The City Council of the City of Azusa met in regular session at
the above time and place.

not bothbi, him"; on page 9, relative to Substandard Struc-
tures #42 through #58, place a period after the word "informa-
tion" and delete the words "and ordered filed"; also, on

Bids were received in the office of the City Clerk on Thursday,

of Publication to Council and stated that eleven bids had

The City Engineer recommended that the contract be awarded to
Hydro Construction Company, low bidder, and submitted a study
made by James M. Montgomery Consulting Engineers, Inc., with
the recommendation that spring loaded swing check valves be
substituted for tilting disc, dashpot check valves, which would
reduce the contract price from $40,862 to $39,570. The City
Attorney stated that the bid must be awarded as advertised,
then approved and change order made.

After a discussion, Mayor Ortuno asked the members of the

than previous estimate. There was a discussion regarding

Code states there must be sanitary facilities. Also, if the
septic tanks fill, the company should be compelled to con-
nect to the City's sewer line.
Moved by Councilman Paul, seconded by Councilman McLees and
unanimously carried that septic tanks be installed until
arrangements can be made to hook into sewer later, without
future assessment, and that Edgewood Furniture Co. be con-
tacted to find out if this is agreeable. _

TO THE GENERAL TELEPHONE COMPANY OF CALIFORNIA.
The City Engineer submitted a report requested by Council Deport re:
relative to investigation of purchasing of local asphalt purchasing
products. The City Administrator stated that the Supt. of local
Public Works claims that the City has not been purchasing asphalt
from Associated Asphalt because their product separates and products
does not compare with the quality of other suppliers. The (to be put
City Administrator recommended that the City bid for asphalt, on bid
as this has not been bid for some time, and this should be basis)
put out on bid basis as per specifications of the City Engineer.
Moved by Councilman Paul, seconded by Councilman McLees and
unanimously carried that purchasing of asphalt be put on bid
basis and action be taken immediately for fiscal year ending
June 30, 1962. It was further moved that this bid be adver-
tised.
A Resolution was prepared accepting a Grant of Easement for Res. 4224
utility purposes from Champ T. and Mary Dawn Cuff. Grant of

the work in case of minor emergency involving a few days, and
could also help in training any new person, if the necessity
should arise. Mr. Watkins further stated that the suggested
compensation of $25.00 per month is comparatively small com-
pensation for Deputy City Treasurer.

as of July 1, 1961, showing unallocated funds $14,796.00.
The City Administrator presented a request from Fire Chief
Madison for permission to attend a joint meeting of the
Pacific Coast Intermountain Association of Fire Chiefs and
the International Association of Fire Chiefs, to be held in
Las Vegas, September 24th through September 28th, with all
expenses incurred to be paid by the Fire Chief, including
travel.

Mrs. Fountain appeared before Council and stated that the
tacos place closes after 2 A.M. on Saturday and Sunday, but
the guard is not very effective, and she is afraid of re-
taliation from the customers.
Assistant City Administrator Crothers told Council that the
police reports of the last six months on the activities
around this place of business have been goadv but the guard
is there only on Fridays and Saturdays.

Police Captain Warren told Council that conditions have improved
slightly after discussion with the manager and Mr. Baker, and a
guard was posted Friday, Saturday and Sunday, from 8:00 P.M. or
9;00 P.M. until closing; then the guard was pulled off, and when
Mr. Baker was so informed by the Police Department, the guard
was put back on.

A communication from Police Chief Kendrick, dated 8/29/61,
was submitted to Council relative to Probationary Steno -Clerk
Ruth Perea, who was appointed on July 1, 1961, and since then -
has been granted a two -weeks leave of absence due to illness.
Chief Kendrick reports that Mrs. Perea will be unable to re-
turn to duty and requests the City Council to remove her name
from'the payroll, Chief Kendrick further requests authoriza-
tion to appoint a temporary replacement pending establishment,
of eligibility list, and Personnel Clerk is advertising for
Steno -Clerk applicants,

Mayor Ortuno presented a letter from the East San Gabriel
Valley Planning Committee, requesting names of delegates to
represent Azusa during 1961-62 session, the first meeting

There was a discussion regarding Light & Water Department's Personnel
