The City Council of the City of Azusa met in regular session at the above time and place. Mayor Ortuno called the meeting to order and led in the salute Call to Ord. to the flag. Invocation was given by Rev. Edward Valbracht, Calvary Invoc. Evangelical Lutheran Church. Present at Roll Call: Councilmen: Paul, McLees, Johnson, Roll Call Teasley, Ortuno Also present: City Attorney Williams, Superintendent of Light & Water Smith, Administrative Officer Caswell and City Clerk Miller Mayor Ortuno asked whether there were any corrections to the App. of Min,, minutes of the meeting of February 20th. Councilman Johnson stated that on page 6, the word bank should 2/20 read tank. With no other corrections, the minutes were approved as amended. The minutes of the meeting of February 27th were approved as 2/27 submitted. Council members were advised that a new 6" water main and fire Install. hydrant had been installed on Santa Fe Avenue between Dalton of main and Soldano Avenue. A Grant of Easement for utility purposes from Clark Lewis was presented to Council. Councilman Paul offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ACCEPTING A CERTAIN GRANT OF EASEMENT AND DIRECTING THE RECORDATION THEREOF. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that further reading be waived. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that further reading be waived. A proposed Agreement between the City and the Citrus Union High School District was presented for the consideration of Council. The agreement calls for the installation of 8" curbs and 18" gutters along Baseline Road between Cerritos and Rockvale in consideration of the sum of $1,648.35• Moved by Councilman Johnson, seconded by Councilman Paul and unanimously carried that the Mayor be authorized to sign the Agreement. 277 Res. 4147 Gr.of Esmt, (Almond) y4- Agmt . with CUHSD 01,) a A new Master Water Map was presented to Council by Acting City Acc.of Engineer Sennewald, who pointed out that the new map is easier Wtr. Map to read than the former map and is acceptable to the Fire Un- derwriter's and the requirements of the American Water Works Association. Moved by Councilman Teasley, seconded by Councilman Paul and unanimougly carried that the Master Water Map be accepted. The Acting City Engineer reported to Council that work will commence shortly on the signalization and channelization of Arrow Highway and Cerritos Avenue. It was reported bythe Assistant Engineer that Ralph Fitzsimmons, Military Senior Engineering Aide, had been ordered to report for active IV. -R. duty in the Army Reserves on March 5th and would be absent for Fitzsimm. approximately 3 months. Mr. Sennewald requested authorization to retain part-time help in Mr. Fitzsimmons' absence. Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the request to employ part-time help in the Engineering Department be granted. Mrs. Irene McLeod, 1127 N. Angeleno Avenue, and Mr. Martin Offenbecker, 325 W. Channing, appeared before Council to voice opposition to a proposed rock quarry rumored to be contemplated in the spreading grounds in the northwest area of the City. Moved by Councilman Johnson, seconded by Councilman Teasley an! unanimously carried that the Administrative Officer be instructed to investigate and bring all possible information n R matter to Council. The hour of 8:00 P.M. was set for public hearing on the pro- posed amendment to the Municipal Code on the procedure relative to precise plan of design as recommended by Planning Commission Rock Gry. rdisc. d. The City Clerk presented the Affidavit Precise of Publication and stated that no communications had been plans received in regard to the proposed amendment. There being no persons in the audience wishing to be heard relative to this matter, it was Moved by Councilman Teasley, seconded by Councilman McLees that the hearing be closed. Motion carried unanimously. Moved by Councilman Teasley, seconded by Councilman Paul and scheduled on the proposed unanimously carried that the City Attorney be instructed to Dancing prepare an Ordinance amending Azusa Municipal Code Section allow dancing in the C-2 9230.85 relative to precise plans. in C-2 zn. The hour of 8:00 P.M. was set for proposed amendment to the Hillside Municipal Code relative to lot requirements for hillside develop. residential development. This amendment was recommended by the Planning Commission and set forth in Planning Commission 5 Resolution No. 181. �. The City Clerk presented the Affjd avit of Publication and stated that no protests had been received in regard to this matter. Moved by Councilman Teasley, seconded by Councilman Ortuno and unanimously carried that the City Attorney be instructed to prepare the necessary Ordinance amending the Code relative to hillside development. Public hearing was also scheduled on the proposed amendment Dancing to the Code which would allow dancing in the C-2 zone, as in C-2 zn. recommended by Planning Commission Resolution No. 182. r� The City Clerk presented the Affidavit of Publication and stated that he had received no communications relative to this matter. There being no persons in the audience wishing to be heard, it was Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the hearing be closed. Moved by Councilman Paul, seconded by Councilman Teasley that the City Attorney be instructed to prepare an Ordinance amend- ing the Municipal Code relative to dancing in the C-2 zone. The hour of 8:00 P.M. was set for public hearing on the recommended amendment to the Subdivision Ordinance relative to street grades. The City Clerk presented the Affidavit of Publication and stated that no communications had been re- ceived regarding this matter. There being no persons wishing to be heard relative to the proposed amendment, it was Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the hearing be closed. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the City Attorney be authorized to p,^pare an amendment to the Subdivision Ordinance relative to otrc,:L grades. of the Council were reminded that public hearing on the Ge,ieral Plan is scheduled for the Planning Commission meeting of March 15th. St. grades Oen.Plan hrg. / i , 0 CITY HALL AZUSA, CALIFORNIA MONDAY, MARCH 61 1961 In response to a referral from the Council relative to street alignments for the deep lots between 2nd and 3rd near Orange, the Planning Commission reported that they had studied the two suggestions, and recommended that further studies be made. 281 Page 4 Moved by Councilman McLees, seconded by Councilman Teasley and unanimously carried that the City Engineer and the Administrative Officer prepare a rough draft of the cost to the property owners to develop this area so that it would be acceptable as a dedi- cated street. A communication was received from the Park and Recreation Commission recommanding an 18 -hole golf course in the City in accordance with the Master Plan. Moved by Councilman Johnson, seconded by Councilman Teasley and unanimously carried that the communication be filed. Pk. Comm. rec. golf course A letter was received from the Emplcy ees Association requesting Appvl.Emp. that a member be authorized to attend the California League of Assn. req. Employees' Associations Conference in Carmel on April 14, 15 and 16th with authorized expenses not to exceed $100. and two working days granted with pay. Moved by Councilman Teasley, seconded by Councilman McLees and unanimously carried that the request be granted allowing ex- penses not to exceed $100, two working days off with pay, and that a written report be filed with Council. A letter was received from the Crystal View Estates Civic Ltr, re: Association and also from residents in the vicinity of North quarry Enid, Sunset, etc. protesting the proposed rock quarry at the spreading grounds. Moved by Councilman Teasley, seconded by Councilman Paul and I unanimously carried that the letters be filed. Permission was requested by E. Aguilar, 613 N. Angeleno, to Reloc.req. relocate a 3 -car garage to 16612 E. Gladstone Street. Moved by Councilman McLees, seconded by Councilman Paul and unanimously carried that the permit be approved subject to the stipulations set forth by the Building Inspector. A communication was received from the City of Downey opposing Comm. re: Assembly Bill 267 relative to Metropolitan Government. AB 267 Moved by Councilman McLees, seconded by Councilman Teasley and unanimously carried that the City Attorney be asked to investi- gate this Bill and report to Council. A communication was received from the Los Angeles County Chapter Comm. re: of the Architects and Engineers Association requesting support in -lieu of the proposed motor vehicle in -lieu tax increase. _ tax incr. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that an opinion be obtained from the League of California Cities as to the proposal and a report submitted to Council. The Administrative Officer stated that in order to qualify for gas tax funds for the work done on Pasadena Avenue in the vicinity of the Little Dalton Wash, it would be necessary to prohibit parking in this area. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the City Attorney prepare an Ordinance prohibiting parking on Pasadena Avenue between the Little Dalton Wash and First Street. The Administrative Officer requested supplementary appropriations in the amount of $65,940.00 for salary increases and for the purchase of a fifth police vehicle which have been authorized by Council. Moved by Councilman Paul, seconded by Councilman Teasley aryl Appr. appN unanimously carried that the appropriation request be authorized. The Administrative Officer requested clarification as to the A.O. Bond amount of the bond required for this position. $5000. Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the bond for the Administrative Officer remain at $5000. A Resolution was presented which would charge a fee of $3.00 per front foot for sewer connection to any person who has not main- tained continuous ownership of the property since July 6, 1954. Councilman Johnson offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA PROVIDING Res. 4152 FOR CERTAIN FEES TO BE PAID FOR CONNECTING TO SEEDERS. re: sewer conn. chg. AZUSA, CALIFORNIA MONDAY, MARCH 6, 1961 Page 7 in accordance with a request from Council, the Quarter -Midget Qtr.Midget Committee submitted recommendations relative to the Association study requeat for the renewal of the Agreement permitting the operation of a Quorter-Midget track on City property at Nest First Street and Virginia Avenue. Councilman Johnson questioned the validity of allowing a race track of any kind in an M-1 zone. Movad by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the matter be referred to the Planning Commission for report as to how the problem could be remedied. Moved by Councilman McLees, seconded by Councilman Paul and unanimously carried that the Committee recommendation relative to improving the unused portion of the grounds for a City Park be referred to the Park and Recreation Commission with the re- quest that it be considered as a possible park for "oldsters". Mr. Charles V. Sewall, owner of the substandard property at 909 N. Azusa Avenue, reported that he has a contractor working on plans for improvement of the house. Mayer Ortuno reported that the term of H. Gilbert Nelson on H.G.Nelson the Planning Commission had expired in June, 1960, and recom- reapptd. mended that Mr. Nelson be reappointed retroactive to that time. P1.Comm. A Resolution from the City of South Gate requesting member- Res. ship in the Independent Cities of Los Angeles County was filed presented for the consideration of Council. A communication was received from the City of Glendora urging the City to adopt a Resolution encouraging enactment of a County lot split Ordinance.
