Mayor Ortuno called the meeting to order and led in the salute to the flag. Invocation was given by Councilman Warren Teasley. Present at Roll Call: Councilmen: Paul, McLees, Johnson, Teasley, Ortuno Also Present: City Attorney Williams, City Engineer Di Stefano, City Administrator Caswell, Superintendent of Light & Water Smith, and Deputy City Clerk Torrey 361 Call to Ord. Invocation Roll Call With no corrections, the minutes & the meeting of May lot were Appp. of min. approved as submitted. 5/1 Members of Council were advised that the City employees had Daffurn re -e re-elected Herbert Daffurn to the Personnel Board for a 3 -year to P, Bd. term of office commencing 5/15/61. • The following persons were recommended for step raises by their Step raises Department Heads and the Personnel Board: Raymond Perry Fireman to Step 3 6/17/61 Wayne Holden Wtr. Maint. Leadman 4 5/ 61 Earl Stroud Cost Accountant 4 5/12/61 Moved by Councilman Paul, seconded by Ccuncilman Teasley and unanimously carried that the recommendations be accepted. After discussion on this matter, it was leave not acodpted Moved by Councilman Johnson, seconded by Councilman Paul and unanimously carried that the recommendation not be accepted by the Council. The Personnel Board recommended an amendment to the Civil Service Amend.to Rules and Regulations relative to vacations, whereby any person C.S. Reg starting in the employ of the City between the 1st and 15th of a re: vac month shall receive credit for the whole month towards earned time. vacation, and any employee starting work after the 15th of any month shall not include any portion of this month as vacation credit. A communication was received from the Superintendent of Light and Nater and the City Engineer commenting on the letter from Emmett Tompkins, Attorney for the San Gabriel Valley Municipal Water District. The writers felt that Mr. Taylor, our Nater Attorney, should be consulted before giving any figures to Mr. Tompkins, and indicated that there were many questions to be resolved before answers can be given to Mr. Tompkins. Moved by Councilman Johnson, seconded by Councilman Paul and unanimously carried that the communication be filed. Council members were advised that the new Back Hoe Shovel=had been received and is in use on Sierra Madre Avenue. In accordance with Council policy, members were advised that permission has been granted the Southern California Edison Co. to serve energy at 1760 W. First Street. The monthly report of the Light and Water Department was sub- mitted to Council. Moved by Councilman Paul, seconded by Oounoilman Teasley and unanimously oarried that the report be filed. 363 Memo re: Tompkins ltr. tiled Back Hoe Shovel reo'd. So.Cal.Ed. to serve energy L & W rep. A memo was received from the City Engineer requesting an Fund req, appropriation of funds, estimated to be $1995.00, for Project appvd.-g. 290 - the extension of Grandview Drive from 120' easterly of Prof. 290 Angeleno Avenue to 220' easterly of Angeleno Avenue. Noved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the City Engineer be authorised to proceed with the project, the money to be appropriated from the Light Fund. The City Engineer also requested an appropriation of $5670.00 Fund req. for Project 285 - the sewer extension on Foothill Boulevard tabled-Bng. from 150' easterly of Vernon Avenue to Virginia Avenue. Proj. 285 ved by Councilman Paul, seconded by Councilman Teasley and imously carried that the request be tabled for budget study. The City Engineer furnished members of Council with a map show- Annex -map ing four proposed annexations to the City of Covina, none of Covina which lie within our sphere of influence. Moved by Councilman Johnson, seconded by Councilman Teasley and unanimously carried that the -map be filed. The monthly report of the Engineering Department was submitted Bag report to, Counoil. Council members were advised of the situation of Jack Wilkinson's Azusa Marina lopated at 905 W. Foothill Boulevard, whereby the traffic signal location made it impossible for persons to exit from his place of business onto Foothill Boulevard. The City Engineer reported that a signal could be installed at this location for a cost of $200. `j 1�. A communication from Planning Commission member Julian A. Camps to the Mayor was presented to Council in which Mr. Camps sug- gested that someone else be appointed to serve the new term of office on the Commission commencing July 1, 1961, but indicating willingness to serve again should Council wish to reappoint him. A communication was also received from Commission member James A. Moran indicating his willingness to serve on the Planning Commission for another term upon the expiration of his present term, June 30, 1961. Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the letters be filed. In response to a referral from Council relative to the request of National Land Company for annexation of property at the northeast corner of Newburgh Street and Azusa Avenue, with 0-3 zoning, the Planning Commission felt that the question of zoning should come before the Commission only when a petition for pre - zoning is submitted by the owners. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the petitioners be notified that they should apply to the Planning Commission relative to proceedings. The monthly report of the Planning Department was submitted to Council. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the report be filed. The monthly report of the Fire Department was submitted. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the report be filed. The monthly report of the Police Department and the Department of Animal Regulation was submitted to Council. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the report be filed. A communication was received from the Park and Recreation Commission relative to the alley way at the southeast boundary of Northside Park, and a request received by them that the chains across the alley be removed to allow access to the property owners. It was recommended by the Commission that the alley be opened and dedicated, with one-way northbound traffic only, a 10 mph speed limit, speed deterrent, etc. Moved by Councilman Johnson, seconded by Councilman Teasley and unanimously carried that the communication be referred to the City Engineer for study and report. Moved by Councilman Paul, seconded by Councilman Ortuno and unanimously carried that the report be filed. Councilman Paul offered for second reading the following Ordinance relative to the Unified School Districts Page 4 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF AZUSA AMENDING CERTAIN SECTIONS OF THE AZUSA MUNICIPAL CODE RELATING TO THE PARK AND RECREATION COMMISSION. Moved by Councilman Paul, seconded by Councilman Johnson and unanimously carried that further reading be waived. Gounciiman Paul stated that Mr. Hickory Jackson's term on the Personnel Board expired this date, and he moved that Mr. Glenn Bashore be appointed to the Board. Motion seconded by Councilman McLean, and unanimously carried. No. 4174. 368 CITY HALL AZUSA, CALIFORNIA MONDAY, MAY 15, 1961 Page 5 Copies of a communication from the firm of James M. Montgomery relative to the Study of Water Service to Pressure Zone III were presented to Council. It was felt that this work should be done in two stages, first of which would be the preparation of plans and specifications for the tank, as the work would take several months to complete. The second stage would be the site acquisition, grading, foundation and pipe installation. Moved by Councilman McLees, seconded by Councilman Paul and unanimously carried that the City Engineer and the Superintendent of Light and Water be authorized to proceed with Stage 1, the preparation of tank plans and specifications. 369 Montgomery letter The City Administrator reported that the City Planner, after study Variance of the proposed fire station plane, had indicated that a Variance app. -fir would be necessary, and it was recommended that the Mayor be auth- station orized to sign the application. Moved by Councilman McLees, seconded by Councilman Paul and un- animously carried that the Mayor be authorized to sign the forms for a Variance application. The monthly report of the Los Angeles Ccunty Building Department was submitted to Council. Council members received copies of the monthly reports of the Public Works Department and the City Treasurer. Moved by Councilman Teasley, seconded by Councilman Ortuno and unanimously carried that the reports be filed. Council members were invited to attend the 1st anniversary celebration of Temple City on May 27th. Moved by Councilman Teasley, seconded by Councilman McLees and unanimously carried that the communication be filed. Council members received a communication from the Public Re- lations Division of the International Exposition urging adoption of a Resolution relative to holding the 1966 International Ex- position in Los Angeles. Councilman Paul offered the following Resolution entitled: L.A. Co. bldg. rep. P.W. & City Tress. rep. Anniv. cel. Members of Council received copies of a communication relative to the Calaveras County "Mayor's Frog Jump" and the acceptance by Mayor Ortuno of representation in the contest. The cost of DJst. Agmt. said program is set at $14,561.00. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the Mayor be authorized to sign the Agreement. Copies of the budget worksheets for the coming fiscal year were furnished to members of Council. A communication was received from the City Employees Federal Credit Un. Credit Union requesting permission to store their records in the granted new Administration Building. stor. space Moved by Councilman MoLees, seconded by Councilman Teasley and unanimously carried that the request be granted. Determination was requested as to the wishes of Council relative to Substandard Structure Case #4, on which a 30 -day extension to May 15th had been granted. Mr. Charles V. Sewall, Administrator of the estate at 909 N. Azusa Avenue, appeared before Council and requested additional time to sell the property. Moved by Councilman Teasley, seconded by Councilman Paul and Bldg. Insp. unanimously carried that the City Administrator instruct Mr. to re-insp. Whieler, Building Inspector, to re-oheok the premises and ap- Case #4 pear before Council at the next regular meeting to testify as Sewall to the condition of the building. It was further moved that the hearing be continued until the next regular Council meeting. A oommunicabion was received from the Azusa Civio Parking Aeon. Pkg. Assn. urging that Council act favorably -on ah appropriation in the ltr. filed budget for the purchase of Lots 19 and 20, Block 29, the parking lots in the 700 block of Azusa Avenue. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the communication be filed. A communication was received from the Upper San Gabriel Valley Invitation Pioneers Association requesting that a representative of Council to Old attend the Annual Old Timers ?ionic at Pioneer Park on Memorial Timers Day. pionio Councilman MoLees agreed to attend the picnic as a representative of Council. Harry Bolon, Arcadia, made application for a business license as a pawn broker for the premises at 615 N. Azusa Avenue, "or a few doors north". Council members agreed that a license could be issued for the location at 615 N. Azusa Avenue, but that ap- proval of another location would not be given without a speoifio address for consideration. Hombors of Council were advised of a communi'oatinn from the Los Angelos County Road Department advising that the amount of new money allocated to the City of Azusa as Aid to Cities Money for the 1961-62 fiscal year is $14,796.00. Moved by Councilman Teasley, seconded by Councilman Paul and unanimously carried that the letter be filed. Moved by Councilman McLees, seconded by Councilman Teasley and unanimously carried that the draft be filed. Councilman Paul stated that he wished to bring up the subject of authorization for attendance at Conferences, and felt that each request should be given individual consideration. Moved by Councilman Paul, seconded by Councilman Teasley that Council reconsider the request of the Personnel Board for con- ference attendance, and that one Board member be authorized to attend the Conference with a $100. expense advance. Motion failed to carry by the following vote: AYES: Councilmen: Paul, Teasley NOES: Councilmen: McLees, Johnson, Ortuno ABSENT: Councilmen: None Mayor Ortuno received a communication from the State of Cal- ifornia Disaster Office expressing appreciation for the participation of Area D in the nation-wide civil defense exercise April 28, 29, 1961. Moved by Councilman Teasley, seconded by Councilman Paul that the communication be filed and that copies of the letter be forwarded to Mr. Henry Eaton and Mr. Fred Becker. 373 Page 7 C.D. Comm. draft of Articles Conf. attend. reconsider. denied St. Disaster Office ltr. Councilman Johnson stated that she had been contacted by a Mr. Compl. re: Peterman, 922 N. Alameda, who comolained that he could not park parking in front of his property, as the spaces were all taken by the residents of the adjacent apartments. Moved by Councilman Johnson, seconded by Councilman Teasley and unanimously carried that the City Administrator be authorized to write a letter to the owner of the apartment building advising him of the situation. Councilman Teasley offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ALLOWING Res. 4176 CERTAIN CLAIMS AND DEMANDS AND SPECIFYING THE FUNDS OUT OF Bills & WHICH THE SAME ARE TO BE PAID. Reqs. Moved by Councilman Johnson that the Resolution be amended to delete the monthly mileage allowances. Motion died for lack of a second. Moved by Councilman Teasley, seconded by Councilman Paul that the Resolution be adopted.
