BACKGROUND The 2015 Special Olympics World Games will be held in the Los Angeles region from July 15, 2015 through August 2, 2015 and are being described as the largest sports and humanitarian event in the world in 2015 and the single biggest event in Los Angeles since the 1984 Olympic Games. There will be 7,000 athletes and 3,000 coaches representing 177 countries competing in 25 Olympic-style sports events; along with 30,000 volunteers and an anticipated 500,000 spectators. One element of the event as presented by the Special Olympics organization is the Host Town Program, a three-day program that takes place prior to the Opening Ceremony. At their Host Towns, athletic delegations from around the world are welcomed and celebrated. The Host Towns organize cultural activities unique to the area and in general provide an opportunity for the athletes to get to know the community and provide practice venues and rest for the participants. Host Towns are responsible for about 100 athletes, and provide lodging, food, training facilities, activities and local transportation during the three day program prior to the Opening of the Games. ANALYSIS The cities of Duarte and Glendora have decided to participate in the Host Town program in partnership with Azusa Pacific University (APU). These two cities would each assume responsibility for one of the three days of the program and APU has offered to provide campus accommodations, facilities use and breakfast for the 100 athletes and their coaches. Both cities have approached the City of Azusa to see if we would be interested in serving as a Host Town for the third day of the three day commitment prior to the commencement of the Special Olympics activities. The City of Azusa would be responsible for the first day of the program. Athletes would arrive in the afternoon of July 21 at APU, where they would move into their accommodations. The City of Azusa would later in the day transport the athletes and their coaches to an evening dinner sponsored by the City and arrange some form of program and entertainment. After the dinner the City would transport them back to APU. That would conclude the City's responsibilities The cities of Duarte and Glendora would each serve as hosts the other two days, and would arrange a tour for the athletes in their city of some facility (Duarte is in discussions with the City of Hope regarding hosting a luncheon and campus tour). Staff believes it would be a worthwhile activity in which the City should participate. The Special Olympics World Games 2015 is a very unique event that will showcase the entire region and is a very worthwhile and important program. Our neighbors to the west and east have already agreed to serve as hosts and this would present an opportunity to collaborate with them in a very positive way. Additionally APU has made a significant contribution in providing the accommodations, breakfasts and training facilities. It would seem appropriate that the City, which is the home to APU, should join them and our neighboring cities in sponsoring this program, at a very minimal costs or possibly no cost at all (as described below). FISCAL IMPACT As mentioned each Host Town would be responsible for the costs of hosting the approximate 100 athletes and their coaches. For the City of Azusa the cost would be fairly minimal since we will serve as the host the first day, when they arrive. Our cost would include transportation from APU to the dinner, providing meals for all the attendees (estimated at approximately 150), arranging and paying for entertainment and transporting the athletes back to APU. The University will house them, provide breakfast and training facilities. It is estimated that the cost to the City should not exceed $2,000, exclusive of staff time. The other cities are pursuing donations and financial sponsors to assist with the cost and staff would suggest Azusa take the same approach should the Council vote to participate in the Host Town program. Altogether, there will be approximately 100 Host Towns. HOW MANY ATHLETES WOULD SPEND TIME AT A HOST TOWN? Host Towns will have the opportunity to roll out the red carpet for approximately 100 athletes--typically one or two delegations. WHAT DOES A HOST TOWN HAVE TO DO? The Host Town will be responsible for 100% of the costs of hosting their delegations, which includes expenses such as lodging and food. The World Games 2015 has experience advising Host Towns and can provide suggestions for securing in-kind donations and holding fundraisers. WHY SHOULD MY COMMUNITY BECOME A HOST TOWN? You and your neighbors will be taking part in the largest humanitarian and athletic event Los Angeles has seen since the 1984 Olympics. Over 7,000 athletes will show courage, determination and joy as they spend three days in your community and then go on to compete in 25 different events during the World Games. Talk to local colleges and universities about a donation of dormitory space. Or, speak to hotel chains in your area—many will want to be part of the Special Olympics experience either by donating space or providing rooms at a discount. Make sure you have plenty of volunteers on hand to welcome the athletes, show them to their rooms and assist with baggage. O TRAINING FACILITIES —You should make sure that the athletes have a way to practice their skills prior to the Games or just have an opportunity to work out. Check with local schools to find out what facilities might be available, including a gym with training facilities, a soccer-style field and a track. O FOOD — You will want to supply nutritious food and plenty of water. As with any athlete, it is important that they be given healthy breakfasts, lunches and dinners. Make arrangements with local restaurants, civic clubs, and colleges to provide meals for athletes. Involve community members in a giant Pot Luck. Ask local markets for food donations. Olt TRANSPORTATION — You should determine your transportation needs. The World Games 2015 will be responsible for bringing the Special Olympics athletes to and from your community. You will need to arrange transportation to bring them to local events during their visit. Speak to local bus companies, car dealers or car rental agencies to see whether they can contribute their services or provide a discounted rate. O ACTIVITIES — You should plan some great activities to introduce the athletes to your community and spread the word about the World Games. Arrange for 2 two-hour events to be held on July 22 and July 23, and a possible activity on July 21 if the delegation arrives earlier in the day. Be sure to highlight what is unique about your community, such as a historic site. Bring in local artists, writers, and performers to create special events. Look for interesting places to hold cultural events. O SECURITY— You will need to supply basic oversight of your events to make sure your three days go smoothly. LOS ANGELES 2015 .4, a" A` Each Local Organizing Committee (LOC) should recruit the following volunteers to fill the following roles: • Chairperson: Responsible for overseeing all aspects of the Host Town and responsible for recruiting and managing the members of the LOC. • Accommodations: Responsible for securing and managing accommodation for the Delegations. • Transportation: Responsible for securing and managing transportation to and from all events during Host Town. • Food Service: Responsible for securing and managing all meal service for the Delegations to include three meals each day. • Activities and Special Events: Responsible for coordinating an overall schedule of events for the Delegations. • Sports Training: Responsible for securing the training facilities for the athletes. • Volunteers and Community Involvement: Responsible for creating connections with local community leaders, youth groups and organizations to encourage volunteering. • Fundraising: Responsible for raising funds and securing donations to cover the cost of the Delegations' participation in Host Town and related special events. • Public Awareness and Media Coordinator: Responsible for establishing a public awareness campaign for the Host Town, informing local media of the delegates activities and appearances. • Language Service: Responsible for recruiting local community volunteers who have language skills to support the Delegations visiting the Host Town. • Medical: Responsible for informing the nearest hospital regarding the arrival of the athletes. • Finance: Responsible for creating and managing an overall budget for Host Town activities. • Safety&Security: Responsible for creating a safe and secure environment for the athletes.
