Approve Well 2 NOC_ApprovedTO: FROM: DATE: E-5 CONSENT CALENDAR HONORABLE CHAIRPERSON AND MEMBERS OF THE AZUSA UTILITY BOARD MANNY ROBLEDO, DIRECTOR OF UTILITIES )N\C61- OCTOBER 28, 2019 SUBJECT: APPROVE THE NOTICE OF COMPLETION FOR WELL 2 REHABILITATION CAPITAL IMPROVEMENT PROJECT BACKGROUND: On January 8, 2019, Azusa Well No. 2 was taken out of service for inspection as part of Azusa Light & Water's (ALW) Well Rehabilitation Program. On February 25, 2019, the Azusa Utility Board awarded Task Order 9, under an existing Master Maintenance Services Agreement, to General Pump Company, who pulled the well and performed a video inspection. To restore production capacity and improve efficiency and reliability, the well was rehabilitated with a new pump, column, oil lubricated shaft, bowl assembly and suction and discharge piping. This project has been completed and ALW is now required to file a Notice of Completion with the Office of the County Recorder of Los Angeles. RECOMMENDATION: Staff recommends the Utility Board take the following actions: 1)Accept Well 2 project improvements outlined in Task Order 9; and 2)Approve the Notice of Completion; and 3)Authorize the Mayor to execute the Notice of Completion on behalf of the City; and 4)Authorize the City Clerk to submit the Notice of Completion for recordation to the Office of the County Recorder of Los Angeles County, within ten days of the Utility Board approval, as required by Section 3093 of the California Civil Code. UB-43 Approved Utility Board 10/28/19 ANALYSIS: Well 2 was originally constructed in 1921 with a capacity of 3,000 gallons per minute (GPM) and historically produced 2,000 acre feet per year. ALW authorized General Pump Company, operating under a Master Maintenance Services Agreement, to pull the pump, video log the entire 252 feet of the well, and provide recommendations to increase reliability and efficiency. Since its last rehabilitation in 2007, Well 2 has seen a gradual decrease in production from approximately 2,700 GPM to approximately 1,100 GPM. After the recent rehabilitation, Well 2 has increased production by 1,500 GPM and the overall efficiency has increased by 25%. Water Division worked with General Pump to expedite the repair work in anticipation of higher demand during the summer months. Once the materials and equipment were installed, the Production Section operated Well 2 to verify compliance for performance and water quality. Bacteriological samples were collected and analyzed, confirming the water met all applicable quality requirements. On September 23, 2019, Well 2 was placed back into service and is currently producing approximately 2,600 GPM. FISCAL IMPACT: The Well 2 Rehabilitation Capital Improvement Project was assigned to the Water Division’s Capital Improvement Program budget Account No. 32-80-000-721-7130/72119C, for an amount not-to-exceed $149,875, which included a 10% contingency.
