In the absence of the Mayor, the Deputy City Clerk called the meet- ing to order at 12:28 P.M. Present at Roll Call: Councilmen: Paul, Johnson, Teasley 49 12:15 P.M. Also Present: Supt. of Public Works, Brusnahan, Park Foreman Arthur Brown It was moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried -that Councilman Johnson preside at the meet- ing in the absence of the Mayor.. It was Council's intention to determine the facts regarding the discharge of Dave Miranda as a part-time employee from the Park Department. Mr. Miranda; who:wa's present al -the meeting, was called before the Council to explain the details of the day of his discharge. Mr. Miranda felt that he had received :unduly harsh treatment, inboth the discharge and the manner in which it was done. He stated that he felt there was no cause for this as he had merely been talking to some of the empioyees in a public area; that his work had been completed and he was on hisown. time; and Mr. Brown had no right to stop Dave from talking with the men. CALL TO ORDER ROLL CALL COUNCILMAN JOHNSON TO PRESIDE IN ABSENCE OF THE MAYOR RE: DISCHARGE OF DAVE MIRANDA (Dave Miranda) Park Foreman, Brown, explained that Mr. Miranda interfered with the (Arthur Brown) work of the other men; that it was more than a matter of a few words. He mentioned .this to. Mr. Miranda at II:IP A.M., and at 11:20 A.M., Mr. Miranda was still talking. Mr. Brown went on to explain that the difficulties with Dave Miranda were constant and he .was obliged to tolk with him about this on many occasions. Dave Miranda objected to Mr. Brown's explanation of trouble concern- ing him. Councilman Johnson requested Supt. of Public Works, Brusnahan, to explain the over all problem. Mr. Brusnahan stated that it was difficult to.explain tha.problem as there had.been many incidents:simitcr tathis. He explained that Mr. Miranda's work is clean up work for 4 hours per day and one of the continual problems along these lines is that Mr. Miranda is not able to accept direction. Councilman Johnson explained to Mr. Miranda that the City has helped him all the way, and that he in turn must do what had to be done. Councilman Paul stated that Dave Miranda must be cooperative with those whom he worked for and with. Mr. Brusnahan stated that certain changes should be made which are necessary to good operation. He stated that along with. the lack of cooperation,__ Mr. Miranda would interrupt the other workers, (Dave Miranda) ( J . Mr. Brusnahan asked the Counci I's wishes in regard to Mr. Miranda. Councilman Johnson stated that it would be difficult to restrict Mr. Miranda to any extent, however, heawst:behdve. in regardJo dis- turbing the other workers. Mr. Brusnahan stated to Mr. Miranda that he shouldn't hang around the park. Councilman Paul stated that the: "Council owes Dave.a job" isnot so. Dave Miranda must learn to get along with everyone, and must-Qrn to take orders just the some as al I the other City employees. Councilman Johnson stated that Dave Miranda must cooperate or risk the job. Mr. Brusnahan, made another statement regarding Dave Miranda's time. He said Dave was supposed to go to work at 8:30 A.M. but did not show up. Mr. Miranda claimed he did. Councilman Paul stated that Dave must work for Mr. Brusnahan and therefore these things should be straightened out with him. Mr. Brusnahan asked if Dave would.continuehis job,with no further arguments. Mr. Brown asked if his attitude would change. Dave Miranda stated that he may not stay here. Councilman Paul suggested that Dave Miranda do his work and take his orders otherwise he may lose his job. He stated that the Department Head is to make the decision and if this problem wasn't remedied, there would be no other recourse. Mr. Miranda made reference to the language used by Mr. Brown when he was told to leave the park area. Councilman Johnson stated that Dave Miranda start to work at 7:00 A.M., at the City Hall, and report to Arthur Brown for assignment. Now it would be up to Dave. 12:15 P.M. She stbted'thbt it was not right to run rough shod over the men. It was her suggestion that Dave Miranda be helped:to change slowly rather than trying to rush through any changes. , ' (Arthur Brown) Arthur Brown stated that he had not used any rough language and it. was Dave's argumentative attitude which causesdissensiorr.. (Mr. Brusnahan) Mr. Brusnahan stated that Dave Miranda is intelligent and basically a good person, however, he vents his frustrations on the nearest person. 1:15 P.M. Mayor Ortuno arrived. MAYOR ORTUNO ARRIVES AT MTNG. There was a general discussion after Mayor Ortuno arrived to brief GENERAL DISCUSS - him on what had already occurred. Dave Miranda's attitude was ION RE:MIRANDA also discussed and Council explained .the situation to Mayor Ortuno 52 CITY HALL AZUSA, CALIFORNIA TUESDAY, SEPTEMBER 20, 1960 12:15 P.M. Further discussion was held concerning Insurance coverage for Dave Miranda. (Mayor Ortunc) Mayor Ortuno stated that the attacks Dave Miranda was prone to could be cause for dismissal; that it was necessary for Dave to keep away from any dangers because of these attacks. Council asked if Dave Miranda is receiving any public aid. It was stated that Dave Miranda is not on Public Aid. 53 Moved by Councilman Teasley, seconded by Councilman Paul, —.' and unanimously carried that the meeting ,be adjourned, 1:22 P.M.
