Amendment of Rule No. 17

3.Where the customer is the owner, lessee, or operator of a multifamily
accommodation and electricity is sub metered and resold to tenants at the same
rates that the Utility would charge for the service if supplied directly; or
This does not permit third party owned electric vehicle fueling stations to be compensated for
providing electricity used to charge electric vehicles. By amending Rule No. 17 with the
following additional exception, the electric vehicle charging station owners/operators will be
allowed to recover their cost of electricity while providing this much needed service:
“Where the Customer has ownership or control of a public access electric vehicle
charging station and resells the electricity necessary to fuel electric vehicles to
recover the Customer’s costs of providing the service to fuel electric vehicles.
Customers are required to comply with applicable City of Azusa parking
requirements and standards.”
FISCAL IMPACT:
The proposed amendment of Rule No. 17 is expected to increase electrical sales within the City,
which will have a positive fiscal impact on the ALW budget because existing distribution
facilities will be more fully utilized. The retail revenue produced by the increased vehicle
charging is expected start out low; however as more electric vehicles are purchased, the revenues
will likely increase over time.
