict and develop effective resolutions. j. Make decisions regarding operational and personnel functions. k. Select, train, supervise and evaluate employees. QUALIFICATIONS GUIDELINES Any combination of education and/or education that has provided the knowledge, skills, and abilities necessary for satisfactory job performance. Example combinations include graduation from an accredited college/university with a bachelor's degree in utility management and finance and five years progressively responsible financial, administrative, and supervisory experience with water and electric utilities. Knowledge and Skill Levels: Thorough knowledge of principles and practices of water and electric utility management; applicable regulatory codes and laws related to the development,management and operation of electric and water utilities; recent developments,current literature and sources of information regarding water and electric utility operations and finance; principles an practices of modern office management; principles and methods of financial planning, utility rate setting and public accounting; principles and practices of organization, administration, budget and financial management. Special Requirements: Possession of a Class C California driver's license and a satisfactory driving record. Page 3 of 3 1:00s 4Rip 91% TO: HONORABLE CHAIRMAN AND MEMBERS OF THE REDEVELOPMENT AGENCY 1 4 FROM: GEOFFREY CRAIG, DIRECTOR OF FINANCE ) VIA: HENRY GARCIA, EXECUTIVE DIRECTOR Or, DATE: JULY 14, 1993 SUBJECT: EXTENSION BY AMENDMENT OF RESOLUTION NO. 92-R63 BACKGROUND In view of the state budget crisis, informal side letters to the employee Memoranda of Understanding were negotiated with the recognized bargaining groups meeting the increased cost of group medical insurance and extending the agreements an additional ninety days. In addition to the benefits of recognized bargaining units, those for Redevelopment employees should also be extended and amended. RECOMMENDATION It is recommended that Council adopt the attached resolution amending and extending existing employee benefits by amending Resolution 92-R63.. attachment: Resolution 4z'z 7/03 iefr RESOLUTION NO. A RESOLUTION OF THE BOARD OF DIRECTORS OF THE REDEVELOPMENT AGENCY OF THE CITY OF AZUSA AMENDING RESOLUTIONS NO. 92-R63 SETTING FORTH BENEFITS FOR NON-REPRESENTED CLASSIFIED EMPLOYEES EFFECTIVE JULY 1, 1993. THE CITY COUNCIL OF THE CITY OF AZUSA DOES RESOLVE AS FOLLOWS: SECTION 1. Whereas, the Redevelopment Agency was developing its budget for Fiscal Year 1993-94 which budget process was directly impacted by the State of California, causing the Agency to delay the finalization of its own its own budget; and SECTION 2. Whereas, because there was uncertainty as to the development of the Agency budget, the Agency was unable to meet-and-confer to consider requests for increases in compensation; and SECTION 3. Whereas, existing Memoranda of Understanding and Compensation & Benefits Resolutions have expired; and SECTION 4. Whereas, employee bargaining unit representatives have signed Side Letters of Agreement which extend the contracts and modify certain benefits; and it is also appropriate to amend the benefits for Redevelopment employees; SECTION 5. Now, therefore, be it resolved that the Board of Directors of the Redevelopment Agency does hereby amend Resolution No. 92-R63 regarding Redevelopment employees extending it to September 30, 1993. The Agency Secretary shall certify the adoption of this resolution. ADOPTED AND APPROVED this 19th day of July 1993.
