E-2 AZUSA : r.11 r ., .-.•,ur, CONSENT CAL ENDAR TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD FROM: ClJ\� MANNY ROBLEDO, DIRECTOR OF UTILITIES vv v DATE: OCTOBER 28, 2019 SUBJECT: APPROVE AGREEMENT FOR MAINTENANCE SERVICES FOR FIRE HYDRANT PAINTING SERVICES WITH OP ARC BACKGROUND: Azusa Light & Water (AL W) is responsible for the maintenance of approximately 2,500 fire hydrants. After years of being exposed to the elements, the high visibility paint on these hydrants deteriorates and must be repainted. AL W has successfully used OP ARC, a California non-profit corporation, who employs adults with disabilities to perform fire hydrant painting under a Letter Agreement in May and June of 2019. ALW solicited bids for fiscal year 2020 with comparable agencies that are members of the California Disability Services Association and received two proposals. After evaluating both proposals, it is recommended that an Agreement for Maintenance Services be executed with OPARC, for a term of November 4, 2019 through June 30, 2023, with a total not-to-exceed amount of $60,000 per fiscal year. RECOMMENDATION: Staff recommends the Utility Board take the following action: 1)Approve the Agreement for Maintenance Services for Fire Hydrant Painting Services with OP ARC, in an annual amount not-to-exceed $60,000; and 2)Authorize the Mayor to execute the Agreement for Maintenance Services in a form acceptable to the City Attorney. ANALYSIS: ALW's Water Division currently maintains approximately 2,500 fire hydrants throughout the distribution system. Ensuring proper operation, along with maintaining the high visibility coating on each hydrant, is vital to first responders who need to locate and use the hydra nts in an emergency. Keeping adequate coating also prevents metal decay and extends the life of the asset. UB-9 Approved Utility Board 10/28/19 Since this type of work may be deferred for other safety critical projects, ALW began to search for a third party contractor who could assist in fire hydrant painting. ALW reached out to the California Disability Services Association (CDSA), which is a statewide association representing nearly 100 community based organizations that support and empower persons with developmental disabilities. Members of the CDSA help their clients develop skills, engage in meaningful activities, and participate in community life. The CDSA was contacted to see what member organizations in the Azusa area would provide fire hydrant painting services. Two organizations submitted proposals based on an hourly rate: Anthesis $60.00 per hour OPARC $59.71 per hour After evaluating both proposals for cost and adequacy to fulfill the necessary services, it was determined that OPARC should be awarded an Agreement for Maintenance Services. OPARC, based in Montclair, California, and is a non-profit 501(c)(3) organization established in 1950 whose mission is to support, employ, and transform the lives of people with disabilities. Working with OPARC during the last fiscal year, ALW developed a positive relationship with their staff and saw first-hand the excellent work their clients provide. The cost of painting each fire hydrant is expected to average approximately $50 each. This is competitive with the cost of hiring staff or private contractor to paint the fire hydrants, and it supports meaningful work for the disabled community. The Agreement for Maintenance Services will have a term of November 4, 2019 through June 30, 2023, with a total not-to-exceed amount of $60,000 per fiscal year. It is estimated at the end of the agreement that all 2,500 fire hydrants will be serviced. FISCAL IMPACT: Funding for this Agreement for Maintenance Services is budgeted in the Water Division’s Capital Improvement Program Account No. 32-80-000-721-7145/72120F. This project is scheduled over the next four years, allocating $60,000 per year. Work performed, as necessary, under the Agreement for Maintenance Services will not exceed $60,000 annually.
