BACKGROUND On November 26,2013,the Personnel Board confirmed the following Department Head recommendation regarding the following Personnel Action requests. A. MERIT INCREASE AND/OR REGULAR APPOINTMENT: DEPARTMENT NAME CLASSIFICATION ACTION/EFF RANGE/STEP DATE BASE MO SALARY Police Stacy Gerszewski Police Dispatcher Merit Inc 9166/4 10/13/2013 $4,536.92 B. PROMOTION —The following promotion(s) have been requested by the department head pursuant to the Rules of the Civil Service System. DEPARTMENT NAME PROMOTION EFFECTIVE RANGE/STEP FROM/TO DATE BASE MO. SALARY Police Samantha Sloniker Police Officer Trainee to 12-19-2013 6101/1 Police Officer $5,773.28 C. CLASSIFICATION SPECIFICATION REVISION AND TITLE UPDATE—UTILITY PROGRAMS SPECIALIST RECOMMENDATION The Personnel Board recommends,pursuant to City of Azusa Civil Service Rules Section 3.5,that the City Council adopts the revised class specification for Utility Programs Specialist. BACKGROUND The current job description for Business Development/Public Benefit Program Coordinator position was originally adopted in 2001 and has become outdated since that time. When the position was originally established, electric utility deregulation was imminent in California. A position which sought to retain existing business customers and expand sales to the commercial/industrial sector was critical in this environment.The second primary focus of the position was to manage the electric"Public Benefits"program which was mandated under the deregulation law (AB 1890). Since that time,the duties of this position have changed/grown significantly(partly because electric deregulation was repealed in California) thus making it appropriate to update the Job Specification. In addition, a revision/simplification of the position title is proposed. Current key responsibilities include management of the following utility programs: • Public Benefits" Program which includes energy efficiency programs, research & development and renewable energy activities, and low income programs; • Water Conservation Programs; • Solar Energy Partnership Program; • Key Account Program which includes Chamber of Commerce involvement; • Utility Economic Development Program; and • Customer Education and Program promotion which includes media communications and website management The proposed title change to Utility Programs Specialist reflects the broad programmatic functions provided by this position and simplifies the current cumbersome title. Approval of these recommended changes will update the job description to the current responsibilities. See Exhibit 1 FISCAL IMPACT There is no fiscal impact, as positions listed are funded in approved department budgets. CITY OF AZUSA UTILITY PROGRAMS SPECIALIST FLSA EXEMPT DEFINITION Under general direction, develop, implement and manage assigned projects/programs such as the State Mandated Public Benefit Budget and Programs in the Energy Efficiency, Research and Development, Renewable Energy and Low Income sectors; Water Conservation Programs; the Solar Partnership Program; the Utility Economic Development Program; and the Key Account Management Program. Has primary responsibility for developing, implementing and managing new Utility Programs in these functional areas, as required. Provide assistance to other City Departments with Energy Management and Efficiency Projects as needed. This position is also required to perform other administrative and operational duties as assigned. CLASS CHARACTERISTICS This classification is a professional level administrative position requiring the ability to perform independently, consistent with the goals and within the operational guidelines of the Light and Water Department. Also, may be assigned specific administrative duties within a broad range of departmental operations. This position is FLSA exempt. ESSENTIAL FUNCTIONS Represents Azusa Light & Water to federal, state, county agencies, community groups, committees, boards and organizations on issues related to Assembly Bill 1890 (AB 1890) Public Benefit Budget and Public Benefit Programs in the Energy Efficiency, Research and Development, Renewable Energy and Low Income sectors; develops, modifies and updates programs to provide cost effective energy savings, low income assistance, research and development projects and renewable energy programs. Sets goals, measures and monitors program progress and effectiveness. Reports program progress and effectiveness levels to Federal, State and Local governing bodies. Manage the utility's conservation incentive and educational programs in the water sector. Play a leadership role in managing response in water shortage periods including public education and media advertising. Oversees the overall content and format of the Utility's web site. Works in conjunction with other Southern California Public Power Authority (SCPPA) municipal utilities to develop joint purchasing agreements with various program administration companies to achieve more cost effective arrangements with potential equipment and services vendors; Identify, secure and administer third party programs offered through alliance or sub-contractor agreements; works with consultants and contractors to ensure compliance with the terms and conditions of contract agreements. Act as the Azusa Light & Water Department representative to various groups to discuss/clarify Public Benefit programs, policies and activities with other City Departments and local municipalities. EAlterrol Page 1 of 3 Prepare statistical and narrative data requests and reports as needed; prepare energy and management grant proposals; prepare Utility Board agenda reports relating to energy conservation, water conservation, renewable energy, low income, RD&D and account management programs; assist in developing appropriate marketing, communication, community outreach and advertising programs for retail products,programs and services; manage, direct, coordinate and exercise technical and functional supervision over the work of any professional and support personnel who may be assigned to support this position. Working with the Division Managers, as required, develop and/or coordinate programs and projects along with the preparation of technical and administrative reports on a variety of subjects for presentation to the Director of Utilities, Utility Board, City Manager, City Council or other Departments, groups and organizations. Has the responsibility for ensuring all reports, including those for the Department of Energy, California Energy Commission and Utility Board comply with the appropriate regulations, rules, laws,policies and procedures. As Key Accounts Manager, identify and address the specific needs of the key customers through proactive communications that foster strong business partnerships where the customer looks to Azusa Light and Water for leadership and guidance in the community. Establish a single point of contact while leveraging resources within the City, Utility and in the Marketplace. Develop customer profiles to identify customer projects, issues and concerns that results in long term relationships and individualized services. Provide regular correspondence and contact with the customer on key issues affecting their business (rates, incentive programs, reliability, business development and expansion opportunities, renewable energy projects, etc.) that promotes energy efficiency programs resulting in the achievement of Azusa Light & Water's goals and objectives. Identify methods to increase customers' knowledge of energy and water related matters, create a networking atmosphere, and achieve a greater understanding of Utility Industry issues. Respond to inquiries, handle complaints and initiate action to resolve issues related to energy/water conservation, solar, low income, RD&D, renewable energy and other programs. Encourage partnerships between the City of Azusa, Azusa Light&Water,businesses and the education community to promote citywide goals of business retention/attraction through enhanced economic development. Work closely with City, Utility and the Chamber of Commerce to mitigate loss of business and the attraction of new businesses to Azusa by assisting customers in identifying methods of remaining competitive and cost effective in their industry by means of addressing competitive factors that influence customer's choices regarding electric usage (rate options, energy and water conservation programs, education programs, Utility related Economic Development programs, etc.). Prepare energy related Grant proposals and monitors Grants; develop contracts; prepare bids, requests for proposals and agreements for various professional and/or contract services; works with consultants and contractors to ensure compliance with the terms and Page 2 of 3 conditions of contract agreements. Respond to inquiries and handles complaints related to energy/water conservation, solar, low income, RD&D, renewable energy and other programs and initiates action to assist in resolving the issues. MARGINAL FUNCTIONS These are position functions which may be changed, deleted or reassigned to accommodate an individual with a disability. QUALIFICATION GUIDELINES Education and/or Experience Any combination of education and/or experience that has provided the knowledge, skills and abilities necessary for satisfactory job performance; An ideal combination may include a Bachelor's Degree from an accredited college/university in Engineering, Project Management, Business, Marketing, or a related field and five (5) years experience in the public utility field of which a minimum of three (3) years must be in a progressively responsible administrative or management position(s) in the Energy Efficiency/Energy Management sectors. APPA Key Account Management (KAM) certification and AEE Energy Management Certification (CEM)is desirable. Knowledge, Skills and Abilities Knowledge of the operational characteristics, services and activities of water and energy services programs; principles and practices of program development, administration and budget setting/administration; organizational and management practices as applies to the complex principals and practices of energy efficiency measures analysis, evaluation and verification; methods and techniques of supervision, training, motivation and performance evaluation; skill at using personal computer software and hardware; understanding of basic principles of contract law, contract development and accounting; ability to communicate clearly and concisely, both orally and in writing; ability to research and prepare complex reports on a variety of subjects; ability to establish and maintain effective relationships with the City Council, staff, other departments, executive and other high level business contacts, key individuals within the community, the public in general and other entities and agencies; ability to organize and plan work with minimum supervision; represent the City at a variety of meetings; make recommendations regarding operations and contractual issues; understand, explain and apply policies and procedures; analyze unusual situations and resolve them through application of management principles and practices; develop comprehensive plans to meet future City needs/services.
