Present at Roll Call: Councilmen.: Paul, McLees, Johnson, Teaeley, Ortur o Also Present: City Administrator Caswell, Accounting Director Reynolds, Superintendent of Public Wcr.K Brasn.ahai:,, City -Clerk Miller The City Council met in this adjourned session to continue study of the proposed 1961-1962 budget. The first budget considered at this time was that of the Personnel Budget Board. Mrs. Joan McKinney, Personnel Clerk, appeared before Perso:? Council in relation to this budget proposal. Mrs. McKinney stated n.e,. Bd that during the past year twenty open competitive examin•ators had beer. given and three promotional examinations. The City Clerk presented the affidavit of Posting of Notice of Notice Adjourned Meeting of June 22nd, said notice being posted at A,ij M"a 1:00 P.M. on June 23rd, this hour being within the 24••hour re- quirement for posting such notice. Councilman McLees raised the question of the neces i?y for hc:d l:k examinations on Saturdays and suggested that conside.rati::n be give*?. to the possibility of holding examinations at, other times i.har. o.r. Saturdays. Councilman McLees also raised this question. at Per- sonnel Board Meeting during the daytime. Exams. Date The Personnel Clerk pointed out that the Object Account #.210 Budg. (Advertising and Publication) could not be stated as a f.1r.r am:>.:,;t Ad;>.& since there were many variable factors that entered into the. pie- Pt:b., ture, such as determining the exact number of examinations that would be given during the fiscal year. Mrs. McKinney stated that, as in the past, all expenses would be Bu.dg.; kept at the minimum. The Personnel Clerk also stated that the Pt-r.im proposed budget included an amount for a part-time typist cleric Typist to assist with ever-increasing work load at the office. Clerk t� It was moved by Councilman Paul and seconded by Councilman Teasley that the Personnel Budget for the Object Account #.100 be the same as allowed in 1960-1961, and that $487.00 be used for part-time or overtime within the discretion of the Personnel Clerk. This motion carried unanimously. The Personnel Clerk further reported to Council that if' the policy of compensatory time -off in lieu of overtime pay is followed, it is conceivable that the Personnel Office would at times be closed during some hours of the week. In considering Object Account #.330, relative to memberships.,, Polic; training and meetings, it was the consensus of Cour_oil that the Or,j.Ac� policy of abstaining from attendance at conferences be followed; #.33'0 that attendance at State Conferences not be allowed, and ''.hat an amount of $200.00 be approved for this Object. Account. Superintendent of Public Works Brusnahan appeared before Ccu?ci=. at the discussion of the proposed budget for government bulidings. Tire Public Works Superintendent stated that the use of personnel from the Park Department for custodial services at the Building has not proven to be satisfactory, and that his proposed budget contained a request for an additional custodian, if tb.e same level of custodial service is to be maintained. It was moved by Councilman Paul and seconded by councilman Teasley that an additional custodian be allowed in the budget .for gcvern.- mental buildings. This motion carried unanimously by vcice vote. P.W. SerV. 420 CITY HALL AZUSA, CALIFORNIA THURSDAY, JUNE 22, 1961 An inquiry had been made by the Visiting Nurse Association for use of space at the City Hall by the Visiting Nurse. Page 2 It was moved by Councilman Paul and seconded by Councilman Teasley that the Visiting Nurse be allowed use of space in City buildings, if suitable space is available. Motion carried unanimously. 421 Visiting Nurse space Mr. Brusnahan, Superintendent of Public Works, questioned the P.W. practicability of assigning one-third of a girl power to his req. department for handling the increasing demand for record keeping, etc., and asked that he be allowed to ask Council to consider this matter later if problems arise. Mr. Brusnahan also stated to Council that upon the expenditure of gas tax money, consideration should be given to projects desig- nated as reconstruction of streets rather than maintenance or new construction. Councilman Paul stated that he would like the Council to consider the improvement of Industrial Street, to be demanded by General Fund money. Paving The City Engineer reported that a rough estimate of the cost of Est. paving Industrial Street would appear to be approximately $1,700.00. The Council considered the proposed budget of the Park and Recre- Budget, ation Department, with Recreation Director John Dangleis appearing Park & before Council. Rec. No official action taken on this portion of the budget. It was mored by Councilman Paul, seconded by Councilman Teasley Adjourr. ar_d unanimously carried that this meeting adjourn until 6:00 P.M. on Friday, June 23rd, at the Council Chambers of the City Hall.
