The City Council of the City of Azusa met in regular session at the above time and place. Mayor Ortuno called the meeting to order and led in the salute Call to to the flag. Hoagland Company 51,430 Mayor Ortuno asked if there were any dorrections in the Approval M. E. Minutes of August 21st meeting. Councilman Johnson requested of Min. ,rte the following corrections: On page 1, relative to Quarter 8/21/61 Midget Racetrack Hearing, change the words "Associate Members" to "Association Members"; on page 3, under third paragraph,: change Mi,. Thorgrimsen's statement from "Lights would not bother him but the noise would" to: '"Lights and noise would not bothbi, him"; on page 9, relative to Substandard Struc- tures #42 through #58, place a period after the word "informa- tion" and delete the words "and ordered filed"; also, on page 9, relative to Altamont Corp.'s violation, change "Mr. Di Stefano also reported that he received a phone call..." to: "City Planner Poppelreiter also reported that he received a , 'phone call..." Bids were received in the office of the City Clerk on Thursday, Bids - August 31, 1961, at 10:00 A.M., for construction of a Booster Booster Pumping Station and Related Work at Reservoir No. 1. Present Pumping at the bid opening were Councilman McLees, City Engineer Station D1 Stefano, Superintendent of Light & Water Smith, and City,, Clerk Miller. The Deputy City Clerk presented the Affidavit of Publication to Council and stated that eleven bids had been received as follows: Bidder Total Bid Hydro Construction Company $40,862 Wm. R. Fridrich Co. 58,313 The City Engineer recommended that the contract be awarded to Hydro Construction Company, low bidder, and submitted a study made by James M. Montgomery Consulting Engineers, Inc., with the recommendation that spring loaded swing check valves be substituted for tilting disc, dashpot check valves, which would reduce the contract price from $40,862 to $39,570. The hour of 8:00 P.M. was set for Public Hearing on an appeal Quarter to the granting of a Conditional Use Permit re Azusa Quarter Midget Midget Association, and this Public Hearing has been re -set,. Assn.Hrg, for next regular meeting on September 18th at 8:00 P.M., due (re -set to a misunderstanding regarding publication. The Notice of for 9/18) Hearing for September 18th has been sent for publication, and _ the City Clerk's Office has a receipt for same from the newspaper. -4- Relative to the list of addresses of members of the Quarter List of Midget Association, which was received by Council, Councilman Assn. informed John Sommer, spokesman for the Association,-_ Members 'Johnson that the list submitted did not contain the home and the of 1/4 business addresses, as Council requested. Mr. Sommer reported Midget that their agreement does not request business addresses of. Assn, their members, and the .list submitted shows either the home or business address in Azusa. „ After a discussion, Mayor Ortuno asked the members of the Council if the list of addresses submitted was satisfactory to the Council. The Deputy City Clerk read in full an Agrement with Laurence Pro.Agmt. J. Thompson, Assessment Engineer, containing a proposal to L.J.Thomp- render certain special assessment engineering services rela- son re: tive to Soldano Avenue and Other Streets Improvement District. Assess.Engr. Services Moved by Councilman Teasley, seconded by Councilman Paul and (author.to unanimously carried that the Mayor be authorized to sign the _sign) Agreement with Laurence J. The City Administrator made the additional explanation that this is the area which has the palm trees that the City has been endeavoring to have removed without cost to the City. A communication from Edgewood Furniture Co., dated 8/28/61, Ltr.Edgewood re: Foothill -Virginia Sewer, was submitted to Council by Furn.Co.re: the City Engineer, together with his findings. In answer Foothill - to Councilman Teasley's question as to why this sewer project Vjtginia was delayed, the City Administrator stated that it was due tewer to lack of money, as there was no money in the budget for cl` this project. The City Engineer stated that the estimate far this sewer is now approximately $7,000, which is $1,000 higher than previous estimate. There was a discussion regarding CG Edgewood Furniture Co. using septic tanks, as the Building CC Code states there must be sanitary facilities. Also, if the septic tanks fill, the company should be compelled to con- nect to the City's sewer line. Councilman Paul offered the following Resolution entitled: A RESOLUTION OF THE CITY COUNCIL':OF THE CITY OF AZUSA AUTHOR- IZING THE MAYOR AND CITY CLERK TO EXECUTE A GRANT OF EASEMENT TO THE GENERAL TELEPHONE COMPANY OF CALIFORNIA. The City Engineer submitted a report requested by Council Deport re: relative to investigation of purchasing of local asphalt purchasing products. The City Administrator stated that the Supt. of local Public Works claims that the City has not been purchasing asphalt from Associated Asphalt because their product separates and products does not compare with the quality of other suppliers. The (to be put City Administrator recommended that the City bid for asphalt, on bid as this has not been bid for some time, and this should be basis) put out on bid basis as per specifications of the City Engineer. Moved by Councilman Paul, seconded by Councilman McLees and unanimously carried that purchasing of asphalt be put on bid basis and action be taken immediately for fiscal year ending June 30, 1962. It was further moved that this bid be adver- tised. A Resolution was prepared accepting a Grant of Easement for Res. 4224 utility purposes from Champ T. and Mary Dawn Cuff. Grant of Ess ement Councilman Paul offered the following Resolution entitled: (Cuff) A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF AZUSA ACCEPT- ING A CERTAIN GRANT OF EASEMENT AND DIRECTING THE RECORDATION THEREOF. Mr. Watkins further stated that the suggested compensation of $25.00 per month is comparatively small com- pensation for Deputy City Treasurer. The Personnel Board submitted a survey, dated August 1, 1961,, Pers.Bd. of clothing allowance or salary increase for Detectives in Survey of the Police Department of other cities.
