The City Council of the City of Azusa met in regular session
at the above time and place.
Mayor Ortuno called the meeting to order and led in the salute
to the flag.

It was recommended by the Park and Recreation Commission that Proj. by
all bids be rejected, that the City appropriate $2700.00 and force acct.
authorize the Superintendent of Public Works to proceed with
the work by force account.
Moved by Councilman McLees, seconded by Councilman Teasley and
unanimously carried that the recommendation of the Park and
Recreation be accepted.
The City Engineer reported that a survey by the County Road
Department indicated the need for a traffic signal at the
intersection of Gladstone and Lark Ellen and Vernon Avenues,
of which the City's share would be $5610.00.
Moved by Councilman Teasley, seconded by Councilman McLees and
unanimously carried that the recommendation of the City Engineer
to authorize the County Road Commissioner to prepare the agree-
ment for the preparation of plans and specifications be approved.

A communicatinn was received from the City Engineer suggesting Alley ded.
several alternatives for improving the alley north of Eleventh
Street between Orange and Enid, with approximate cost estimates.
Rev. B. J. Paroulek, Park and Recreation Commission member,
appeared before Council and stated he felt that it would be a
benefit to the City to have an open alley to the parking area
at the park, and that the three property owners adjacent to the
area in question would share the expenses if the cost was not
prohibitive.
Dr. J. W. Hankins, one of the property owners, appeared before
Council stating he felt that this should be a dedicated alley
which would allow ingress and egress.
Moved by Councilman Johnson, seconded by Councilman Teasley
and unanimously carried that Council accept the dedication of
a 20 foot width as an alley.
Moved by Councilman Teasley, seconded by Councilman Paul and
unanimously carried that the improvement of the alley be tabled.
The City Engineer recommended adoption of a Resolution submitting
a project statement for the Expenditure of State Allocated Gas
Tax Funds for 1961-62 (5/8¢).
Councilman Paul offered the following Resolution entitled:

A Resolution was prepared rejecting the bids on the Gladstone
Park refreshment building.

A communication was received from the Park and Recreation Com-
mission recommending a policy whereby, when parkway trees are
removed by the City for reasons of disease or dangerous con-
dition, the Public Works Department will replant a tree if the
tree is purchased by the property owner, in accordance with the
master tree -planting -plan.

unanimously carried that the recommendation of the Park and
Recreation Commission be accepted.

unanimously carried that the City Attorney investigate to de-
termine what action the City can take for restoration of the
trees.
A communication was received from Public Works Superintendent Suppl.
Brusnahan requesting a supplemental appropriation of $6500.00 budget
for the 1960-61 budget. It was explained that the reason for appr. P.W.
this request was the fact that there were several unexpected
and unbudgeted items authorized by Council and completed during
this year.
Moved by Councilman Teasley, seconded by Councilman Ortuno and
unanimously carried that the allocation be authorized.
Superintendent Brusnahan requested confirmation of the appoint- L.Harvey

unanimously carried that the request be granted.

Councilman McLees brought up the subject of several homes in Fwy,.-
the route of the proposed freeway, which have already been home
purchased by the State in hardship cases. It was reported that porch.

The following notices were received from the Light and Water
Department:
1. Fire hydrants, water meters and 12,000 volt electric L & W
line moved for the widening of Foothill Blvd. by the State. notes
2. Approximately 800 feet of 12" water line laid between
#1 reservoir and Nob Hill Drive north of Sierra Madre.
3. 16" check valves and altitude valve and all appurtenances
being installed at #2 reservoir.

unanimously carried that the notices be filed.
Council members were reminded of the expiration of the terms of Moran &
Planning Commission members Julian Camps, and James Moran. Luevano
Moved by Councilman Paul that Mr. Campa, who expressed a desire to P1.

Cczncil members were advised that the Planning Commission, by Hrg. 6/19
Resolution No. 204, had recommended an amendment to the Zoning rest homes
Ordinance which would allow rest homes in the R-1 zones, subject
to a Conditional Use Permit.
Moved by Councilman Paul, seconded by Councilman McLees and
unanimously carried that a hearing on this matter be held at
the Council meeting of June 19th.
Council members were advised that the third public hearing on Hrg. 6/21 St

A communication from Fire Chief Madison to the City Administrator
was presented to Council whereby the Chief requested authorization
to change from the two platoon system to a three platoon system
as of the new fiscal year. It was stated that this would neces-
sitate the hiring of four additional men, plus one additional 3 -plat.

A communication was received from the Fire and Police Chiefs Arson
requesting that two men from the Fire Department and one man School
from the Police Department be authorized to attend an Arson auth.

at approximately $30.00 per man.

unanimously carried that the request be granted.
The Chief of Police requested that two officers be detailed to 2 -officers
participate as supervisors in the Annual Youth Safety Run June at Safety
260 27 and 28, 1961. It was reported that the only expense to Run
the City would be in man hours,

unanimously carried that the request be authorized.
A communication was received from the City School District re-
commending that Mrs. Laura Jones be reappointed to the Park and
Recreation Commission for a new term commending July 1, 1961, and (•�
stating that this action had been ratified by the Unified School
District.

A communication was received from the Fire Department relative Invest.
to Substandard Structure Case #4, located at 909 N. Azusa Avenue,Sub.st.
which is owned by Charles V. Sewall. The Fire Department re- Case #4
ported that compliance had not been made with the requirements Sewall
of the Fire Department or the State Division of Housing and
Health, and it was recommended that no further extension of
time be granted.
Also presented was a communication from Mr. Sewall, who
stated that he had sold his property to a Mr. and Mrs. Nealie,
who agreed to make the necessary repairs.
Mr. Whisler, Building Inspector, was asked to contact the new
property owners and report to Council at the next meeting.
Members of Council were advised of a communication from the Co.Hlth
Los Angeles County Board of Supervisors indicating that a new Bldg.
County Health Department branch for the City of Azusa is to
be included in the 1961-62 budget.
It was requested that the Mayor sign a Proclamation urging Procl.
employes to "Hire Now", that the month of June be proclaimed
as Dairy Month, and that the week of June 12th be proclaimed
as Flag Week.
Moved by Councilman Paul, seconded by Councilman Teasley and
unanimously carried that the Mayor be authorized to sign the
Proclamations.
Relative to the parking problem of Mr. Peterman in the 900
block of Alameda, the Olty Administrator reported that he had
contacted the owner of the adjacent apartment, who felt that
this was a Police Department function.
Mr. Troast, 931 N. Alameda, appeared before Council to state Mr. Troast
that he also had difficulty parking in front of his home before
because the residents of the apartment building did not use anal.

desirous of constructing a drive -way, but wants permission
to have only an 8 foot opening rather than 12 feet as required.

portation Committee of the Los Angeles County Section of the
League of California Cities.
As a result of a request from the City of Duarte for definite
action as to their stand opposing gambling, a Resolution was
prepared.

The Administrator was asked to advise Attorney Snidow of the
approval of the revised description of proposed Southerly
Annexation District No. 41.
Communications were received from Harold Johnson, Civil Engineer,
W. C. Holzhauer, and Investors Savings and Loan Association re-
lative to Tracts #26013 and ,#26536.

A communication was received from L.A. Ferguson complaining Ferguson
about the traffic situation on Gladstone Street from Azusa compl.
Avenue to Irwindale Avenue, where there are no curbs and the
cars pass on the right, causing numerous accidents. Inasmuch
