ANALYSIS:
On June 13, 2019 Staff advertised in the San Gabriel Valley Tribune to solicit proposals for
engineer, inspection, and commission for an additional circuit breaker in the Azusa Substation.
On June 26, 2019, Staff held a pre-bid Job Walk with prospective bidders to discuss the scope of
works and the project requirements. On July 18, 2019, Staff received only one proposal from
Electric Power Systems (EPS), Inc. for the not-to-exceed amount of $49,999.
The scope of works consists of three phases: Engineering, Inspection, and Commissioning.
There will be time out periods between phases. First, EPS will prepare detailed drawings and
specifications of the scope of work for use in the solicitation of a construction contractor. Staff
will then seek Utility Board’s approval to solicit bids for the project construction based on these
drawings and specifications. EPS will then serve as owner’s engineer during the project
construction and commissioning phase for quality assurance. Staff has reviewed the EPS
proposal for each phase of the project, and found it to be in conformance with the scope of work
and functional specifications.
Staff compared the hourly rates of EPS’s and other consultants who had provided similar type of
service, and they are within reasonable range. The table below depicts the comparison.

Based on its vast experiences in substation works and reasonable cost EPS has proposed, Staff is
seeking Utility Board’s approval in awarding a Professional Service Contract to EPS to perform
the EIC services to add a Medium Voltage Circuit Breaker at the Azusa Substation.
FISCAL IMPACT:
The cost of EIC services for Project L-2019CB is $49,999. Funding for this project is budgeted
for under the Utility’s Capital Improvement Budget Acct # 33-80-000-730-7120.
