Mayor Ortuno called the meeting to order at 7:45 P.M. Present at Roll Call: Also present: Councilmen: Paul, McLees, Johnson, Teasley, Ortuno. City Clerk James Miller, Officer George Caswell. Acting Administrative Others present were: Mr. Lyle Cunningham and Mr. Hal Martin of the Griffenhagen - Kroeger Company. Mr. Cunningham spoke briefly of the preliminary report of the Admini- strative survey made by Griffenhagen - Kroeger outlining their desire to be objective in the report. Mr. Cunningham emphasi*ed that Phis was a preliminary report and indicated to the members of the City Council that he would welcome an opportunity to determine if this deport carried recommendations along the lines desired by the Council. 201 7:30 P.M. CUNNINGHAM PRELIMINARY REPORT In recom%ending the �estdblishment of the position of City Administrator DISCUSSION OF CITY Mr. Cunningham said this would be definitely included in the final ADMINISTRATOR'S report. The various needs and reasons for a new Ordinance and the INFLUENCE AND breadth of influence and authority were discussed. AUTHORITY The recommendation for establishing the position of Director of Finance DIRECTOR OF FINANCE was discussed, bringing out some of the reasons why this position would POSITION DISCUSSED be another definite recommendation, and the handling of financial responsibiJities be done on a uniform basis. A recommendation on the position of City Engineer was discussed. Certain CITY ENGINEER requirements and background would be required of a new City Engineer POSITION DISCUSSED to more closely knit the functions of Planning and Engineering. The possibility of coordinating Engineering and Water operations was brought out. f Mr. Hal Martin presented the part of the :prejiminary report dealing MR. HAL MARTIN with the present financial recommendations including budgeting fund FINANCIAL RECO- reserves and capital outlay programs. MMENDATIONS Mr. Martin suggested a program to reduce current expenditures as much as possible for the current fiscal year. The adoption of a performance budget was also recommended for fiscal 1961 - 1962. Certain minimum fund reserves were suggested and a policy of reserves for capital outlay programs in both Light and Water departments was suggested. A program for replacement of equipment was suggested. ADJOURN TO EXEC - Moved by Councilman Paul, Seconded by Councilman McLees and UTIVE PERSONNEL unanimously carried that the Council members adjourn to the executive SESSION personnel session in the office of the City Clerk.
