SUBJECT: APPROVE THE PURCHASE OF A 2019 JOHN DEERE 31 0SL HL BACKHOE
FOR WATER DNISION UNDER NATIONAL JOINT POWERS ALLIANCE
CONTRACT 032575-JDC FROM COASTLINE EQUIPMENT
BACKGROUND;
The Water Division's existing 1996 vintage backhoe has been budgeted for replacement this
fiscal year due to heavy wear and increased maintenance costs. The proposed actions waive the
competitive purchase requirements pursuant to Section 2-521 (a), Article VII, and authorize a
purchase order to Coastline Equipment in an amount not-to-exceed $142,717.03, for a 2019 John
Deere 3 lOSL HL backhoe. The price is the lowest bid obtained by National Joint Powers
Alliance (NJP A) pursuant to a cooperative competitive solicitation.
RECOMMENDATION:
Staff recommends the Utility Board take the following action:
1) Waive the competitive purchase requirements pursuant to Section 2-521 (a),
Article VII, Chapter 2 of the Azusa Municipal Code (Cooperative and
Piggyback Purchasing); and
2)Approve a Purchase Order to Coastline Equipment, in an amount not-to-exceed
$142,717.03, including sales tax and delivery charges, for a 2019 John Deere 310SL
HL Backhoe.
ANALYSIS:
The Water Distribution Division's existing 1996 Caterpillar 426B backhoe has significant wear
and it has been determined that is more cost-effective to replace it than to continue with repairs.
The backhoe was budgeted for replacement under Azusa Light & Water's (ALW) approved FY
2019-2020 capital outlay budget. This backhoe is frequently required in the excavation of water
main and service line repairs. Reliable and efficient equipment is vital to being able to
expeditiously restore service.

Staff obtained a quote from Coastline Equipment, under the National Joint Powers Alliance
(NJPA) Cooperative Contract Number 032575-JDC for $142,717.03. This price is the lowest
bid for this equipment pursuant to a joint procurement solicitation issued by NJPA, which may
be used by public entities such as Azusa.
FISCAL IMPACT:
The fiscal impact associated with the recommended action is $142,717.03. This purchase was
included in the Fiscal Year 2019-2020 budget, and there are sufficient funds available under
Account No. 32-40-723-751-7135.
