DATE: OCTOBER 28, 2019 SUBJECT: APPROVE THE PURCHASE OF A 2019 TOWMASTER T-40LP TRAILER FOR WATER DIVISION UNDER NATIONAL JOINT POWERS ALLIANCE CONTRACT 1219 18-MNR FROM COASTLINE EQUIPMENT BACKGROUND: The Water Division's existing 1996 vintage trailer has been budgeted for replacement this fiscal year due to heavy wear. The proposed actions waive the competitive purchase requirements pursuant to Section 2-521 (a), Article VII, and authorize a purchase order to Coastline Equipment in an amount not-to-exceed $27,525.10, for a 2019 Towmaster T-40LP Trailer with Bucket Well Option. The price is the lowest bid obtained by National Joint Powers Alliance (NJP A) pursuant to a cooperative competitive solicitation. RECOMMENDATION: Staff recommends the Utility Board take the following action: 1)Waive the competitive purchase requirements pursuant to Section 2-521 (a), Article VII, Chapter 2 of the Azusa Municipal Code (Cooperative and Piggyback Purchasing); and 2)Approve a Purchase Order to Coastline Equipment, in an amount not-to-exceed $27,525.1 0, including sales tax and delivery charges, for a 2019 Towmaster T-40LP Trailer with Bucket Well Option. ANALYSIS; The Water Distribution Division's existing 1996 Zieman Equipment Trailer is budgeted for replacement under Azusa Light & Wate r's (ALW) approved FY 2019-2020 capital outlay budget. Since AL W's service area includes portions of Covina, West Covina, Irwindale, Glendora, and unincorporated L.A. County, it is frequently necessary to tow the Division's backhoe and related equipment to job sites in these areas. The existing Zieman trailer is too narrow for the new John Deere backhoes that have been purchased, and the electric brakes have proven inadequate for the weight being towed. The new Towmaster trailer will provide safe andUB-38 Approved Utility Board 10/28/19 reliable transportation of all of the Division’s equipment, having adequate capacity and efficient air brakes. Staff obtained a quote from Coastline Equipment, under the National Joint Powers Alliance (NJPA) Cooperative Contract Number 121918-MNR for $27,525.10. This price is the lowest bid for this equipment pursuant to a joint procurement solicitation issued by NJPA, which may be used by public entities such as Azusa. FISCAL IMPACT: The fiscal impact associated with the recommended action is $27,525.10. This purchase was included in the Fiscal Year 2019-2020 budget, and there are sufficient funds available under Account No. 32-40-723-751-7135.
