SUBJECT: Offer of Employment for Senior Project Manager Position
RECOMMENDATION
It is recommended that the Agency Board authorize the offer of employment for the Senior
Project Manager position to Mr. Javier Mariscal at step 5 of the salary range approved by the
Agency Board on 4/19/99 contingent upon passing a physical examination and background
investigation. The position, classified as mid-management would also be eligible for the same
bi-lingual pay benefits as in the Azusa Police Management Association memorandum of
understanding.
BACKGROUND
On April 19, 1999, the Agency Board approved a revision to the classification of Redevelopment
Project Manager to reflect a title change to Senior Project Manager and an increase in salary of 5
percent. Staff is now recommending a formal offer of employment to Mr. Javier Mariscal, at the
above-noted salary step.
Mr. Mariscal, currently Redevelopment/Economic Development Manager for the City of Cypress
has ten years of redevelopment experience with a number of Southern California redevelopment
agencies. Specific experiences include the management of a variety of citywide economic
development planning efforts,preparation of Five Year Implementation Plans, and business
attraction and retention efforts.
WORK PROGRAM RESPONSIBILITIES
At the Agency Board's April 19 meeting, Board members requested of staff a listing of work
program responsibilities as they relate to this position. It is anticipated that the Sr. Project

Manager will have substantial responsibilities on a number of projects and programs which the
Agency is prepared to undertake. Specifically projects and programs for which the candidate
will have responsibility include: 1) Krems Site/Azusa Pacific University negotiations and
project implementation; 2) assistance with the amendment to the Central Area Redevelopment
Plan and Project; 3)preparation of the Agency's Five Year Implementation Plan Update; 4)
participation in Neighborhood Improvement Zone Program efforts; 5) assistance as necessary
with the Community Development Block Program implementation; 6) implementation of the
citywide Economic Development Strategy; and 7) citywide business retention and attraction
efforts.
FISCAL IMPACT
As identified in the April 19, 1999 Agency Board Report, there will be a long term increase of
$3,100 annually to the Redevelopment Agency's personnel budget.
