Mayor Ortuno called the meeting to order and led in the salute to the flag. Invocation was given by Rev. Fr. A. J. Duggan, St. Frances of Rome Catholic Church. Present at Roll Call: Councilmen: Paul, McLees, Johnson, Teasley, Ortuno Also Present: Supt. of Light & Water Smith, Fire Chief Madison, Acting City Engineer Sennewald, City Administrator Caswell, and City Clerk Miller 331 7:30 P.M. Before proceeding with the order of business as listed on the Agenda, discussion was held relative to the fencing of the ditch at Pioneer Park and the recommendation of the Park Commission that this matter be held for further study. After consideration of the situation, it was Call to Oi Invocatioi Roll Call Moved by Councilman Paul,seconded by Councilman Teasley and Pioneer P] unanimously carried that Superintendent of Public Works Brusnahan ditch to 1 be asked to proceed with the six-foot fence to surround the ditch fenced at Pioneer Park, as approved at the last Council meeting. Mr. Benjamin S. Parker, Architect, appeared before Council and Plans & presented the plans and specifications for the proposed fire Specs - station. It was pointed out that these plans have been approved fire ata. by the Fire Station Committee. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the plans be submitted for plan check. The following persons were recommended for salary increases by their Department Head and the Personnel Board: Stanley Patera Fireman to Step 3 5/23/61 Harold Robberstad Lineman 5 5/28/61 Carrol Gentry Lineman 5 5/28/61 Moved by Councilman Paul, seconded by Councilman McLees and un- animously carried that the recommendations be accepted. Step rais, A communication was received from the Personnel Board requesting Eval. rep determination of Council policy relative to evaluation reports ref, to for the various Department Heads, which have previously been P.Bd. completed by Council members. Moved by Councilman McLees, seconded by Councilman Johnson and unanimously carried that Council abandon the policy of completing the evaluation reports for Department Heads and that they be re- ferred to the Personnel Board. The Personnel Board requested determination from Council as to Req.for whether they were desirous of receiving a recommendation from rec. re: the Personnel Board relative to the possibility of establishing pt -time a maximum limit on the time worked by part-time employees. empl. Moved by Councilman Johnson, secondedby Councilman Paul and unanimously carried that the Personnel Board make such a recommendation to Council. The hour of 8:00 P.M. was set for public hearings on Substandard Pub.Hrgs. Structure Cases #9, #10 and #11. 332 333 CITY HALL AZUSA, CALIFORNIA MONDAY, APRIL 171 1961 Page 2 Case #9 is a Substandard Structure located at 339 N. Azusa Avenue, Case #9 whose legal owners are C. Wyllie and Thomas Jamieson. The City Clerk presented the Affidavit of Publication and stated that no communications had been received relative to the hearing. There being no persons in the audience wishing to be heard, it was Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the hearing be closed. Councilman Johnson offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF -THE CITY OF AZUSA DETERMINING Res. 4164 AND DECLARING THAT A CERTAIN STRUCTURE OR BUILDING IS AN UNSAFE bldg. dem BUILDING AND A PUBLIC NUISANCE AND THAT THE SAME BE ABATED BY DEMOLITION. Moved by Councilman Johnson, seconded by Councilman Teasley.and unanimously carried that further reading be waived. Case #10, owned by George Weldman, is a Substandard Structure Case #10 located at 333 N. Azusa Avenue. The City Clerk presented the Af- fidavit of Publication and stated that he had received no written communications relative to this matter. Mayor Ortuno asked whether any persons in the audience wished to be heard. Mr. George Weldman, 1800 Bayley Avenue, Los Angeles 35, who is the owner of the building, appeared and stated that he would comply with the request for demolition. Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the hearing be closed. Councilman Teasley offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA DETERMINING Res. 4165 THAT A CERTAIN STRUCTURE OR BUILDING IS AN UNSAFE BUILDING AND A bldg. dem PUBLIC NUISANCE AND THAT THE SAME BE ABATED BY DEMOLITION. The third hearing, Case #11, is a structure located at 125 N. Case #11 Azusa Avenue, and owned by John and Mary Avalos, 4808 N. Vecino, Covina. The City Clerk presented the Affidavit of Publication and stated that no communications had been received in regard to this hearing. The monthly report of the Engineering Department was submitted to Council. Moved by Councilman Johnson, seconded by Councilman Teasley and unanimously carried that the report be filed. It was recommended by the Engineer that Council approve final acceptance of Tract No. 24401 developed by Coral Investment Co. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that final acceptance of Tract No. 24401 be given, and all bonds and deposits returned, with the exception of the inspection deposit. Eng. rep. App. of Tr. 24401 Superintendent of Light and Water Smith requested that authorization be given to advertise for bids on a tractor with back hoe attach- ments, etc. Mr. Smith pointed out that this item is budgeted for the current year. Moved by Councilman Teasley, seconded by Councilman Johnson and Tractor unanimously carried that the City Administrator and Superintendent req. to Smith investigate the possibility of leasing such equipment, studied determine to what extent such equipment would be put, etc. and report at the next Council meeting. The Superintendent of Light and Water requested authorization of Fund req. gpproximately $3,000.00 in materials for the installation of a valve ins 16" altitude valve and a 16" lever weighted check valve in order for pumps to protect the water supply, which is at an extremely low level. Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the request be granted subject to the approval of the new City Engineer. A communication was received from the Superintendent of Light and Policy re Water relative to the water lines on North San Gabriel Avenue. chg. for It was reported that two additional requests for service have wa. main been received --one for a 30 -unit apartment, and the second for install. a 40 -unit apartment. Mr. Smith reported that the applicants were willing to pay for their front footage, but opposed to paying for extensions beyond this charge. It was recommended that the situation could be handled by charging on a front -footage basis plus overhead to the City. Moved by Councilman McLees, seconded by Councilman Paul and unanimously carried that the recommendation be accepted. In accordance with Council policy, notice was given that the Edison Co, Southern California Edison Company had been granted permission to to serve serve electrical energy at 125, 129, 131, 132 and 135 S. energy Irwindale Avenue. 336 CITY HALL AZUSA, CALIFORNIA MONDAY, APRIL 17, 1961 The monthly report of the Light and Water Department was sub- mitted to Council. Moved by Councilman Johnson, seconded by Councilman Teasley and unanimously carried that the report be filed. 337 Page 4 L & W Rel The reports of the Planning Department for the months of February P1. repos and March were presented to Council. Moved by Councilman Johnson, seconded by Councilman Paul and F.D. rep. unanimously carried that the reports be filed. Council members were given notice of a meeting of the East San E.S.G.V.1 Gabriel Valley Planning Commission to be held at the Rainbow mtg. 4/2( Angling Club on Thursday, April 20, 1961. Animal Re Authorization was requested for the City Planner to attend the Planner 1961 Annual Conference of the American Planning Officials in Conf. re< Denver, Colorado, from April 30 -May 5th, with an expense advance denied of $115. for transportation and $150. for other expenses. Pk & Ree Moved by Councilman Johnson that, in view of the present austerity rep. program, Council declare a moratorium on all trips outside of the County throughout the next fiscal year, except those trips that do not require absence from home for more than one night. Motion died for lack of a second. m osion approving development of the unusued portion of land at Moved by Councilman Johnson, seconded by Councilman Teasley and unanimously carried that the request of the Planner be denied. The City Planner reported that the Commission will now study the Rep. re: statements and comments made during the public hearings on the Gen.Plan General Plan, and when it is determined that no further hearings are needed by the Commission and members have reached concurrence on the form and report, they will in turn recommend the adoption of the Plan by Council, which will also necessitate a public hearing. Notice was given that a Public Hearing will be held before the Pub.hrg. Planning Commission on May 17th relative to a proposed amendment 5/17 re: to the Code in regard to proper zoning and conditions for rest rest hms. homes. The monthly report of the Fire Department was submitted. F.D. rep. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the report be filed. The monthly reports of the Police Department and the Department P.D. & of Animal Regulation were submitted to Council. The monthly report of the Park and Recreation Commission was Pk & Ree submitted. rep. Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the report be filed. A communication was received from the Park and Recreation Com- Rep. re: m osion approving development of the unusued portion of land at park the Quarter Midget track as a City park, to be scheduled in priority with other park developments in the City. It was recommended that this matter be referred back to the Park and Recreation Commission with the request that it be considered as a neighborhood -type of park which would cater to"oldsters" with shuffleboard, horseshoe, etc. 338 CITY NAIL AZUSA, CALIFORNIA MONDAY, APRIL 17, 1961 Page 5 The Park and Recreation Commission recommended that City officials meet with members of the School Board to consider a City -School District community -wide recreation program for the fiscal year 1961-62. It was further recommended that the Committee include Commission member Rev. B. J. Paroulek Administrator Caswell and Recreation Director Dangleis. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the recommendation be accepted and that the Committee include Councilman Johnson. Notice was given that the terms of two Commission members will expire on June 30, 1961. They are: Mrs. Laura Jones (School District recommendation) and Mrs. Camilla Williams (Council appointment). Mayor Ortuno recommended that Mrs. Williams be reappointed to the Commission. Moved by Councilman Teasly, seconded by Councilman Paul and unanimously carried that the recommendation of Mayor Ortuno in regaard to Mrs. Williams appointment be accepted. A Resolution was presented authorizing the destruction of certain old records. Councilman Paul offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA APPROVING THE DESTRUCTION OF CERTAIN OLD RECORDS, DOCUMENTS AND PAPERS No LONGER REQUIRED. Moved by Councilman Paul,seconded by Councilman Teasley and unanimously carried that further reading be waived. Moved by Councilman Teasley, seconded by Councilman Paul that the Resolution be adopted. In accordance with Council request, a Resolution was prepared relative to the stop signs at the Santa Fe track on Pasadena Avenue and San Gabriel Avenue. Councilman Paul offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA REPEALING RESOLUTION NO. 2644. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that further reading be waived. Res. 4168 re: stop signs 340 344 CITY HULL AZUSA, CALIFORNIA MONDAY, APRIL 17, 1961 Page 6 Johnson statement SUBJECT: AZUSA CITY ADMINISTRATOR "On April 3 Mr. Teasley read a statement purporting to make Johnson clear his reasons for opposing the City Administrator ordinance which I had submitted. I quote from Mr. Teasley --"One fact stands out very clearly: the proponents of the measure have never made a case for it." The rest of Mr. Teasley's statement is so confused and so completely misrepresents the City Administrator ordinance that I will disregard it and stick to the quotation I read above. First. In December 1960 this council unanimously adopted the Classification and Pay Plan of the City of Azusa prepared by Grif- fenhagen-Kroeger, Inc. after many months of study. This Classifi- cation and Pay Plan includes on the 17th page the position of Ad- ministrative Officer, including a definition of the job, a state- ment of typical tasks, and a statement of employment standards. Mr. Teasley voted for this Classification and Pay Plan in its entirety, including the position of Administrative Officer. The Council then authorized Griffenhagen-Kroeger, Inc., to make an administrative review of the City of Azusa, and on page 2 thereof they recommend as follows: "Create a post of City Administrator with responsibility for coordinating and directing all departments of the City except the City Clerk, City Attorney, City Treasury and Personnel Board. "Create an integrated Finance Department with responsibility for all financial and accounting responsibilities including the commercial activities of the utilities Department, centralized purchasing and central stores." This Administrative Review was presented in February, 1961. Griffenhagen-Kroeger, Inc., submitted drafts of proposed ordinances to accomplish the realization of the recommendations. This Administrative Review was accepted by the City Council unanimously, and approximately $1,700 of taxpayers' money was paid for it. The case for the City Administrator is clearly stated in these two reports, and it is only necessary for Mr. Teasley, or anybody else, to read them carefully to get a complete understanding of what is needed. Subsequently I introduced a City Administrator Ordinance based upon the suggested ordinance of Griffenhagen-Kroeger and based upon the employment standards written by them for the Administrative Officer. I have also introduced an ordinance to create a Department of Finance as recommended by Griffenhagen-Kroeger, Inc. On page 3 of the Administrative Review the complete case for a City Administrator is presented, together with the following statement: "In many places much of the trand to complexity is being met by the adoption of the council-manager form of government. Our review indicates, however, that Azusa does not yet need that form and that the people are not psychologically nor politically prepared for it." The constant injection of the words city manager into any discussion of the City Administrator ordinance clearly indicates confusion on the part of those who use the words city manager, or a deliberate attempt to create confusion in the minds of the people. 342 343 CITY HALL AZUSA, CALIFORNIA MONDAY, APRIL 17, 1961 Page 7 For the information of this Council I intend to re -submit these ordinances at regular intervals so that the gentlemen of the Council will have an opportunity to be recorded for or against these ordinances and the business progress they represent, until the next election. In the meantime I recommend a thorough study of the Classifica- tion and Pay Plan and the Administrative Review so that Mr. Teasley, and perhaps others, will know what they are talking about. Johnson, Member Azusa City Council" Councilman Johnson offered for first reading the following Ordinance entitled: AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AM ENDING THE lst.rdg. AZUSA MUNICIPAL CODE BY ADDING THERETO PROVISIONS CREATING THE Ord. re: OFFICE OF DIRECTOR OF FINANCE AND ESTABLISHING THE POWERS AND Fin.Dir. DUTIES THEREOF. The City Administrator stated that Resolutions ordering abate- Subst. ment of Substandard Structure Cases #7 and #8 could not be Stru. inf introduced, as apparently there had been no published notices, nor had the parties been notified. Mr. Robert Cooley, Cooley Construction Company, 18420 E. Alford, Azusa, appeared before Council to state that plans are being developed for Mr. Sewall's property at 809 N. Azusa Avenue. This is Case #4. Moved by Councilman Johnson, seconded by Councilman Paul and un- animously carried that the matter be extended to the meeting of May 15th, and that no additional extensions be granted unless a signed agreement is presented by that date. Notice was given that the Building Inspector had set May 1st as May 1st hearing dates for Substandard Structure Cases 15, 161 17, 18 and hrgs. 19. A proposal was received from James M. Montgomery, Consulting Montgomer, Engineers, Inc., for: 1) determining the necessary require- proposal ments for water service for zone 111 area above Sierra Madre, east of Azusa Avenue, and: 2) up -dating the report of the water system originally submitted in 1956. Moved by Councilman Paul, seconded by Councilman MCLees and study of unanimously carried that the Agreement be amended to include area no. only the area north of Sierra Madre as set forth in the first of S.M. part of the proposal and that proposal no. 21 up -dating of the 1956 report, be withheld until the necessary funds are available. Authorization was requested for payment of $1,,000. for retainer pmt. to fee for Edward F. Taylor, Water Attorney. E. Taylor Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the payment be authorized. The report of the Los Angeles County Building Department for the L.A.Bldg. month of March was submitted. report Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the report be filed. 344 345 CITY HALL AZUSA, CALIFORNIA MONDAY, APRIL 17, 1961 Page 8 A memorandum was received from Superintendent Brusnahan stating Rubbish that the latest rubbish unit count showed a total of 5815 units, count as opposed to the last count of 5725 units. Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the report be filed. It was recommended by the Clean-up Committee that: 1) the week Clean -Up of May 13 -May 22 (7:00 a.m.) be set forth as Clean -Up Week; and Week 2) that the Mayor be authorized to sign a Proclamation relative to clean-up week. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the Mayor be authorized to sign the Proclamation. Determination was requested from the Council as to whether they Resid. wished to waive the requirement for California residence for the req, for position of Administrative Assistant. Adm. Asst Moved by Councilman Johnson, seconded by Councilman Paul and unanimously carried that the resident requirement not be waived. It was requested by the Chief of Police that April 30 -May 6th be Proclaimed as Burglary Prevention Week. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the Mayor be authorized to sign the Proclamation. Burglary Prev. Wk. It was requested that April 24-28 be proclaimed as Public Schools Pub.Sch. Week in the City of Azusa. Wk. A communication was received from the Veterans Addressing Service Hs. No. requesting permission to paint house numbers on the curbs througi- req. out the City. denied Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the request be denied and authorization for this work granted to a local organization. A request was received from Mr. Paul Gordon, Seventh Day Adventist Solic. Church, for an exempt business license for the purpose of selling req. religious materials in the City. Moved by Councilman Teasley, seconded,by Councilman Paul and unanimously carried that the request be referred to the Chief of Police with power to act. Mr. Caswell submitted a map showing the general area proposed to Prop. be de -annexed from the City of Azusa. This area basically runs de -annex. along the dike so that the edge d'the river would form the western boundry of the City. A communication was received fro1"the National Mu;tjple Sclerosis M.S. req. Members of the Council were invited to attend the annual National Band Rev. City Maytime Band Review on May 6, 1961. invit. 346 347 CITY HALL AZUSA, CALIFORNIA MONDAY, APRIL 17, 1961 Page 9 Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the Mayor be authorized to attend the Band Review and that reasonable accountable expenses be allowed. Council members were also invited to attend the opening day Little ceremonies of the National Little League on Saturday, April 22nd. Lg. open. Councilman McLees indicated that he would attend this function. The report of the Visiting Nurse Association for the quarter ending March 31, 1961 was submitted to Council. Moved by Councilman Johnson, seconded by Councilman Teasley and unanimously carried that the report be filed. V.N.A rep. Council received a copy of a letter of commendation addressed to Ltr. cf the Azusa Fire Department in which Mrs. Robert E. Cochran commend. praised the department for their quick action in an emergency. Moved by Councilman McLees, seconded by Councilman Teasley and unanimously carried that the letter be filed. The Treasurer's report for the month of March was presented, and showed Total Bank Balances as of March 31, 1961, $482,780.12. Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the report be filed. Councilman Teasley offered the following Resolution entitled: Treas. rep A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING Res. 4169 CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF WHICH Bills & THE SAME ARE TO BE PAID. Reqs. Moved by Councilman Johnson that the Resolution be amended to delete the monthly mileage claims. Motion died for lack of a second.
