The City Council of the City of Azusa met in adjourned session ab the above time and place. Present at Roll Call: Councilmen: Paul, McLees, Teasley Also Present: City Administrator Caswell, City Clerk Miller, Supt. of Light & Water Smith, Accounting Director Reynolds Mayor Ortuno entered the meeting at 7:40 A.M. Councilman Johnson entered the meeting At 8:05 A.M. Discussion was held on various aspects of thb budget as pre- Budget pared for City Council expenditures for 1961-62 fiscal year. An amount of $1,800.00 had been suggested in the .330 Object Account for training, memberships, meetings, conferences, etc. Although no vote was taken, it was the consensus of the members that this amount should be reduced by $1,000.00, leaving a balance of $800.00 in the .330 Account for fees, memberships, meetings, training, conferences, etc. Mention was made by Mr. Reynolds, Accounting Director, of the cost for insurance coverages amounting to premium charges of $44,953.00 for the next fiscal year. It was suggested by Councilman Paul that the State Compensation Insurance coverage carried by the City be reviewed with the thought in mind of trying to get a lower premium deposit requirement and with quarterly premiums. Portions of the City Clerk's department budget were discussed. It was recommended by Council that the .330 Object Account for memberships, training, etc., be reduced from $500.00 to $300.00. Also to be eliminated from the budget request is the amount set forth for overtime payment for Deputy City Clerk, it being the consensus of Council that the $50.00 per month paid for Deputy City Clerk's services compensated for overtime hours spent in excess of the normal 40 -hour work week. A suggestion was made to eliminate from the proposed budget the amount for extra per- sonnel needed during seasonal rush periods. l It was further agreed by members of the Council that training courses which employees wished to take, with Council participat- ing in defraying expenses, should be brought in for approval at the time -the course is scheduled. Council was asked whether they wished Attorney Preston Turner to represent Azusa at the Public Utilities Commission hearing on Monday, June 12th, as recommended by City Attorney Williams. It was moved by Councilman Paul and seconded by Councilman Teasley that Mr. Preston Turner be retained to represent the City of Azusa at the Public Utilities Commission hearing on the Edison Company's petition for rate increase. -r The City Council was notified that a hearing was to be held before the State of California Public Utilities Commission on the petition of the Southern California Edison Company for a speed up of amortization, etc., etc. Moved by Councilman Paul, seconded by Councilman Teasley and unanimously carried that the meeting adjourn until Friday, June 16th, at the hour of 8:00 A.M. at the City Auditorium. PrAseat. at Roll Call: Councilmen: Paul, McLees, Johnson, Ortuno Absent: Councilman: Teasley Also Present: Superintendent of Light & Water Smith, Accounting Director Reynolds, City Administrator Caswell, City Clerk Miller Discussion was held by Council on the matter of overtime for City employees, with the City Administrator requesting the Council to set forth a policy relative to overtime. It was the consensus of the Council that overtime be approved by the Administration Office before being worked, and that if over- time is worked, the employee will receive compensatory time off equivalent to the overtime worked. No official action taken by Council on this item. It was also the consensus that a report of overtime worked be submitted to Council by the City Administrator. 397 Roll Call City Empl. Over- time Consideration of the 1961-1962 budget requests were taken under Budget study by the Council. Req. The first function considered was that of accounting. The City Cost Administrator stated that as of July 1, 1961, it is recommended Acctng. that the cost accounting function be removed from the Light & cam„ Water Business Office, which could conceivably eliminate the ser- vices of a part-time employee in that office. It was moved by Councilman Paul, seconded by Councilman McLees and unanimously carried that the recommendation be accepted. Mr. Reynolds, Accounting Director, stated that he is looking into the possibilities of placing some of the accounting functions under electronic data processing. In the discussion of use of City -owned cars, it was the consensus City - of the Council that the car assigned to the City Engineer be left owned at the City's parking lot in order that it may be used by other cars City Officers if necessary. It is recommended that the vehicle used by the Fire Prevention Officer also be made available for official use when not being used in necessary fire prevention work. Attendance at meetings should be by City vehicle when available. Discussion was held on attendance of employees at various training Policy courses. Training Courses It was moved by Councilman Johnson and seconded by Councilman McLees that the policy of the Council would be that, upon approval by the Council of the courses to be taken, the City would pay the tuition charge, but would not grant mileage allowance to and from school. It was requested by the City Planner that consideration be given Steno to the addition of stenographic help to the Planning Department, help which could also be of use to the Public Works Department and, pos- sibly, the Personnel Department. 393 399 CITY HALL AZUSA, CALIFORNIA FRIDAY, JUNFr 16, 1961 Page 2 It was moved by Councilman Paul, seconded by Councilman McLees Pers. and unanimously carried that a study and report be made as to the Transf. availability of personnel in other departments who might conceiv- ably be transferred to the Planning Department. The City Clerk presented the affidavit of Posting of Notice of Notice Adjournment of Meeting.. '- 1,. _ ;L Adj.Mtg.
