CITY HALL AZUSA, CALIFORNIA MONDAY, MARCH 20, 1961 7:30 P.M.
The City Council of the City of Azusa met in regular session at
the above time and place.
Mayor Ortuno called the meeting to order and Led in the salute to Call to Or
the flag.
Invocation was given by Rev. Milton Sanderson, First Baptist Invocation
Church.

Moved by Councilman Paul, seconded by Councilman Teasley and
unanimously carried that the recommendations be accepted and the
step raises approved.

Moved by Councilman Johnson, seconded by Councilman Teasley and
unanimously carried that the list be filed.
Council members were advised that the term of Personnel Board
member Hickory Jackson would expire on the 15th of May, 1961.
No action was taken on the Treasurers report, as the report
had not been signed by the Treasurer.
The monthly report of the Engineering Department was presented
to Council.

unanimously carried that the report be filed.

The Acting City Engineer reported that there was a proposed sub- Subdiv.
division of approximately 100 homes adjacent to the Larson pro-
perty north of Sierra Madre Avenue, but that no Tentative Map had
been filed as yet.

The Engineer also mentioned the possibility of removing the
curve on Sierra Madre.
Moved by Councilman McLees, seconded by Councilman Paul and
unanimously carried that the Engineer be authorized to negotiate
with the developer towards the possibility of removing the curve
on Sierra Madre Avenue.
The Acting Engineer presented a map of the street names to be
used in the Larson subdivision.
Mr. V. R. McLeod, 1127 N. Angeleno, appeared before Council
and submitted a petition with approximately 500 signatures,
expressing opposition to the proposed rock quarry in the area
of the spreading grounds.
Moved by Councilman Paul, seconded by Councilman McLees and
unanimously carried that the petition be filed.
Mr. Caswell stated that he did not, as yet, have any report
to make on the proposed quarry.
Moved by Councilman Johnson, seconded by Councilman Teasley and
unanimously carried that a copy of the Council minutes be sent
to Mr. McLeod, to serve as a receipt of the petition.
The Light and Water Department monthly report was submitted.
Moved by Councilman Teasley, seconded by Councilman Paul and
unanimously carried that the report be filed.
A communication was received from the Administrative Officer
recommending the appointment of an Automotive Mechanic and a
Purchasing Storekeeper and directing that they be responsible
to the Administrative Officer.
It was further recommended that the plan to transfer the current
inventory values to the General Fund be approved and that the
Administrative Officer be directed to implement a Central Vehicle
Pool Program.
Moved by Councilman Johnson, seconded by Councilman Teasley and
unanimously carried that the recommendation of the Administrative
Officer be accepted.

It was recommended by the Superintendent of Light and Water that Hyd.Eng.
authorization be given to retain a Hydraulic Consulting Engineer to be
for a period of a few days to assist in the complex matters con- retained

unanimously carried that authorization be granted and the Ad-
ministrative Officer authorized to contact various consulting
firms relative to fees.
The monthly report of the Public Works Department was presented. P.W. rep.
Moved by Councilman Teasley, seconded by Councilman Paul and
unanimously carried that the report be filed.
Mayor Ortuno stated that he felt further consideration should Res. 4152
be given to Resolution No. 4152 adopted at the previous meeting, re: sewers
which levies a sewer connection charge on any property which has susp. to
not been under continuous ownership of one person since June,1954. 9/1/61
It was stated that there had been numerous protests to this charge,
and it was felt that some grace period should be given.

Moved by Councilman Teasley, seconded by Councilman Paul and
unanimously carried that the entire Resolution No. 4152 be
suspended and notice given to property owners that the Reso-
lution, with the same limitations, shall take effect as of
September 1, 1961.
The monthly report of the Police Department and Department of
Animal Regulation was submitted to Council.

The Chief of Police requested authorization to detail Officer Ouardado
Ray Ouardado to attend the Annual Training Institute of the to Conf.
California Check Investigators Association to be held in Santa
Rosa on April 27 and 28, 1961, at an estimated expense of $85.00.
Moved by Councilman Teasley, seconded by Councilman Paul and
unanimously carried that the request be granted.
Council members were advised of the appointment of David M.
Hardwick as a Probationary Police Officer as of April 1, 1961,
and his resignation from the Police Reserve Corps in order to
accept the other appointment.
Moved by Councilman Teasley, seconded by Councilman Paul and
unanimously carried that the appointment of Mr. Hardwick as a
Police Officer be confirmed, on a probationary basis.
The resignation of Police Officer Anthony Foti was submitted as
of March 31, 1961.
Moved by Councilman Teasley, seconded by Councilman Paul and
unanimously carried that the resignation be accepted.
Chief Kendrick asked confirmation of the appointment of Alvin
0. Nilson to replace Anthony Foti, and submitted Mr. Wilson's
resignation from the Reserve Corps.
Moved by Councilman Teasley, seconded by Councilman Paul and
unanimously carried that the resignation of Mr. Wilson as a
Police Reserve be accepted.
Moved by Councilman Paul, seconded by Councilman Teasley and
unanimously carried that the appointment of Alvin 0. Wilson as
a Probationary Police Officer be confirmed.
Moved by Councilman Teasley, seconded by Councilman Paul and
unanimously carried that, in accordance with the request of
Chief Kendrick, authorization be given to appoint three men to
the Police Reserve Corps to fill existing vacancies.
A communication was received from Chief Kendrick requesting Speed lim
that, in accordance with a recommendation from the Los Angeles decrease -
County Road Department, the speed limit on Lark Ellen Avenue be Lark Elle;
decreased to 40 miles per hour.
The City Attorney stated that he had prepared an Ordinance re-
lative to the speed zone on Lark Ellen Avenue, which would be
introduced later in the meeting.
A Resolution was presented increasing the complement of the
Police Department by one additional Police Officer and a Steno -

The Fire Department monthly report was submitted to Council. F.D. rep.

unanimously carried that the report be filed.
A communication was received from Fire Chief Madison requesting Clean-up
authorization to conduct the Spring Clean -Up Campaign in 1961, camp.
and recommending a committee consisting of Councilman Paul,
Administrator Caswell, Public Works Superintendent Brusnahan and �E
Fire Chief Madison to work on the campaign.
Moved by Councilman McLees, seconded by Councilman Teasley that
the recommendation be accepted and that the committee also in-
clude Mayor Ortuno and Councilman McLees. Motion carried un-
animously.
Councilman Paul stated he felt that the City, with the establish- M.Madison
ing of the new fire station, was now in need of a full-time Fire full-time

Moved by Councilman Paul, seconded by Councilman Teasley that
Marlowe Madison be retained as a full-time Fire Chief as of April
1, at the same pay as the Police Chief, which is Step 5 of Range
30; and further moved that as an incumbent, he be blanketed into
the Civil Service position. Motion carried by the following vote:

A report was submitted by Marlowe R. Madison, Chairman of the Fire Sta.
Fire Station Committee, stating that the plans for the new fire Comm.
station would be presented to the Council as soon as possible,
probably at the meeting of April 3rd.
Also submitted was a communication from the Administrative Officer
recommending that the committee be retained to function through
the construction period of the fire station.
Councilman Johnson moved, seconded by Councilman Teasley and
unanimously carried that the recommendation be accepted and the
committee asked to continue their services.
A communication was received from Nicholas Poppelreiter, Commis- Gen. Plan
sion Secretary, and City Planner, submitting a copy of the Gen- rep. fld.
eral Plan for the Council records.

Moved by Councilman Paul, seconded by Councilman Teasley and
unanimously carried that the Report be filed.
It was recommended that the second hearing on the Plan be
scheduled for a nig ht when as many Council members as possible
may be present.
The monthly report of the Park and Recreation Department was Pk & Rec.

unanimously carried that the report be filed.
A communication was received from the Park and Recreation Mtr. &
Commission requesting that an appropriation of approximately pump pure
$550 be authorized for a new motor and pump for the plunge auth. -
filtering system, and also that authorization be granted for plunge
the appropriation of approximately $500 for the fencing of the
baseball diamond at Gladstone Park.

unanimously carried that the pump purchase be authorized.

A communicatim was received from Harry C. Williams, Attom ey,
stating that if he were to continue to serve as City Attorney,
it would be necessary to increase his monthly retainer fee to
$650. per month. Mr. Williams stated that no action is necessary
at this time, but he wanted to advise Council so that they may
either budget accordingly, or make different arrangements.
The Attorney recommended that a representative be sent to
Sacramento to file the papers on Annexation #40, Foothill
Center, and obtain the certificate from the Secretary of State.
Moved by Councilman Teasley, seconded by Councilman Paul and
unanimously carried that City Clerk Miller, Councilman Johnson,
or any other authorized person file the papers on Annexation 40

Copies of a communication from the General Development Corporation

mended the de -annexation, to which he stated the City of Duarte
has agreed, follow the top of the dike and provide a physical
separation between the two cities. It was also pointed cut that
this would relieve the City of Azusa of the maintenance of Fish
Canyon Road. The Administrative Officer was asked to obtain more
information in regard to this matter and report to Council.
A memo was received from the City Planner stating that the Quarter

matter can be devised.

A communication was received from the Administrative Officer
asking determination as to whether Council agrees to a policy
of permitting the licensed businesses in the Foothill Shopping
Center to continue to operate under their County licenses until
such time as they expire, less than a year, and then renewing
with the City upon expiration of the County license.
Moved by Councilman McLees, seconded by Councilman Paul and
unanimously carried that the recommendation be accepted.
The following Substandard Structure Cases were presented for the
the consideration of Council: Case #9, located at 339 N. Azusa
Avenue, owned by W. & T. Jamieson; Case #10, which is owned by
George Weldman, is located at 333 N. Azusa Avenue; and Case #11,
at 125 N. Azusa Avenue. This property is owned by John and Mary
Avalos.
Moved by Councilman Johnson, seconded by Councilman Teasley and
unanimously carried that hearings on Cases 9, 10 and 11 be set
for the Council meeting of April 171 1961.

Notice was given that the Alcoholic Beverage Control had re- A.B.C. 1
ceived an application for a transfer of On -Sale General Liquor transfer
License from 135j E. Foothill Boulevard to 819 N. Loren Avenue.

To coincide with the Foothill Center Annexation, it was requested Procl. r

Council members were furnished with communications from the
League of California Cities and the Independent Cities relative
to legislation.
Members of the Council were invited to attend the First Annual
Chairman's Dinner in honor of Supervisor Ernest E. Debs.

A communication was received from the Azusa Library Board
advising Council of the resignation of Mrs. Mattie Owens from
the Library Board and suggesting the appointment of Mrs. Esther

Martin, 145 W. 11th Street, to fulfill Mrs. Owen's term of
office, which expires on June 30, 1963.
Moved by Mayor Ortuno, seconded by Councilman Johnson and
unanimously carried that the recommendation of the Board be
accepted and that Mrs. Martin be appointed to the Library Board.
Councilman Paul stated that he would like to bring to the
attention of Council the open ditch in and near Pioneer Park,
which is a hazard for children. It was recommended that the
City fence the area that is located within the City limits and
that the water companies be notified of their liability in re-
gard to the rest of the area where this dangerous condition
exists.

unanimously carried that the meeting adjourn.
